Documentation - Initial Compile and Complete “Initial” Metering Package 180 Days Before Initial Synchronization. • • • • Metering Scheme Overview Metering One-line Diagram with Point of Receipt (POR) Metering System 3-line Diagram Site Location on a Map or Directions Page 1 Metering Documentation Metering Packet: • Metering Scheme Overview – Allows engineers to validate meter setup and site layout per the IFC drawings. • Site Location / Directions (Map) – List GPS coordinates, site address, driving directions, and map to each site Page 2 Metering Documentation Metering Packet: (Use IFC drawings instead) • Metering 1-Line Drawing with POR (See Direct Telemetry BPM Section 18 for required information to determine POR) – Used to determine loss compensation for meters • Metering Communication Drawing – Provides overview of the network topology – RIG Communication Block Diagram is acceptable • IFC Drawings with CAISO revenue meter location(s) will be the only acceptable drawings after DB59. Page 3 Meter Installation Installation of CAISO Revenue Metering: – Must be an CAISO Approved Meter and the Initial Metering package submittal must be approved. Approval shall come from the CAISO Meter Engineering. – Meter installation may be performed by a qualified electrical contractor or one of the approved turnkey metering companies listed on CAISO.com: http://www.caiso.com/Documents/CompaniesDoingTurnkeyIS OMeterInstallations.pdf Page 4 Revenue Metering Site Equipment: – Revenue Meter – Current Transformer – Voltage Transformer – Router – Communication Circuit Page 5 Revenue Metering – Roles & Responsibilities Who installs CAISO Revenue Meters? – CAISO Metering Inspector or a qualified electrical contractor may install the Revenue Meter socket and supporting equipment. – CAISO Metering Inspector must program, test, and document CAISO Metering Facilities. – Resource owners shall contract a Meter Services company to provide all aspects of CAISO metering test and maintenance. – CAISO Approved Meter Services companies found at: http://www.caiso.com/docs/2000/09/13/200009131136396933.pdf Page 6 Metering – Roles & Responsibilities Resource Owner will: – Own the CAISO Metering Facilities – Maintain the CAISO Metering Facilities – Ensure the accuracy of the meter data – Submit the original prints and CAISO Metering Certification Form to CAISO for review and approval – Contract a CAISO Authorized Inspector to verify Metering Facilities and submit Site Verification Forms to CAISO Page 7 Pre-Validation Test Meter(s) and perform Site Inspection by an CAISO Certified Inspector. The certification must be performed by a CAISO approved company from the following list: http://www.caiso.com/Documents/ApprovedISOMeterInspectionCo mpanies.pdf Page 8 Final Documentation Compile and Submit “Final” Metering Package • Includes all documentation required within the “Initial” Metering Package plus – – – – – – – • • CAISO Metering Verification Site Verification Forms Meter(s) Program(s) Meter Calculation Worksheet Metering Communications Drawing Compensation Calculation to POR Meter Service Agreement Schedules 1, 2, and 3 Must be completed and received by CAISO 30 days prior to initial synchronization to the grid Metering certificate shall be final or the meter will not be validated Page 9 Metering Documentation Metering Packet: • Metering Calculation Worksheet – Shows methodology for calculating loss compensation for meters • Compensation Calculation to POR Page 10 Metering Documentation • CAISO Metering Certification Form – Needed to configure MV90 for collection and processing of Revenue Quality Meter Data (RQMD) Page 11 New Site CAISO Metering Certification Form • Triggers the start of the process • Contains necessary setup information to interrogate and validate meter data • • • • Device ID Meter Type (Manufacture) Communication Information Multipliers Page 12 Certification Form – 12 Key Fields 1 3 2 5 4 6 7 8 9 10 11 12 *Missing or inaccurate information will create incorrect values and/or processing delays in settlements Page 13 Certification Form: Resource & Meter 1 2 1. Effective Date – MDAS works with Model & Contacts Group to establish when the unit officially “Sync” to the Grid (Start Date) 2. CAISO Device ID – Unique 7 Digit Number issued by Meter Engineering BEFORE programming and/or installation Page 14 Certification Form: Facility & Market 3 4 3. Site name and Address – Name of Facility and Physical Address 4. CAISO Resource ID – Market Resource assigned by CAISO Page 15 Certification Form: Billing (Load) 5 5. Load/Standby Provider – Company that bills for load, or provides standby power – If blank, CAISO will submit load to Settlements on behalf of ISOME Page 16 Certification Form: Facility 6 6. Point of Delivery MW – This is now known as the Point of Receipt (POR) in the Metering BPM – Metering uses this information to set high limits in MV90 to prevent erroneous data being sent to settlements Page 17 Certification Form: Communication 7 7.
