Buffalo Grove is a great place to
live, work and raise a family. Several
important initiatives were approved
in 2015 and are underway in our
Village. An economic development
strategic plan is currently being
refined by Village Staff and the
Economic Development Steering
Committee. A cross-section of
members from the community
serve on the Steering Committee.
Village staff hosted an open house
in December to give residents an
opportunity to learn about the plan
and ask questions. The final touches,
based on feedback received during
the meeting, are currently being
made. The plan is expected to come
before the Village Board for review
in February.

The Village Board approved a water
meter replacement program with
Siemens Building Technologies. All
residential and commercial meters
in Buffalo Grove will be replaced
with more accurate and efficient
meters. This new technology will
allow the Village to get readings on
meters without having to send staff
out to do it manually. Additionally,
this technology will allow the Village
to read meters more often and detect
unusual water usage such as leaking
appliances so that residents can be
made aware of any potential issues
in their homes. Siemens staff is
currently in the process of changing
out meters and it is anticipated that
all meters in Buffalo Grove will be
replaced by the Spring of 2016.

The Village works very hard to
maintain its fiscal responsibility. On
December 8, 2015, the Village was
notified by Standard & Poor’s (S&P),
that they affirmed the Village’s ‘AAA’
long-term bond rating, which is
the highest rating available from
the agency. S&P cited the Village’s
strong management and capital
reserves as a part of the reason for
this confirmation. Buffalo Grove is
one of only 17 communities in the
State of Illinois to hold this rating,
representing approximately 6% of
all Illinois municipalities. I would
like to thank Village Staff and the
Village Board for their hard work in
maintaining this high distinction.

10th District Leadership Awards
U.S. Congressman Robert Dold (IL-10) announced the Tenth District Leadership Award winners at a ceremony on November
9, 2015. A committee of local experts picked the three finalists in each category from a pool of more than 150 nominees.
All of the programs highlighted below serve the Buffalo Grove community and its residents.
Paula Carballido from North Chicago, Ill. was named the 2015 Tenth District Leadership Awards’ Helping Heroes Award winner.
“The passion that Paula exudes for helping veterans is truly inspiring,” Rep. Dold said. “As the program director
for Lake County Honor Flight, she has helped so many veterans in our community. It is truly an honor to
recognize her with the 2015 Tenth District Leadership Awards’ Helping Hereos Award.”
Carballido is the program director for Lake County Honor Flight and president of the Exchange Club of North
Chicago. Honor Flight flies veterans to Washington, D.C. to visit memorials dedicated to their service. The
Exchange Club of North Chicago is the first and only Exchange Club to initiate an Honor Flight Hub. Carballido
also serves on the Lake County State’s Attorney Citizen’s Advisory Board and was recently appointed as the first
Hispanic to serve on the Zoning Board of Appeals for North Chicago.
The Helping Heroes Award is given to a resident of the Tenth District who has answered the call to help America’s heroes by bettering the lives
of our veterans and their families. The winner can be a veteran themselves or simply a dedicated community member.
Troy Livingston from Buffalo Grove, Ill. was named the 2015 Tenth District Leadership Awards’ Entrepreneurial Excellence Award winner.
“As president of Livingston Products in Buffalo for over 25 years, Troy exemplifies entrepreneurial excellence,”
Rep. Dold said. “But his passion for inspiring others, including frequently speaking with high school students
about engineering, is what really set Troy apart. I am honored to be able to recognize him with the 2015 Tenth
District Leadership Awards’ Entrepreneurial Excellence Award.”
Livingston has been the president of Livingston Products, Inc. in Buffalo Grove since it was founded in 1987.
He is credited with over 50 patents and years of experience designing and building original products. Livingston
routinely speaks to high school students about engineering and innovation and has inspired many to become
engineers. His newest product is Freedom Trax, a motorized system that transforms nearly any manual wheelchair
into an off-road vehicle that can traverse rough terrain.
The Entrepreneurial Excellence Award is given to a businessman or businesswoman who has demonstrated entrepreneurial excellence as part of
a small business or start-up that has succeeded in implanting innovative strategies to establish a thriving local business.
Jamie Epstein from Vernon Hills, Ill. was named the 2015 Tenth District Leadership Awards’ Community Service Award winner.
“While many have recognized the growing threat of substance abuse in our communities, Jamie has stepped up and
done something about it,” Rep. Dold said. “Because of her work, Lincolnshire and the surrounding communities
are, without a doubt, more safe. It is an honor to recognize her with the 2015 Tenth District Leadership Awards’
Community Service Award.”
Epstein is the founder of the Stand Strong Coalition and helped the organization receive a federal grant for
$625,000 to prevent substance abuse. She also encouraged Lincolnshire to add a prescription drug drop box and
to change their social host ordinance. She is the Court Appointed Special Advocate for Lake County and the vice
president of the Patriot Parents Association at Stevenson High School. She has also organized numerous other
campaigns to prevent substance abuse.
The Community Service Award is given to an individual who has positively impacted community welfare through volunteerism. This individual
is committed to focusing on the needs of the region and enhancing the quality of life for members of our community.

