K2BSAhasbeeninoperationattheJamboreesince1977.Overthattimeithasprovidedamateur radiodemonstrationstothousandsofScouts,providedtrainingthathelpedScoutsearn hundredsofRadioMeritBadges,andalongthewayintroducedthefun,technology,andmagicof amateurradio. The2017JamboreeoperationattheSummitBechtelScoutReserveinWestVirginiawilltake advantageoflessonslearnedduringthe2013Jamboree,thethreeVHF/UHFrepeatersinstalled byIcomAmerica,aswellasotherexistinginfrastructurefrom2013. DemonstrationStation ProvideamateurradiodemonstrationsthatenergizeScoutsincommunicatingwithothers throughoutthecountryandaroundtheworld.Usecommunicationmodesthatresonatewith ScoutssuchasPSKdigitalmodesthatmimictheirfavoritemodeofcommunication—texting. • Providesimple,intuitiveamateurradiotransceiversthatScoutscandirectlyoperatewith minimalguidance—setupswheretheywillsay“Icandothisathome!” • Standardizethedemonstrationstopresentconceptsanddemonstrateoperation. • Optimizeoperationalflexibilitybystandardizingaroundthesamesetupforeverystation. • Providetwofullycapablestationswithdirectionalantennatobeusedinoffering Jamboreeamateurradiocontactstostationsaroundtheworldtosatisfythatdemandand toset-up/stageotherstationstocommunicatewiththedemonstrationstations. RadioMeritBadge FacilitateearningtheRadioMeritBadgeviaonsitetrainingandtesting,providingScoutswitha visiblegoaltoachievethatnotonlyintroducesamateurradiobutprovidesthemameritbadge. Dothiswithinarelativelylow-impacttimecommitmentofnomorethanfourhours. • Highlyinteractiveandengagingclassroompresentationssandwichedaroundon-the-air activitiesatthenearbydemonstrationstation.Example,timeinclasstofocuson requirementsthatdirectlysupportradiooperation,followedbytimeinthestation applyingthoseskills,endingwiththeremainingtimeinclassworkingtocompleteallthe meritbadgerequirements. • TrainingsessionsthatstarteveryhouronthehourtominimizedelayfortheScoutsthat walkupwithageneralinterestinamateurradioandcancommittospendingthenext fourhoursearningtheRadioMeritBadge. DemonstrationStation The2017JamboreeK2BSAdemonstrationstationhasaprimaryfocusonintroducingthe fundamentalsofamateurradiotothehighestnumberofScoutspossibleconsistentwiththegoal ofprovidingaqualityexperiencewithintheoveralloperationoftheJamboree. Ourgoalsareambitious–introduceamateurradioto10%oftheScoutsattheNationalScout Jamboree.Thatisexpectedtobe3,000+youthoverthecourseofroughlyeightdays. Ourthoughtisthatthemagicofamateurradioisreachingoutandcommunicatingoverboth shortandlongdistancesviaradio.Further,thatcommunicationisoptimallyviavoiceanddigital modes,withthelatterinharmonywithhowsomanyofourScoutscommunicatewitheachother, viatextmessaging. Giventhispremise,alongwiththefocusonhands-ondemonstrationsto3,000ormore,ourplan istodeliveraconsistent,high-quality,demonstrationwiththosetwomodesatthecoreofthe experience. ApproachforYouth/Jamboreeparticipants Makehamradiofun,usinganumberofmethodsofdemonstrationandlearning,andprovide itinacontextthatisrelevanttotheyouth,whilemaintainingtheheritageandhistorythat madehamradiowhatitistoday. VHF/UHF/D-STAR • Thisstationismostlyforrepeateroperation.MostQSOswillbewithotherstaffor Jamboreeparticipants,orviaEcholinkorD-STARoutsidetheJamboree. • Thesestationswillbeutilizedduringthenightlynetsandduringothertimesasneededby K2BSAstaffifrequestedbyJamboreemanagement.Adjustthedemonstrationsaccording totheshiftsupervisor. SatelliteOperation • WhenISSorothersatellitewindowspresentthemselves,theVHF/UHFcapablestations willberequestedtoceasenormalHFdemonstrationssotheycanaccommodatethese passes. • Thesetimesarewellknownandwillbeposted.Iftherearequestions,seetheshift supervisor. • TheISSContactwillbeascheduledeventwithpublicaddressaudioprovidedsothe maximumnumberofpeoplecanhear. • Aformofselectionprocess(drawing,etc.,tobedetermined)willbeusedforthoseScouts whowillbeabletoparticipateinthesecontacts. • Adiscussionpriortoandafterthewindowwillbeofferedtoexplainhowthesecontacts workandhowtheyaredifferentthentheonesconductedinsidethevenue(doppler-effect, apogee/perigee,passprediction,whytheantennamovestheentiretimeofthecontact, etc.). DraftRules AsinIARUrulesfivetransmitterswillbeused.Theywillbepositionednocloserthan400meters apart,nonenearerthestartthanabout750meters.Teamswillbeencouragedtofindatleast2 