Historical Ramp Rate Analysis

A 3-month historical analysis of unit ramp rate performance should be
performed using actual operations data from January 1 through March
31, 2016.
If the generator was not dispatched in the above time range, then use
last summer’s actual operations data from June 1 – August 31, 2015.
Based on the results of the historical analysis, the following ramp rate
parameters in Markets Gateway should be updated:
– Default Ramp Rate on the “Unit - Detail” tab in Markets Gateway. Used in
DA Market (and in RT SCED only if Segmented ramp rates not entered).
– Segmented Ramp Rate on “Unit - Energy Ramp Rates” tab in Markets
Gateway. Not used in DA Market, but used in RT SCED if values are
entered.

Criteria for the Historical Analysis
•
Members should apply the following criteria to further screen the operational
data used in their historical analysis:
– The unit was considered dispatchable by PJM – i.e. not self-scheduled,
testing, taken over by company, cancelled, and other non-dispatchable
scheduled on reasons.
– The unit did not have “Fixed Gen” status in Markets Gateway, or have
its Eco Min = Eco Max.
– The unit was operating within dispatchable range, i.e. Eco Min ≤ Output ≤
Eco Max.
• Excludes any startup operation or soaking hours prior to a unit being dispatchable
– The unit was not assigned either regulation or spinning, and was not
responding to a spinning event.
– The unit was receiving a “Raise” Economic Base Point from PJM.

Minute Level Historical Analysis
•
The minute level historical analysis should be
performed by reviewing minute level data
samples of unit MW output responses to a
raise PJM Base Point signal.
•
The difference in unit MW output from one
minute to the next results in the minute level
MW/min ramp rate.
•
In the example, Unit A exhibited:
– Average Ramp Rate of 6.8 MW/min
– Maximum Ramp Rate of 10.0 MW/min
•
Therefore, a ramp rate entered into Markets
Gateway between 6.8 and 10 MW/min would
be considered acceptable to PJM.

For units with segmented ramp rates entered, the
minute level historical analysis should be performed
for each MW Ramp segment.
In the example, Unit B exhibited the following:
- Segment 1: Not considered – Start up segment

and Maximum values for Segments 2, and 4 should
be entered in Markets Gateway.

fractional ramp rate should be entered.