Fire Ops 101: A Day in the Life of a Firefighter
The Buffalo Grove Professional Firefighters
held their first-ever “Fire Ops 101” in the fall of
2015. This all-day event gave elected officials a
rare look at a day-in-the-life of a firefighter, by
demonstrating the challenges they face relating
to staffing, equipment and response time, as well
as the physical and mental strength needed to
perform their jobs.
Buffalo Grove’s Fire Ops 101 event was held at the
Combined Area Fire Training Facility (CAFT)
located on Krause Drive in Buffalo Grove. The
CAFT site is a 4.5 acre, state-of-the-art fire training
facility which includes a four-story tower with a staircase simulating a
high-rise setting. A two-story single-family residence with an attached
one car garage also is located on the property.
firefighters worked one-to-one with participants for their safety.
Firefighters developed scenarios similar to training experiences, which
were adapted for elected officials on the Buffalo Grove Village Board who
participated. Each elected official had to complete a medical survey and
be fitted for a face mask and turn out gear prior to joining the event.
The exercises consisted of four, 40-minute scenarios, where 50 volunteer
Firefighting has an ever evolving role in the community, and the goal of
Fire Ops 101 is to help inform policy makers, such as the Village Board, of
what firefighters do and how they operate to accomplish life, and structure
saving goals. Fire Ops 101 helped to explain the role of firefighters, along
with how they face challenges on a daily basis.
Scenarios included engine operations, ladder operations, Emergency
Medical Services, and fire behavior with live fire.
Traffic Matters: Important Child Safety Restraint Information
Some tips from the Buffalo Grove Traffic Unit regarding car seat
safety:
Road injuries are the leading cause of
preventable death and injury to children
in the United States, and statistics show
that using a child safety seat can reduce
these risks by as much as 71 percent.
The Buffalo Grove Police Department
puts considerable time and energy into
educating the community on this very
important topic. Throughout 2015, police
issued nearly 40 child safety seat citations
for unbuckled children in the Village.
•Make sure the child fits the height/weight requirements of the
seat, and check the seat’s expiration date. It is recommended
that children under the age of two sit in a properly adjusted and
secured rear facing car seat. Children under eight years of age
are legally required to have some type of child restraint.
New Reports About Risks of Children Wearing Winter Coats While
Strapped In
A December 2015 report on the Today Show highlighted the risks of
having a child buckled in a car seat while wearing a ‘puffy’ winter coat.
Crash tests show that when children are wearing these types of coats,
even with a safety harness, the chances of being thrown from the seat
increase because of space created between the child’s body and the
harness. Experts recommend children be strapped in without these types
of coats so that the harness is snug against their bodies. To ensure they
are kept warm during extreme winter temperatures, place their coats over
them or keep a blanket in the car.

