PRICES TOWARDS SUPPLY OF DIFFERENT SPV SYSTEMS
TERMS & CONDITIONS - 2016
01.
ELIGIBLE PARTICIPANT COMPANIES/FIRMS/CONCERNS:
TNREDCl Registered SPV Systems suppliers during 2015-16 BEARING Regn. Sl. No. TS
SPV 001 to TS SPV 151 listed and displayed in the website (tnredcl.telangana.gov.in) as on
30.09.2015 - Manufacturers/Specific Dealers/System Integrators who are having/ in
possession of their Products Test Reports/Certificate dated on or after 01st APRIL, 2015
issued by MNRE or Authorised MNRE Testing Centre OR Accredited Test Centers for MNRE Off
Grid Programme are only eligible to participate in the Tenders. The self attested copies of
Product test reports are to be appended.
The Tender participant proponent must and should have the minimum cumulative
turn over AS ON 31.12.2015 from the FY 2012-13 to 2015-16 (Till end of December,
2015) as follows:
For Participation in Solar Lanterns
- Rs.1 Crore
For Participation in Solar Street Lights
- Rs. 3 Crores
The Certificate /Statement of Turn Over with counter signature of their Auditor/Chartered
Accountant with seal. duly signed by the Competent Authority/Authorised Signatory – Managing
Director/Executive Director/ Director/Chief Executive Officer/Managing Partner/Proprietor is to
be enclosed along with the Financial Quotation/Bid.
The Participant Supplier would have supplied cumulatively minimum Physically 2000
Nos. of Solar Lanterns during 2013-14 to 2014-15/2015-16 till end of December, 2015
either in Telangana State Districts (10 Districts) or in Andhra Pradesh State (13 Districts).
In respect of Solar Street Lights might/would have installed cumulatively 300
Nos. to 500 Nos. during 2013-14, 2014-15 and 2015-16 till end of December, 2015 either
through NREDCAP/TNREDCL or directly for which evidence details self attested statement is
to be appended/enclosed .
02.Rates quoted should be inclusive of all taxes & transportation anywhere in Telengna State..
03.
Rates quoted/Finalised Rates should be valid up to 30.06.2017 or Any other date
being decided and finalized by TNREDCL.
04. The filled financial bid in the prescribed format together with all enclosures signed on each
and every page with seal should be submitted in sealed covers separately individually for
each SPV System/schedule by properly super scribing as “Sealed Financial
Quotation/Bid for supply of LED based Solar Lantern to O/o TNREDCL,District office
stationed anywhere in Telangana State/Supply & Installation of 9W LED based Solar
Street anywhere in TS, Supply & installation 18 W LED Solar Street Lighting System
/ 24 W LED with 4 Arm LED Solar Street Lighting System anywhere in T.S. It should
reach the office of the Vice – Chairman & Managing Director, TNREDCL, Nampally,
Hyderabad on or before 06.02.2016 by 2.00 PM. Received after stipulated time and date
shall be summarily rejected.

05. The enthusiastic Regd. SPV System Participant supplier has to remit EMD as follows with
consent to divert/adjust as part Security Deposit in case of their selection/approval or
has to submit/provide EMD Exemption Valid evidence self attested document to be
provided:
Rs. 15,000/- for participation for LED based Solar Lamp,
Rs.25,000/- for 9W LED Solar Street Light
Rs.25,000/- for 18 W LED Solar Street Light and
Rs.50,000/- for 24 W X 4 Arm LED Solar Street Light.
06. The selected suppliers companies/firms/concerns for Supply of LED based Solar
Lamps has to demonstrate their products on 08.02.2016 from 11.00 AM to 3.00 PM.
07. The selected/approved suppliers for SPV Systems such as Solar Lantern and Solar Street
Lights has to remit Rs.50,000/- each as Security Deposit for Solar Lantern and Rs.1,00,000/- as
Security Deposit for Solar Street Lights with in 15 days from the date of intimation letter issued
by TNREDC Ltd.,to concerned supplier and Concerned supplier item/SPV system wise should
execute an agreement on stamp paper of Rs. 100/- in the form prescribed within 15 DAYS from
the date of intimation.
08.
Products ordered should be delivered/installed as per the terms of purchase orders
being issued from time to time from February/March, 2016 on wards. If the suppliers are not
made within the stipulated time of P.O., penalty at the rate of 1% per week on the cost of the
items supplied after due date will be imposed subject to maximum of 5%. For valid reasons, if
the manufacturer/supplier is not able to supply the material within the time prescribed, the VC
& Managing Director on receipt of representation from the Company/Firm prior to the due date,
may grant extension of time and also may consider for waival of penality. However no valid
reasons shall be accepted beyond two (02) months period. The minimum period to effect
supplies shall be a one week and maximum period 40 days to effect supplies for being served
individual Pos from February/March, 2016 to 30.06.2017 or any other date being finalized by
VC&MD, TNREDC Ltd.,
09.
The transit breakage’s, if occurs, are at manufacture’s/suppliers risk.
10.Payment to the extent of 90% of Invoice amount will be released on receipt funds from
concerned and on receipt of certified bill from the TNREDC Ltd.,District Officers and other
connected documents as communicated with the Purchase Order being served and balance
10% after completion of 05 years Warranty Period for the System or against Bank Guarantee
after completion of minimum period of 02 years from the date of completion of installations for
Solar Street Lights and for Solar Lanterns after completion of minimum period of 01 year from
the date of delivery to Concerned TNREDC Ltd., Office.

