Task #1 Review the Jamboree design and construction budget for the parking structure only to provide an independent opinion of cost. Task #2 Provide a comprehensive total budget to design and construction the Jamboree parking structure solution using a Design-Build delivery method administered by the City of Brea. TASK #1 REPORT Jamboree Budget Analysis Griffin Structures, Inc. with the assistance of Bomel Construction reviewed the plans and budget prepared by Jamboree. The following summary represents our review and conclusions of the Jamboree Budget: • • • • • • Proposed parking structure is a 6-Level, 615 stall, parking structure with (2) levels of subterranean and (4) levels above grade. Delivery method is Design-Build It is assumed that prevailing wages are included the budget Total budget is $14,477,767 as estimated by Jamboree Cost per square foot is $62/GSF as estimated by Jamboree Cost per stall is $23,541/stall as estimated by Jamboree Griffin Structures and Bomel Construction produced an independent estimate based on the same Jamboree design, assumptions, qualifications, quantities, and units and the following are the results of this independent estimate: • • • • • Jamboree estimate is $14,477,767 Bomel estimate is $15,573,697 Cost per square foot is $66/GSF Cost per stall is $25,323/stall Variance is $1,095,930 or 7.5% higher Note: See Appendix A for detailed cost estimate comparison 2|Page Project Schedule The Jamboree estimate did not indicate an overall timeline to design and construct only the parking structure. Griffin is estimating the following overall timeline to design and construct only the parking structure as the first phase of the Jamboree mixed use project. The primary challenge is the need to have multiple design firms (parking structure, commercial, residential) providing preliminary but also reliable and complete engineering to accommodate the future commercial and residential components that would traditionally be designed by a separate A/E team. A mixed use project that is designed and constructed in phases is traditionally planned and fully designed (design-bid-build) by a single prime consultant knowing that multiple factors need to be considered for full coordination amongst the various architectural and engineering disciplines. It is not typical to carve out only a parking structure of a mixed use phased project and deliver using a public sector design-build delivery with only having the parking structure developed into bridging documents. This will be important to acknowledge as this approach can affect project budget and the overall schedule timeline.
