I’m requesting that the MISO website provide aggregated historical hourly wind generation data separately for each of MISOs Local Resource Zones (a separate data series each for LRZ1 – LRZ9) for the period 1/1/2010 through [Present less 1 month]. Then, in an ongoing basis the MISO Market Reports will update this information with data posting every day for the day 30 days prior. Please provide a high-level description of why you are requesting the data. MISO currently reports aggregated historical hourly wind generation for the entire MISO footprint in the Market reports. However, the MISO footprint is a vast geography spanning 14 states and nine Local Resource Zones. In any given hour wind farms in one LRZ might be producing at very high capacity factor while wind farms in a distant LRZ might be producing at a very low capacity factor due to different weather patterns. As a result, the historical wind shape for all of MISO does not allow stakeholders to understand historical transmission conjestion patterns that arose due to localized wind/load interactions. By providing MISO LRZ-level historical wind generation, stakeholders will be able to better evaluate the future impacts of renewable energy policy and EPA regulations and the resulting transmission expansion requirements. Almost every fossil-fueled generator within MISO is required to provide historical hourly generation and emissions data to the EPA on a quarterly basis, which is effectively delayed by 13 months. Thus, providing 9 delayed LRZ hourly wind generation data series would not be an egregious reporting burden for MISO or disadvantage any MISO wind generator any more than the 100s of MISO fossil generators that have to report their historical hourly operational data – especially since the request is not for individual wind farms, just aggregated LRZ-level hourly output. For comparison • PJM provides some “regional” disaggregation of historical wind output. • California ISO provides historical wind generation for Northern and Southern California separately. • The Alberta AESO and Ontario IESO markets provide historical wind generation for each individual wind plant.
