Executive Summary A 50 MW peaking gas turbine generator is being installed near Glendive, MT on the same site of the existing Glendive #1 peaking gas turbine generator. The Visual Overview on page 3 and Glendive Turbine Jct Sub Switching Diagram on page 4, identify the site of installation, configuration, and service territory of Montana-Dakota Utilities Co. (MDU), all of which reside within the ND exporting interface (NDEX). The primary purpose of the Glendive #2 peaking gas turbine generator is to meet summer peak demand obligations for MDU network service customers. A phase 1 system impact study separate from this interconnection evaluation study has demonstrated no significant thermal or steady state voltage impacts to the system with current system loads and approved transactions. Similarly, this interconnection evaluation study demonstrates there are no significant system impacts to local stability, given the implementation of generator tripping for all but fast clearing line-to-ground faults on the Glendive CT – Dawson 115 kV line. Till such time line protection is installed to discriminate adequately between single-phase and multi-phase faults, both Glendive generators will be issued an unqualified trip for loss of the Glendive CT – Dawson 115 kV line. The Glendive CT – Dawson 115 kV line is less than 8 miles in length, so exposure to generator tripping is not significant even with the existing protection. With the addition of the Glendive #2 generator, there are no impacts (actually a slight improvement) to regional stability for the worst system intact ND disturbance. For incremental impact of scheduling 50 MW from Glendive #2 to MDU load, see Groton & Wahpeton Voltage Sensitivity for CU Bipolar Block with Plant Trip – Full Scale and Expanded Scale on pages 139 and 140 respectively. MDU personnel have evaluated short circuit duty of equipment in the vicinity of the Glendive #2 generator installation, and all existing equipment was found adequate. A preexisting condition for Ft. Peck instability was discovered for a close-in 3-phase fault on the Glendive CT – Dawson 115 kV line; given the modeling assumptions for 2nd zone protective relaying at Dawson. The installation of Glendive #2 generator does not exacerbate this preexisting condition or increase the probability that such an event would occur. Investigation is under way to see if existing system protection adequately covers this condition or if additional remedies such as pilot relaying will have to be implemented. Until such time this condition has been evaluated and/or remedied, the exposure for this event is limited to a 3-phase (perhaps also phase-to-phase) fault within 2 or 3 miles of the Glendive CT sub on the Dawson 115 kV line. The minimal exposure is accentuated by the fact that this event has not occurred in all the years of the existing system configuration. Appendices 6.1 Powerflow Base Case Information 6.1.1 Powerflow Base Case Summary and Their Application to Dynamic Analysis Three 2002 summer off-peak NMORWG-compliant powerflow cases (see highlighted/underlined cases prefixed in the table below) were utilized in this interconnection study, all of which were derived from the companion system impact study for MISO Transmission Service Requests #75008893 & #75176496 (MISO Ref. A045 SIS). For purposes of local stability analysis, the “gaa” and “gae” cases were utilized in dynamic simulations of preexisting conditions for the Glendive 1 generator being off line and on line respectively. The “gag” case was utilized in dynamic simulations of the Glendive 2 generator being on line with the existing Glendive 1 generator. For purposes of transient voltage sensitivity analysis to the ND exporting interface, comparisons or transient voltage at Groton and Wahpeton were provide for the Glendive 2 generator being off line in the “gaa” case and on line in the “gae” case. All three of these cases had the Miles City DC scheduled at 150 MW W-E, the Rapid City DC at 200 MW E-W, and the Boundary Dam – Tioga phase shifter scheduled 165 MW N-S. Peck generation, the following PSSE exam is provided for reference of predisturbance loading of Ft. Peck generators 3, 4, and 5 which were generating 42.0, 45.0, and 45.0 MW respectively. Since (1) positive sequence data is inherently updated with powerflow topology changes, and (2) zero sequence data is insensitive to Glendive generator status while the generator step-up transformers (grounded wye on 115 kV) remain in service for generator breaker tripping; the overall results for L-G fault calculations are not substantially compromised by the uncorrected negative sequence impedance for a Glendive generator status change. Although the modeling compromise is small when one or more of the generators are off line, the simulated deviation from actual conditions errors on the safe side. 3-P faults are not compromised at all. 6.6.2 Influence of Zone 1 Reach To preclude optimistic deterministic results for impedances associated with end-of-line faults, the fault impedances for open-ended lines were assumed to be at 70% of the line length during intermediate clearing.
