Introduction
The following items shall be considered part of the Contract Documents and shall be included
in same when Construction Contract is executed. Changes made by Addenda shall take
precedence over original Documents. Any changes which may affect construction or proper
installation of materials, equipment or fixtures, not specifically mentioned in this Addendum,
should be brought to the attention of the Architect before submitting bid. Otherwise, such
conditions, if found later to exist, must be worked out in an acceptable manner without
additional cost to the Owner. General Contractors are hereby advised to call to the attention
of all subcontractors, changes which may affect their work.
Acknowledge receipt of this Addendum by inserting its number and date in the proper blank
appearing on the Bid Form. Failure to do so may disqualify the Bidder.
General
1) Most of the work at the Sheriff's Admin Building shall be performed after normal working
hours and on weekends.
2) Work on the Sheriff's Prison and the CCC shall occur on the weekends.
3) All required "Downtime" shall be limited to 1 hour.

ADMINISTRATION BUILDING

Disconnect the feeder from the Utility/Generator Switchboard to the main equipment fed by the
switchboard. The disconnection will be at the downstream main equipment. This will require a 1
to 2 hour outage of the facility.
Connect the temporary generator feeds to the downstream main equipment, energize equipment,
verify rotation; turn on facility loads
a. The temporary generator will provide power to the facility while the utility power source and
the permanent generator are de-energized to perform the preventive maintenance and
testing.
Install the new performer plugs and sensors on the Utility and generator
Circuit Breakers.
Document equipment nameplate data on the test report.
Inspect the physical. electrical, and mechanical condition of the equipment and all components.
Vacuum and wipe all conductive surfaces and insulators with denatured alcohol.
Confirm that lubricants have been correctly applied at the manufacturer's recommended
locations.
Verify appropriate anchorage, required area clearances, physical damage, and correct alignment
and cleanliness.
Using the calibrated torque-wrench method, verify the tightness of accessible bolted electrical
connections is in accordance with the manufacturer's published data.
Confirm correct operation and sequencing of electrical and mechanical interlock systems.
a. Attempt closure on locked-open devices. Attempt to open locked closed devices.
b. Make key exchange with devices operated in off-normal positions.
Inspect insulators for evidence of physical damage or contaminated surfaces.
Verify that the barriers and shutters are installed and operating correctly.
Exercise all active components.
Inspect all mechanical indicating devices for correct operation.
Verify that filters are in place and/or vents are clear.
Inspect control power transformers.
a. Inspect the transformers for physical damage, cracked insulation, broken leads, tightness of
connections, defective wiring, and overall general condition.
Verify that customer connections to remote power, operators, interlocks, and indicators have
been made.
Customer to have utility power reconnected and permanent generator operable to allow for
performance test of the automatic transfer system. Customer to have utility available to switch
utility power off and on.
a. Establish utility power and verify all breakers, systems, pilot devices, and pilot lights are in
satisfactory operating condition under normal utility power.
b. Have utility power de-energized and confirm the automatic transfer system starts the
permanent generator, opens the utility main circuit breaker, and closes the generator main
circuit breaker.
c. Re-establish utility power and confirm the automatic transfer system opens the generator
main circuit breaker, closes the utility main circuit breaker, and allows the generator to cool
down before shutting off.
De-energize the temporary generator and reconnect the Utility/Generator Switchboard to the
main equipment fed by the switchboard. This will require a 1 to 2 hour outage.
B. TESTING

Perform insulation-resistance tests on each bus section, phase-to-phase and phase-to-ground, at
the minimum de test voltage appropriate for the equipment's Maximum Rated Voltage.
Perform a contact-resistance test for each circuit breaker on each individual pole.

Perform an insulation-resistance test at 1000 volts de from pole-to-pole and from each pole-toground with breaker closed and across open contacts of each phase. Insulation resistance should
be greater than 100 Megohms.
Perform adjustments for final settings in accordance with coordination study supplied by owner, if
available.
Verify correct operation of any auxiliary features such as trip and pickup indicators, electrical
close and trip operation, trip-free, and anti-pump function.
Perform the following tests on the MICROLOGIC™ trip unit
a. Make adjustments for the final settings in accordance with the coordination study supplied by
the owner, if available.
b. Determine the minimum pickup current by secondary current injection, using the
manufacturer's specified test device and procedures.
c. Determine long-time delay by secondary current injection, using the manufacturer's specified
test device and procedures.
d. Determine short-time pickup and delay by secondary current injection, using the
manufacturer's specified test device and procedures.
e. Determine ground-fault pickup and delay by secondary current injection, using the
manufacturer's specified test device and procedures.
f. Determine the instantaneous pickup value by secondary current injection, using the
manufacturer's specified test device and procedures.
Activate auxiliary protective devices such as under voltage relays, to ensure that shunt trip
devices are operating. Check the operation of electrically operated breakers in their cubicles.
Verify auxiliary features, such as trip and pickup indicator, electrical close and trip operation, tripfree, and anti-pump function are operating correctly.
Check the electric charging mechanism, if applicable.

C. In the event any additional electrical or mechanical defects are found during our testing, as described
above, these will be brought to your immediate attention. Authorization for these repairs and their
costs must be agreed upon before any additional work is performed.
D. If asbestos or PCB contaminants are found, this information will be brought to your attention.
Disposal will be the customer's responsibility.
Bidder will be responsible for providing the following:
A. Qualified personnel for all switching, de-energization of the existing equipment, and re-energization of
the new equipment.
B. Transfer and re-transfer all loads to generators or UPS while the maintenance and testing is being
performed.
C. All local electrical permits and fees required to perform the work as well as arrangements for
necessary inspections and return to power at the customer's expense.
D. Coordinate all power outages with the Utility Company and absorb all related cost as required.
E. All working areas must be clean, clear and dry. Provide adequate light and two (2) 120VAC 20A
power receptacles for Test equipment and power tools at each equipment site.
F. Apply grounds and Lockout/Tagout the incoming cables for the duration of the project
