Scope of Work
The Consultant’s duties will include, but not be limited to, the following:

Providing all necessary legal support in overall scope of work to the Project Coordination
Unit, e.g. all Project Components,
Ensuring all the project activities are in compliance with World Bank Procedures, as well
as Serbian current legislation,
Support to public procurement procedures;
Support to fiduciary activities;
Ensuring all the administrative procedures are followed;
Contracts drafting and contractual obligations follow up;
Manual for grant's awarding elaboration and grants implementation follow up;
Participation in drafting procedure of all the legislation necessary for the sustainability of
the project results;
Analyzing health legislation and other relevant legislation that could influence on the
implementation of the project;
Conducting the necessary procedures for adoption of all relevant legal documents,
ensuring the appropriate project activities implementation;
Discussing project matrices with the project team and establishing necessary legal ground
required for smooth implementation;
Elaborating legal acts for the Governments procedure, in case of amending the Loan
Agreement, restructuring the project etc.;
Assisting the preparation of the proper procurement strategy of the Components ensuring
that the relevant WB guidelines are met; and the procurement is optimized to the
requirements of the domestic health care institutions;
Providing consultancy to evaluation committees regarding legal issues
Ensure preparation of comprehensive evaluation reports according to World Bank
standard
Assisting the issuance of invitations, evaluation of proposals and award of contracts in
accordance with the approved procurement strategy;
Perform any other appropriate tasks determined by PCU Coordinator and/or officials of
the Ministry of Health.
Qualifications and requirements
The Consultant should meet the following requirements:
• University degree in law;
• Minimum of four (4) years of working experience in related field;
• Excellent knowledge of legal framework and public administration structure and
procedures;
• Thorough knowledge of health care/system legislation;

Previous experience in implementation of the World Bank funded projects and other
internationally financed health related projects in Serbia is strongly preferred;
Fluency in spoken and written English;
Good analytical and writing skills;
Computer literate (Microsoft Office);
Ability to work in team;
Ability to work under pressure and within short timelines
