SMS Initiative Engagement Model The following engagement model diagram shows at a conceptual level how we plan to involve the key stakeholder groups within the initiative. Context: We want to facilitate input into the SMS initiative from as wide a range of people as possible and partner with the sector to identify preferred solutions. So, as the initiative moves forward, we need to ensure there is strong engagement between the project team, sector representatives who have registered an interest, the working groups that will be formed to focus on particular topics, and the wider sector. We have developed a proposed engagement model, which may change as things progress. It is illustrated on the next page. It proposes continuous feedback loops between key stakeholder groups. The diagram of the proposed model does not show all stakeholder groups; it only covers the Compulsory Schooling sector, the Ministry project team and project governance group. The SMS initiative is part of the Ministry’s Digital Era Learning Teaching and Assessment (DELTA) Programme, which champions connected lifelong learning. The DELTA Programme Board will be the governance group for the SMS initiative and will be a mixture of internal and external stakeholder representatives. Engagement with other stakeholders, such as Ministry divisions or business units, will be covered separately in a stakeholder management plan. The project team has the responsibility of producing the Initiatives artefacts to the required standard. Working Group – This group is made up of stakeholders who have registered an interest, SMS vendors, Subject Matter Experts (‘SME’s’) and the Project Team. Many working groups are likely to be formed focusing on specific topics eg: Application/Data/ Technology/Business. They may be formed by asking for expressions of interest or a mix of people who have expressed interest and appointed members with particular expertise. Sector Collaborative Group – These are the stakeholders that have registered and interest and asked to be informed about the ongoing progress on this initiative. Wider Sector Engagement – We need to reach a wide range of people in the sector, whether they have registered an interest or not. We will communicate to this group through the Ministry’s website(s), publications, by email to sector organisations and we will ask stakeholders who have registered an interest to help us get the word out to their colleagues. The intention is to put published materials out for formal consultation and invite a response within 20 days. Governance Group – This group governs and provides guidance and advice.
