Parking and Transportation Services (PTS) is a self-supporting
department of the University of Minnesota within Auxiliary Services.
The department is responsible for the administration, operation and
maintenance of all parking facilities, transit, fleet, streets, bike and
pedestrian pathways on the Minneapolis and St. Paul campuses.

Speed up your travels by getting around on a bike. Be sure to know
about campus rules and amenities for bikers.

Racks – 9,000 bike racks are near buildings on campus. Don’t lock

University Regulations

Always lock your bike. U-locks provide the best protection
For maximum protection, use both a cable and U-lock
Write down the bike’s serial number in case of theft
Bike Center
Located at the corner of Oak and Delaware Streets, the bike center
offers a space to gather and take advantage of resources like:

n Showers (available to members)
n Bicycle repair (fee based on service)
n Retail outlet
n Classes, such as smart cycling and bike maintenance

ZAP! Me
ZAP! is a bike commuter incentive program where
you can earn prizes for riding a bike. Participants
sign up and get their bike tagged at the Bike Center
with an RFID (radio frequency identification) tag. The
ZAP! equipment records trips automatically using the RFID tag.
No Bike? No Problem! Try Out Nice Ride (Bike-Sharing)
Use bicycles from public kiosks and return them to any Nice Ride location.
There are multiple on-campus locations and more througout Minneapolis
and St. Paul (more than 175 kiosks in total). For more information about

Mopeds are prohibited from traveling
on sidewalks, except when necessary
for direct access to a roadway from a driveway, alley or
building (in those instances, they must be walked, not driven)
Mopeds cannot operate in designated bicycle lanes (mopeds
are not allowed on the Washington Avenue Bridge pedestrian
level, unless walked across)
Mopeds cannot ride in any area that is restricted to emergency
vehicles and buses only

Motorcycle Parking Contracts
These contracts are valid from April to November. Individuals can
purchase seasonal motorcycle contracts at the customer service
desk in the PTS office at 300 Transportation & Safety Building.
This contract allows parking at any motorcycle contract area
on a first-come, first-served basis:

campus). Motorcycle stickers are issued as requested on an
annual basis. Contract holders in keycard facilities must use their
keycard to park as usual.

Pre-registered participants can be reimbursed

METRO Blue Line
The METRO Blue Line runs from downtown Minneapolis to the
Minneapolis/St. Paul International Airport and Mall of America.
Northstar Commuter Rail
The Northstar Line offers fast, reliable commuter service between
Big Lake and downtown Minneapolis, with stations in Elk River,
Ramsey, Anoka, Coon Rapids and Fridley. Fares vary by station.
The train makes six trips to and from downtown on weekdays.
On weekends, it makes three trips each way. Find fare and

U-Passes and Metropasses cover a portion of the Northstar fare;
the remaining fare must be paid using stored value, which can be
added to passes online.

PUBLIC PARKING
Most facilities are fully automated and do not have attendants
on duty. Cash is accepted at all public facilities. Credit cards –
Mastercard, Visa, American Express and Discover – are also
accepted at all public parking facilities when special event rates
are not in effect. Motorcyclists are welcome to park in any public
facility and pay the posted rate.

Motorist Assistance Program
The Motorist Assistance Program (MAP) is available for any paying
PTS customer who is legally parked (University meters, surface
lots, ramps, garages, loading zones, official vehicle stalls and
vendor stalls). If driving a University vehicle, call Fleet Services at
612-625-3033 between 7 a.m. – 4:30 p.m.
MAP can:

n jump-start battery in vehicles
n add air to flat tires
n provide referrals upon request
MAP is available on the Twin Cities campus from 7 a.m. to 10 p.m.,
Monday-Friday. Call 612-626-PARK to request assistance.

Car-Sharing
Take advantage of on-campus car-sharing. Use it for meetings, to
run errands or to transport bulky items. University students, staff
and faculty – over age 18 – can join. Rates are by the hour or day
and include gas and insurance. Cars are conveniently located
at the Washington Avenue Ramp, Lot C43 and Lot C75 on East
Bank; 21st Avenue Ramp on West Bank; Lot SC101 in St. Paul; and
the Printing Services Building in the Como/29th area. Learn more

Parking Enforcement
The University of Minnesota Police Department enforces
parking policies 24 hours a day, 7 days a week. To question
a parking citation, please call the number listed on the ticket
or the University parking citation hotline at 612-626-4446.

