RE 4.1.6 Does the City of Guelph have a current license for these specific ESRI ArcGIS Suite Version 10 modules: ArcGIS GeoEvent Processor for Server Operations Dashboard for ArcGIS ArcGIS Runtime SDK for smartphones and tablets ArcGIS API for Javascript A1. The City of Guelph is currently running ArcGIS 9.3.1 but is planning an upgrade to 10.2 in 2014 Q1. The City of Guelph cannot confirm that we will have licensing for the listed products. If the vendor is proposing a ArcGIS solution they must include all required product licensing as part of the cost. Q2. For item 3.9.3.13 on page 15 of the 54 page document, are we to supply a panic button? Or are we connecting to an existing panic button? A2. The cost of the panic button should be included in the proposal Q3. 3.7.7. The Vendor shall equip the sites with battery back-up power for 8 hours of operation, and a transfer switch to provide for connection to a generator to prevent loss of power at the sites. A typical installation with a generator has the transfer switch installed and supplied as part of the generator infrastructure. Is this the case in Guelph, or is a transfer switch required? If so, can you provide the manufacturer and model of the generator for each site where required? A3. There are no existing generators at the sites, please disregard the requirement for the installation of a transfer switch. 1 Q5. 5.1. Existing Communications Sites. The HVAC, power and backup load for our solution is known, however the bulk capacity available for these services at the preferred sites is not indicated. Is this information known as it relates to these 3 items? If so please provide? A5. The vendor can assume there is sufficient power at the panel. Any upgrade to the service to the panel will be the City’s responsibility. The vendor is responsible to upgrade the circuit breakers in the panel. Q6. Does the bid Bond or ILC need to be fully in place, for the full 50% of the total contract value, for the duration of the contract including 5 year maintenance or only during Network Deployment + Warranty? A6. There is no bid bond; it is a performance bond and material labour bond. The performance bond will be required for the warranty period. Q7. Does section b iv. or c iv. only apply to a certified cheque being submitted or to any other kind of security? A7. Yes, certified cheque. Q8. In b. i. it says “[…]prior to the execution of the Contract […]” and in c. i. it says “[…]prior to the execution of the Agreement by the City […]”. Is there a difference? A8. NO Q9. Since both the Performance of the Contract and Labour and Material Payment Bond sections require an amount of Fifty (50%) Percent of the total contract price can this be covered by the same security? If not should we believe this suggests a 100% total security? A9. The agreement to bond should state “Performance Bond 50%” and a separate line “Labour and Material Payment Bond 50%” 2
