R3. Add to: Section 5A – Specific Conditions of Contract, Item 31 OTHER
CONTRACTORS
Add item 31.2 (see below) after item 31.1:
31. 2 Other contracts or works may be awarded or required by the Owner/Consultant to
be done adjacent to and/or within the limits of the site to be used by this contract.
Co-operate and make suitable arrangements with other Contractors/Owner to
ensure time and space separation from the other contracts on the same site and the
satisfactory prosecution of the work.

QUESTIONS & ANSWERS: (Continued from Addendum No. 1)
Q3.
The tender documents specify experience requirements in 'municipal solid waste,
wastewater or treatment plants'. Our company has over 20 years of proven
experience, in municipal projects among others, but not in solid waste, wastewater
or water treatment. We meet all the other experience and qualifications
requirements. Can we qualify for to provide a quotation for this project?
A3.
Contractors are encouraged to fill in the experience forms attached to the tender
documents and submit their bids. All experience will be considered.
Q4.
Section 2.8.2 “Core, Coils and windings” “….shall be precisely stacked…” Is this
indicating that the city would like step lapped “stacked cores” and not wound cores?
A4.
Stacked or Wound Cores are acceptable.
Q5.
Our staff will be undergoing Asbestos training after the closing of the tender. In
our Stat Dec we will circle “Have Not Yet” I am assuming this will be OK.
A5.
Contractor must provide the training confirmation prior to award of contract.
Refer to Section 2
Q6.
The training we will be sending our staff through is Infrastructure Health and
Safety Association, is this in the eyes of the City a credible training organization.

Yes, is Infrastructure Health and Safety Association is a credible organization
Q7.
The scope of work section includes a Protective Co-ordination study for all 5 sites.
Can you please indicate as to how far downstream on the low voltage equipment
we are to carry out the study? Can you please confirm: short circuit,
coordination, and arc flash analysis?
A7.
Refer to the Single Line Diagrams provided for battery limits of the studies. Short circuit and
coordination studies are required (no arc flash analysis)
Q8.
In the permits and tests section we are to submit to ESA the working drawings for
the project. Is this for Plan Approval? This to me reads as if it is the contractors
responsibility to take the engineers drawings and submit them to plan approval, is
this the case?

No Plan Approval is required. ESA local inspection is required.
Q9.
Emergency generator section the contractor shall provide 600volt emergency
portable generators and all necessary fuel. If the replacement will not take longer
then (2) shifts long do we still require to carry generators? - Bermondsey,
Dufferin, Scarborough and Victoria Park Transfer
A9.
Yes, Contractor is still require to carry generators in case of emergency.
Q10.
To save on costs for cranes and transport is it possible to complete the work at
Dufferin Transfer station on the same day?
A10.
No. City believes that the work cannon be done at the same day, except at the Commissioner
Transfer Station.
Q11. To save on costs for cranes and transport is it possible to complete the work at
Commissioners Transfer Station on the same day?
A11.
Yes. One of the transformers on this location is out of service.
Q12.
Transformer delivery is to be delivered at a location 5 days prior to installation.
To minimize costs of transports and cranes can the units be delivered the morning
to install.
A12.
No. SAT must be performed on site before installation.
Q13.
Will it be the CoT responsibility or the contractor to pay for the appropriate
storage location? Can the storage location be the manufacturers yard?
A13. Contractors are responsible for safely storing transformers on site.
Q14.
Have the sites been registered by the CoT through HWIN as PCB generators?
A14. No. The transformers are considered to be on service.
Q15.
Going through the details now, and want to know how do you want to handle the
pricing on the Bermondsey Transformer?
A15. Transformer is to be considered PCB contaminated.
Q16.
The Pinchin report and test results of May 15, 2014 indicates that the oil in the
Woden transformer is 98 ppm. An earlier report by Powertech (1991) says the oil

is 20 ppm. Based on the face plate weight and volumes, I'm inclined to think that
the Powertech report is closer to accurate and may not be a PCB transformer?
A16. Transformer is to be considered PCB contaminated.
Q17.
I would like to ask for a two week extension for the tender call pertaining to 3132015 due to the inability of suppliers to commit to the current closing date due to
plant shutdown requests and current backlog. Please indicate if this is possible.
The documents do not indicate a timeframe for the completion of this project.
Potential delivery of the transformers after approved shop drawings could be up
to 32 weeks. Will this create issues to the City of Toronto? What is the maximum
allowable shutdown window allowed for power changeover of the transformer?
Can this occur during regular business hours or will it be conducted during
premium hours?
A17. Two weeks extension has been granted. See the new closing date. Twenty-Six (26)
weeks is considered sufficient time to complete the entire construction transformer
replacement project. The shutdowns shall not occur during the regular business hours.
Please attach this addendum to your Tender document and be governed accordingly. Bidders
must acknowledge receipt of all addenda on the space provided on the Tender Call Cover Page
as per the Process Terms and Conditions, Section 1, Item 8 - Addenda, of the Tender Call
document. All other aspects of the Tender remain the same.