STUDENT PARKING CONTRACTS
If you have a car on campus more than three days a week, you
should consider purchasing a parking contract.
Student Semester Parking Contract
24-hour student parking contracts are available each semester
through an online lottery at http://parklot.umn.edu.
FACULTY/STAFF PARKING
Contract parking is available to University faculty and staff who work
a minimum of 75 percent time. Individuals may add their name to one
contract parking waiting list online at http://www.umn.edu/pts.
Staff/Faculty Contract Benefits

Contract benefits include:

Guaranteed parking (facility may change on football Saturdays
or Sundays)
Easy payment through student accounts receivable (SAR)
Entering the lottery does not ensure a parking contract in a
requested facility. Parking contracts received through the lottery
are good for one semester only.
Graduate students may renew their fall semester contract for spring and

St. Paul State Fairgrounds Lot S108 contracts are always
available in fall and spring semesters. Those contracts allow
parking in the lot Monday through Friday (with specific
lot access arranged for evenings/weekends - see the PTS
Website for details).
East Bank surface lot contracts with a keycard are granted
additional access to East River Road Garage during evenings
and weekends (see PTS Website for more information).

Ramp, Oak Street Ramp, 21st Avenue Ramp or WBOB Ramp.
Occasional Use Contract purchases (credit card, cash or check) are
available on October 1 at the PTS office, 300 Transportation & Safety

value must be used before September 30.

Note: On football gamedays, commuter students with an East Bank parking

Eligible Graduate and Professional Student Association (GAPSA)
members can purchase a 22-use Limited Use Contract. These
contract holders have access to one assigned facility from 4 p.m.midnight, Monday-Friday, and all day Saturday and Sunday. Space is
limited and awarded on a first-come, first-served basis. Eligible GAPSA
members are notified each semester via e-mail from GAPSA. See PTS
or GAPSA website for details, locations and ordering instructions.

UNIVERSITY OF MINNESOTA MEDICAL CENTER EMPLOYEES
Contract parking for UMMC staff is available from the hospital
parking department. Call 612-273-7275 for further information.
Departmental Services
Prepaid and Departmental Coupons
Charge guest parking to your department by using a prepaid
coupon. One coupon is valid for parking for up to 4 hours. The
other coupon covers an individual’s parking for up to 24 hours.
Departments with high use can receive departmental coupons and
be billed monthly for actual time used.

Budget Charge Parking
With department authorization, University employees may charge
parking to an EFS number by using a special keycard. Budget
charge parking is based on public space availability. To request

DISABILITY SERVICES
Several programs exist to assist with access arrangements for
individuals.
Disability Parking
Most parking facilities have designated disability parking spaces
available at the posted rate. A state-issued disability permit or
license plate is required to use these spaces. Patrons with stateissued permits may park free at campus meters and at some
designated on-street locations for a maximum of three hours. The
three-hour time limit at on-street locations is not enforced after
4:30 p.m. on weekdays to allow for night class use. To apply for a
disability permit, call the State of Minnesota at 651-296-6911.
Paratransit Service
University Paratransit is a specialized curb-to-curb, on-campus
transportation service provided free of charge to persons with
short or long term physical disabilities. The service operates year
round, Monday – Friday, 7:30 a.m. – 9:30 p.m. (not on official
University holidays). The last ride available is 9:30 p.m. Rides can
be scheduled online at z.umn.edu/paratransit or by phone
at 612-624-8338. Rides may be scheduled up to two weeks in
advance.
Metro Mobility
Door-to-door service is available by reservation for certified
riders unable to use the regular fixed-route bus due to a disability
or health condition. Complete details including eligibility, cost
and an application form can be found on the Metropolitan
Council Website at http://www.metromobility.org or by
calling 651-602-1111 (TTY 651-221-9886).
Deeply discounted Metro Mobility fare tickets are available at
the PTS office to certified University students, faculty and staff.
Full price passes may also be purchased online at
https://store.metrotransit.org.
Riding the Bus
All campus shuttle buses and most Metro Transit buses are
lift-equipped. If you need extra help boarding a bus (even if you
are not in a wheelchair), feel free to ask the driver to use the lift.
Prior to boarding, position yourself on a sidewalk space that is
clear of snow and other barriers so that the lift can operate

FLEET SERVICES
Fleet Services is a division of Parking and Transportation Services
that administers vehicle rental, lease and purchases for
departments on all U of M campuses.
Vehicle Rental
Renting is the perfect solution for a department with a temporary
transportation need. Choose from cars, mini-vans, eight-passenger
vans, cargo vans, pickups and larger trucks.

Vehicle Leasing
From cars to garbage trucks, fleet has the right vehicle for your
needs. Lease terms vary, but the minimum period is one year.
Mileage rate charges include maintenance.
Full-Service Maintenance Shop
Preventive maintenance is critical to the lifespan and operation of
a vehicle, so fleet provides full service on all leased and rented
vehicles. On average, regular maintenance takes one to two hours.

n Biannual safety inspections
n Emergency roadside assistance (including after-hours and
out-of-state assistance)
n 24-hour fuel availability on both the Minneapolis and St. Paul
campuses (unleaded, diesel and E-85 fuels)