transmitters(controls).Findingmorewillbeattheiroptionandavailabletime.Theteamname, timeout,andtimereturningwillberecorded.Timeonthecoursewillbelimitedto60minutes perteam. Aprominentorangeandwhiteprism(orienteeringflag)islocatedclosetoeachtransmitterfor visualidentification.Thisiswheretheregistrationdevice(controlpunch)islocated.Ahoming foxatthefinishlinetransmitscontinuouslyonaseparatefrequencytoaidcompetitorswho mightgetlost. Transmitterswilltransmitonceevery5minutesautomaticallytransmittingoneafteranother (neveratthesametime)onthesamefrequencyforexactlyoneminuteeach. Equipment TheK2BSAteamhasdeterminedthat80meterreceiversandbeacontransmittersofferthebest approachfortheJamboree.Thereceiverswillusealoopantenna.Thetransmitterswillusea wireantennastunginanearbytree.Theuseof80meterscomplieswithIARUprotocol,which includesboth80metersand2metersintheircompetitions.Theuseof80meterswillalso eliminatereflectionsoftransmittedsignalsthatoftenoccuron2metersand,thereby,simplify thehunt.ItwillalsoofferwhatshouldbeauniqueexperienceforthoseScoutswhohave previouslyexperienceda2meterfoxhunt. GeneralThoughts Foxhuntingisamapandcompassexerciseaswellasatestofdirection-findingskill.Successful hunterspaycarefulattentiontotheirownlocationandthebearingstoallfoxesatalltimes.They knowthatiftheymissafoxbearing,theymustwaitfourminutestohearthatfoxagain.Theyalso eyetheirwatches,sinceexceedingthetimelimit(60minutes)meansdisqualification.Inother words,itisbettertoreturnunderthelimitwithonlyonefoxfoundthantofindallfivebuttake oneminuteoverthelimit.Attheendofeachdaytheteamswillbelistedinorderoftimetaken andnumberoftransmittersfound. 10 K2BSA Jamboree Operations Plan, Version 1, March 2016 Trainingbeforeheadingouttothecoursewillbetoteachtheuseoftheradioincludinghowto changethememorychannel.Thisissotheycanchangetothehomebeaconifnecessary. MorseCodeInterpreterStrip TheInternationalExhibitwillbecertifyinglanguageinterpreterstripskilllevelsacrossseveral differentlanguagesthroughouttheJamboree.K2BSAwillbeprovidingtestingandskill certificationfortheMorseCodeInterpreterStrip.Wewilldesignateseveralstaffmembersto supportthiseffortandhavetheregistrarhandlethenecessarypaperworkalongwithassistance totheapplicantastheyarrive. InternationalSpaceStation WehopetohaveascheduledcontactwiththeInternationalSpaceStationviatheARISSprogram. OurapplicationwillbesubmittedintheFall2016withexpectedapprovalinearly2017. TenScoutswillbeselectedattheJamboreeforthecontact.Theywillusealistofpreselected questions.Afullpublicaddresssystemwillbeneededtosupportthiseffort.Aspecialantenna trailerisbeingprovidedcourtesyofstaffmemberPaulTrotter,AA4ZZ,totrackthestation overheadduringtheninetotenminutecontact. WV8BSAVHF-UHFRepeaters Priortothe2013NationalScoutJamboree,IcomAmericainstalledthreerepeatersystemsthat remaininplacetosupportSummitoperationsyear-roundaswellassupportingthelocal community.Therepeatersareco-locatedwiththecommercialtwo-waysystemandacellphone systemattheRockBorrowsiteonTheSummitproperty. TherepeatershaveanInternetconnectionforcontrolpurposesandtofacilitateEchoLinkandDStarcommunicationaroundtheworld.ThiswillallowScoutsandamateurradiooperators anywhereintheworldtologontotherepeaterviatheInternetandcommunicatewithScoutsat theJamboree.ItwillalsoallowamateurradiooperatorsattheJamboreetocommunicateviathe repeatertotheirhomerepeaters. Tofurtherfacilitateon-goingoperationoftherepeatersystemsaftertheJamboree,theSummit RepeaterAssociationhasbeenformedbylocalamateurradiooperators.Thisassociationhas furthersecuredtheclubcallsignofWV8BSAfortherepeaters.Thisisaverynicetouchforthis permanentinstallationontheSummit. Facilities Toaccomplishthegoalsandactivitieslistedabove,theK2BSAlocationwillrequireone40’x20’ andthree20’x20’tentsalongwithsubstantialtraffic-freeareasforantennas.Inaddition,a nearby,dedicated,ARDF–Foxhuntingcoursewillberequired.Atthe2013Jamboreethenearby SummitCenterwasused. Thetentswillrequirewalls,stableflooring(ideallyplywoodsecuredonplankingorsomeother methodtogetthefloorsabovegroundlevel),waterproofwiring,Internetconnections,grounding systems(electricalandRF),andcomputernetworking. Adiagramofthesitelayoutisshownintheappendices.Thelargetentwillbeusedforthe demonstrationstation.TwoofthesmallertentswillbeusedforRadioMeritBadgetraining.The othersmalltentwillbeusedforFoxhuntstagingandtraining,technicalsupportandasastaff meetingandrestarea.