Payment Clause in respect of Solar Street Lights : Consequent to Completion of
Installations, Payment to the extent of 90% of Invoice amount will be released on receipt
funds from concerned and on receipt of certified bills with other connected documents like
Installation Cum Performance Certificate, User manual Book with Warranty Card in the
prescribed format, Free Spare parts Acknowledgement, Site/location wise installed systems
Photographs (by mentioning clearly the Location Particulars, Date/Month & year on the over
leaf of Photos) in duplicate (One set to provide to O/o TNREDCL, Dist. Office Concerned and
01 set to TNREDCL - HO-Hyderabad with certified bills as communicated with the Purchase
Order being served and balance 10% after completion of 05 years Warranty Period for the
System or against Bank Guarantee after completion of minimum period of 02 years from the
date of completion of installations on receipt of performance report either from User
Organisation or from O/o EE/DM, TNREDCL, Concerned.
11. The Warranty period for the SPV System – Solar Lanterns – SMF Battery – 02 Years and
PV Module – 20 Years from the date of supply/delivery to TNREDC Ltd., District concerned and
Warranty for Solar Street Lighting Systems (inclusive of Battery) should be 05 years and for PV
Module – 25 Years from the date of completion of installation.
12. Any material found defective and not according to the specifications mentioned in the P.O.,
TNREDC Ltd., has right to reject and manufacturer/supplier should replace such items at their
cost.
13.
The selected Suppliers of Solar Lamps, Solar Street Lighting Systems should have to
make local arrangements to ensure prompt post sale service centers as many as possible and to
arrange responsible persons at Hyderabad to co-ordinate the aspects of ensuring timely supply
& installation & prompt post service in the entire AP State and in the entire Telengana State.
14. The selected suppliers should supply minimum Spares to O/o TNREDC Ltd., District Offices
as detailed below along with ordered system at free of Cost:

15. In case of any dispute, the decision of the VC & Managing Director, TNREDC Ltd.,
Hyderabad shall be final and binding. All the legal disputes relating to the contract shall be
subject to the jurisdiction of the judicial courts at Hyderabad. The TNREDC Ltd., reserves the
right to accept or reject any or all offers without assigning any reasons.
16. In case of failure by the manufacturers/suppliers in executing the purchase orders placed or
fails in after sales service as per guarantee clause or any other contravention of any clause of
the agreement, TNREDC Ltd., has the right to forfeit the security deposit and also terminate the
agreement.
17.The Manufacturer/supplier should offer Comprehensive Maintenance Contract (CMC) for a
period of 8 years (including warranty period) for all SPV systems to be supplied against the
Purchase Orders placed from time to time for an additional amount on account of the CMC shall
be shown separately in their financial bid. The scope of CMC must cover supply of
spares/parts and services during its tenure and CMC shall be released only after ascertaining
the satisfactory in four installments on submission of performance status through concerned
Ben/user Orgn. and DM, NREDCAP/TGNREDC concerned :
After Completion of 06 years – 25%, After completion of 07 years – 25% and after
completion of 08 years 50% of stated CMC Charges
18.
L1 Price for SPV systems shall be decided excluding the quoted amount for CMC.
19. The Comprehensive Maintenance Charges will be finalized by taking into account the
average of Quoted CMC by L1, L2, L3 and L4 in the received financial bids and the same will be
applied to L1 and other selected suppliers.
20. In order to ensure quality, timely supplies, to have option to users/beneficiaries, the O/o
VC&MD, TNREDCAP, Hyderabad may select /approve any no. of suppliers for each item on
concurrence of participant qualified suppliers for effecting supplies at L1 Price/TNREDC Ltd.,
Finalised Price and finalized CMC.

