1.Introduction
To submit a new proposal for Category 1 data in the frame of the OMI Calibration and
Validation Call for Proposals, the Principal Investigator (PI) needs to produce detailed
information about the following topics:
Title of the Proposal /Coordinates of Principal Investigator
Description of the proposal
Summary of data requirements
The proposal should be submitted via the WWW (http://eopi.esa.int/OMI), exclusively in
English language.

After the receipt of your project proposal, a peer review will be carried out in line with
the approval procedure.
2. Format and contents of the proposal
The submission of a new proposal can be done accessing the link Submit a new Proposal
in the OMI Proposal submission pages (http://eopi.esa.int/OMI).
On acceptance of the proposal, the information provided about the PI, PI's Institute,
Project's Summary and Schedule will be publicly available on the Website
(http://eopi.esa.int/ => “Main search”), unless differently requested and justified in the
Detailed description of the proposal.
The following sections illustrate name and content of the forms that the PI must fill-in to
provide the OMI Evaluation Panel members with all the detailed information to evaluate
the proposal properly.
The submission forms are tailored to several different aspects of the proposal:
Ø The Cover page: general information about the PI and the project
Ø The Team Composition, Innovation and Contribution section:
Ø The Executive Summary and Schedule: an overview of the project
Ø The Detailed Description of the proposal
Ø The Data Description pages (both for ESA and OMI data)

proposal. It enables as well to get a complete overview of the proposal (Overview of the
Submission) and to send the complete proposal as Email to the address of the Principal
Investigator. Once all the fields have been duly completed, the proposal can be submitted to ESA
by using the “Submit” button.

2.1.1 Title
(should not exceed 256 characters)
Title of the proposal.
2.1.2 Application domains and Location
The applicable Theme(s) for the proposal can be specified in this section. Table 1
contains an overview of the possible themes, including (for explanatory reasons only)
several sub-themes. The field Study-area enables to broadly define the geographic area of
study.

2.1.3 Principal Investigator information
This section contains details about the Principal Investigator (name, address, Email...).
All communications will be addressed to the Email provided in this section. Should you
use more than one email address, please use “;” as separator between addresses.
2.1.4 Authority
(should not exceed 2000 characters)
This section contains details about the Authority (name, address, Email...), the official of
the investigator's organization who is authorized to commit the organization to the
contents of the proposal.
2.1.5 Co-investigators
(should not exceed 4000 characters)
The list of the co-Investigators of the project. Please note that according to the Terms and
Conditions, only the PI and the registered co-Is are authorized to request and order data.

2.2. Team Composition, Experience, Innovation And Contribution To
Mission Objectives
2.2.1 Team composition
(should not exceed 2000 characters)
A full list of participants in the proposed project can be submitted.
2.2.2 Experience of the team
(should not exceed 2000 characters)
Respective experience of the Project leader and co-Investigators must be described.
2.2.3 Innovative character of the proposal
(should not exceed 2000 characters)
If relevant, the innovative character of the proposal can be described, indicating the
related domains.
2.2.4 Contribution to the mission objectives
(should not exceed 2000 characters)
The contribution to the AO objectives (or to calibration/validation activities) must be
described. Further details can be provided in the Detailed Description of the proposal.
2.3. Executive Summary And Schedule
2.3.1 Executive summary
(should not exceed 4000 characters)
A concise resume is required describing the objective, method and deliverables of the
project. Funding must be specified.
2.3.2 Schedule
(should not exceed 2000 characters)
The schedule must show the project phases (preparation, data acquisition, analysis) as
well as the plan for reporting preliminary and final results.
2.4.Detailed Description
2.4.1 Detailed description of the proposal
(should not exceed 12000 characters)
This is the main part of the proposal. It should give a description of the objectives of the
project and the scientific issues being addressed. The data acquisition plan and the
analysis methods should be presented. The anticipated results (i.e. deliverables) of the
project should be specified in terms of a solution to a scientific problem or the

geophysical parameters to be validated. The criteria for assessing the success of the
project should be established. The data requirements should be justified.
2.5 Data Requirements: Instruments And Products for ESA data
Please note: if only OMI products are requested, please select the entry
“AURA/OMI/Product” and press the “Add product” button. The “next” button will lead
you to the Data Requirements page that in this case may be left empty (since no ESA data
are requested).
2.5.1 Products selection
In this section the PI can list the ESA products requested for the research. A dropdown
menu enables selection of products (sensor and mission are also indicated). The selected
product can then be confirmed by pressing the button “Add Product”.
In the case of framed products (MERIS) details about number of scenes (total, archive
and new acquisitions) and broad location of the acquisitions will be asked. Specific
requests (e.g. exact geographic location, frame-product-acquisition dates, specific
acquisition modes…) can be provided in the following Data requirements section.
In the case non-framed data are requested, details about amount of data needed (or time
interval of the requested data) can be provided in the following Data requirements
section.
Once all the needed products have been selected and confirmed, the PI can access the
following pages by pressing the button “Next”.
2.5.2 Data requirements
In this section the PI shall provide detailed information about the requested products. It is
in particular important, when relevant to the content of the proposal, to specify the
required operating modes of the instruments.
The box “details about archive acquisitions” shall be filled-in with information about the
requested archived-data by providing a list including product and (if applicable) orbit,
track, frame and acquisition dates of the requested products. The geographic name(s) of
study area(s) can be indicated. Please note that the data specified in this section should
not be regarded as a final data request.
The box “details about new acquisitions” shall be filled-in with a list including product
and (if applicable) orbit, track, frame and requested acquisition dates of the products. The
geographic name(s) of the study area(s) can be indicated. Please note that the data
specified in this section should not be regarded as a final data request.
In the case Near Real Time Data are needed, the appropriate box shall be checked and
specifications and justification for the request shall be provided in the field “NRT
justification”. To know whether the type of product requested can be provided in NRT,

please refer to the Product descriptions in the Earthnet Online Web pages
(http://earth.esa.int).
2.6 OMI Data Requirements
The PI shall check the box(es) corresponding to the OMI products for which data will be
requested.
2.6.1 Additional information
(Should not exceed 2000 characters)
This text box enables the PI to provide additional information on the OMI data request
(such as geolocation constrains, data volume and any other needs), if relevant.
2.7 Data Requirements: non ESA data
If a source other than ESA should provide data for the completion of the proposed
project, the check box "Non ESA Data" should be selected and the procurement approach
must be specified in the "Comments" field.
2.8 Upload a file
Should you need to provide more information (e.g. tables, list of publications, references
etc etc), you have the possibility to upload a file. A short description of the file shall be
provided in the relevant comment field.
3. How to modify and submit a proposal
Proposal submission can be quit at any moment, after the proposal has been initiated
(Cover Page duly filled-in). The PI shall ensure to press the "save" button in order to
save all the information to be re-accessed at a later stage of proposal submission. On
completion of the Cover page the PI will be given a user-id and password needed to reaccess the proposal and perform changes before final submission. To re-access the
proposal the PI shall access the OMI home page (http://eopi.esa.int/OMI) and select the
link "Modify a proposal" , enter "ID number" and project "password". This will lead the
PI to the Main submission area of the proposal from where it is possible to navigate and
modify the different parts of the proposal.
Final submission of the proposal can be done only after all the fields have been duly
completed: a "Submit" button will appear in the Main Submission Area. Pressing the
button will produce a formal submission of the proposal (e.g. no more changes can be
performed on the proposal's contents) and an automatic submission acknowledgement
will be sent to the Email of the PI.
