JOB DESCRIPTION Lompoc Unified School District STUDENT RECORDS/TESTING TECHNICIAN Purpose Statement The job of Student Records/Testing Technician was established for the purpose/s of supporting the District’s testing and records maintenance activities with specific responsibility for ensuring that schools follow established security procedures and policies regarding District and State required assessment; implementing and monitoring of test security practices; providing records management and archive support, resolving problems and/or determining appropriate action/s for resolution; and conducting data searches and maintaining records security. Essential Functions • Assists with training under the direction of the District Testing Coordinator for the purpose of ensuring that testing protocols and security are in compliance with mandated regulations. • Attends department, in-service meetings, workshops, training and/or seminars as assigned for the purpose of conveying and/or gathering information required to perform job functions. • Checks status of students’ debts and collects monies owed/due to the school or District before releasing transcripts or any information contained in their school records for the purpose of ensuring payment received. • Coordinates the organization, scheduling and ordering of the test booklets, materials, answer documents and administration (e.g. STAR, CAHSEE, CELDT, etc.) for the purpose of delivering testing services in compliance with established guidelines. • Maintains District student records (e.g. LaserFiche scanned records, microfilmed records, hardcopy archived records, record destruction, witness destruction of records, etc.) for the purpose of providing high school transcripts, up-to-date reference, availability of information, and ensuring confidentiality. • Monitors record retention requirements for the purpose of ensuring compliance with established legal and/or administrative requirements regarding student records and permanent record keeping of students’ CAHSEE testing results. • Prepares written materials (e.g. instructions for transferring student records, testing processes and requirements, memos, etc.) for the purpose of documenting activities, providing written reference, and/or requesting information. • Processes documents and materials (e.g. testing forms, permanent record cards, cum files, requests for transcripts, Cal Grants GPA (grade point average) verifications, Social Security forms, immunization documents, enrollment history, military forms, IRS and immigration letters, etc.) for the purpose of disseminating information to appropriate parties and maintaining strict confidentiality. • Responds to inquiries on testing and/or student records from a variety of internal and external parties (e.g. staff, parents, students, public agencies, military personnel, etc.) for the purpose of resolving problems, providing information and/or referring to appropriate personnel. • Supervises the checking and counting of documentation for state testing for the purpose of ensuring security of materials. • Supervises the ordering of correct testing booklets, the checking and counting of documentation for state testing for the purpose of ensuring security of materials. • Supports school site personnel for the purpose of providing materials and/or information regarding assessment testing and student records maintenance. • Troubleshoots site testing problems for the purpose of resolving issues and/or escalating for resolution. • Troubleshoots site testing problems for the purpose of resolving issues and/or escalating for resolution. Job Description: Student Records/Testing Technician Printed: 11/1/2010 Page 1 • Verifies information contained in student records is complete, correct and total credits earned are included on transcripts, researches all data bases for (e.g. enrollment dates, educational history, verification of credits and GPA) for the purpose of ensuring transcripts are correct. • Works as contact between school sites, testing companies, and CDE to resolve problems, (e.g. answers questions, establish guidelines, etc.) for the purpose of following and ensuring correct handling of all test administrations. Other Functions • Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit. Job Requirements: Minimum Qualifications Skills, Knowledge and Abilities SKILLS are required to perform multiple tasks with a potential need to upgrade skills in order to meet changing job conditions. Specific skill-based competencies required to satisfactorily perform the functions of the job include: operating standard office equipment including utilizing office application software; customer service; operating data archiving software and equipment; maintaining detailed records. Working Environment The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity. Generally the job requires 80% sitting, 10% walking, and 10% standing. This job is performed in a generally clean and healthy environment. Experience Job related experience is required. Education High School diploma or equivalent. Equivalency Any combination equivalent to: graduation from high school and three years increasingly responsible secretarial experience maintaining detailed records and communicating with the public.