21. The O/o VC & MD, TNREDC Ltd., has got right in selection of suppliers for all SPV Systems
and as far as possible selection of suppliers for SPV Systems like Solar Lanterns, Solar Street
Lights and Solar Home Lights priority/preference will be given to local suppliers to ensue local
statutory provisions, quick supplies and prompt post service.
22. The VC&MD may relax any of the conditions mentioned for any valid reasons.
23. The decision of Vice-Chairman & Managing Director, TNREDC Ltd., is the final and
binding.
24. Proposed to advise concerned to ensure to enclose the following to the aforesaid Quotation:
01. TNREDCL Provided/displayed Terms & Conditions – 2016 (hard copies) by duly signing
with seal ( Denoting the designation of authority signed), Duly filled Financial Bid/Qtn.
With Chartered Accountant Certificate for the evidence of accomplishment of Cumulative
Turn Over.
02. Product Test Report on LED based Solar Lanterns and LED Street Lighting System
issued by MNRE or its authorized test centers by MNRE or Accredited Test Centers for
MNRE Off Grid Programme which shall be issued on or after 01.04.2015. In case if the
participant is the System Integrators/supplier concerned Mfg. company authorization
letter with Valid Product Test Report as said above. If the participant is Mfr. has to
submit Valid Product Test Report as said above.
03. List of Past Work of Solar Street Lights installed in Telangana and Andhra State
containing the details of User Organisation complete details with telephone, mobile,
email and fax nos. & contact person details. ( No need to enclose PO Copies & Work
completion certificates)
04. Financial Quotation with the break up details as said above on concerned company
letter head by duly signed by the competent authority with seal..
05. EMD DD for Rs.25,000/- / Rs.50,000/- in favour of TNREDC Ltd., Hyderabad for each
Schedule/Financial Bid documents with consent to convert the same as part Security
Deposit in case of selection /approval of the participant as successful tender/one of the
approved suppliers as decided by TNREDCL, Hyderabad.
06. To advise concerned should ensure to reach the Sealed Quotation with the above
documents on or before 06.02.2016 before 2.00 PM.

System Description: Standalone Solar Photovoltaic Street Lighting System Comprises a LED of
18 Watt, Tubular Lead Acid Flooded or Tubular Gel/AGM VRLA Type Battery of 12V 100 Ah at
C/10, Max DoD 75% discharge rate, 45 Wp Solar PV Module – 02 Nos. or 90 Wp (with RFID
Tag), Control Electronics, interconnecting cables/wires, module mounting hardware, battery box
(All items must be as per the Applicable BIS/Eqivalent IEC Standard or MNRE specifications –
2013-14or 2014-15 Or on any MNRE Programme on), MS Pole totally 5 mtrs of which 4 mtrs
above ground and 01 mtr. below ground, Autonomy – 3 days (Minimum 42 Operating Hours
permissible discharge) instruction and maintenance manual as per the MNRE specifications –
2013-14 or 2014-15 and Programme on.
Warranty: PV Module for 25 Yrs. from the date of completion of installation & System including

04 Nos., , Tubular Lead Acid Flooded or Tubular Gel/AGM VRLA Type Battery of 12V 200 Ah- 02 Nos.,
250 Wp Solar PV Module – 02 Nos. - with RFID Tag, Control Electronics, interconnecting cables/wires,
module mounting hardware, battery box (All items must be as per the Applicable BIS/Eqivalent IEC
Standard or MNRE specifications – 2013-14or 2014-15 Or on any MNRE Programme on), Octognal Pole
totally 7 mtrs, Autonomy – 3 days (Minimum 42 Operating Hours permissible discharge) instruction and
maintenance manual as per the MNRE specifications – 2013-14 or 2014-15 and Programme on.
Warranty: PV Module for 25 Yrs. from the date of completion of installation & System including Battery
for 05 Yrs. from the date of completion of installation.
A) Solar PV Modules : 2 nos of 250 Wp capacity of Multy Crystalline with 72 cells bearing the IEC
61215 (revised) certification and RFID tags fixed inside.
B) LED Luminaires : 4 nos of 24 Watt LED Luminaires with NABL accredited certificate with
guarantee for 50,000 burning hours.
C) Batteries : BIS approved and MNRE empanelled LMLA batteries of capacity 12V 200AH – 2 nos
placed inside a suitable battery box fixed on the pole at height of 7ft above ground evel.
D) Fixing Ploe : The ploe shall be 8” Dia at the bottom of Heavy class 6 mtrs height above ground
level and 1.5 meters below ground level and reduced to 3” at top in 3 steps with suitable
foundation in RCC 1:2:4 the bottom of the pipe shall be welded GI plate of size
300mmX300mmX6mm thickness. The RCC pillar from bottom to 1 mtrs above GL shall be of
sized 450mmX450mm
Warranty: PV Modules – 25 Years System 05 Years Inclusive of Battery from the date of completion of
installation.