•Secure the seat tight into the back seat using the LATCH
system or seat belt. Refer to the car seat manual or vehicle
manual for assistance. Once secured, the seat should not move more than
an inch side to side or front to back when grabbed at the belt path.
•Instead of buckling children in while wearing puffy winter coats,
consider strapping them in as they are wearing their normal, warm
winter clothing. Once the child is properly secured, place their coat or a
blanket over them to keep them warm.
•Make sure the harness clip is at armpit level, and that the straps are
snug enough so that you can’t pinch the harness webbing.

Innovation
Village of Buffalo Grove Receives 2015 Innovation Award
The Lake County Municipal League recently recognized the Village of Buffalo Grove with the 2015 Innovation
Award. The Village received the award due to its role in developing an Information Technology (IT) Consortium
called GovITC, along with Lake Bluff, Kenilworth, Glenview and Lincolnshire.
Each of the communities now outsource their IT functions to the same service provider, which allows greater
availability of programming and security specialists. If these services were purchased individually, the cost would be
prohibitive.
“We are proud as a Village to have worked with these communities on a program that results in efficiencies and cost
savings for our residents and those of our consortium partners,” said Village President Beverly Sussman.
The five community members currently serve as back up and disaster recovery sites for one another, in addition to
hosting email archiving which all serve to drive down cost.
The Village has saved $240,000 annually on staffing costs, while IT speed and reliability has increased. Other benefits
include improved decision making and faster resolution of IT related issues. The Consortium’s long term goals include
developing a five-year technology plan, and to share a data center and server space for joint software programs.
The Lake County Municipal League recognizes municipalities who have developed strategic programs that solve
municipal challenges and increase the effectiveness of local government. The awards program also creates an
opportunity for the exchange of information and experiences to build capacity for municipalities throughout Lake
County.

The Buffalo Grove Annual Budget
In 2013, the Village Board developed five long-term strategic
themes to guide the future of the organization, including
Service Optimization, Organizational Culture, Revenue Growth,
Economic Development and Infrastructure Sustainability.
These elements drove budget decisions again in 2016.

Revenue
The Village pays for the services it provides though several types of
revenue. The total revenue budget for FY 2016 is $79,053,184 which is
a 6 percent decrease from 2015. The primary reason for the $6 million
decrease is due to the timing of funding for a capital project and lower
anticipated investment return on pension fund investments.
Those revenues include taxes, developer fees, licenses and permits,
fines, user charges, interest income, operating transfers, and other
miscellaneous revenues. The Village strives to maintain a diverse
revenue base that is not overly reliant upon any one source of collection
and also in equitable in its application.
The chart below shows the distribution of revenue collection in the FY 2016
budget.
Service Charges are generated through the sales of water and golf
services, and equal to 18 percent of the budget. The water rate increased
by 4 percent for FY 2016 and is $5.69 per 1,000 gallons metered. The
goal of both the Water Fund and Golf Funds are to be self-sufficient
through their rate structures. One new service charge was added in
2016. Beginning January 1, 2016, system user fees will be charged to all
properties in the Village for the proportionate cost of maintaining the
storm water conveyance operating costs and infrastructure, and $1.2
million is included in the budget. A storm water management fee will be
charged to all properties owners. The fee is designed to cover the cost of
maintaining the storm water sewerage system.
Operating/Internal Service Transfers are transfers of operating
revenues or reserve balances to help support activities in another fund
(i.e. capital projects). Transfers total $12.4 million and represent 15.7
percent of the budget.
Other Revenues include revenue generated from the Metra facilities,
franchise fees, solid waste fees, grants, pension withholding, and
miscellaneous line items. Total revenue from these sources is $8.2
million or 10 percent of the 2016 budget.
Expenditures
The total budget for all Village expenditures in 2016 is $74,908,609
and is 4.9 percent less than the 2015 budget. Over half of the budget
(55.6%) supports the activities of the General Fund. The General Fund
accounts for most of the core services provided to the community
including police and fire service, street maintenance and snowplowing,
forestry, engineering, code enforcement and administration. Of the
General Fund expenditures, over 70 percent of the budget supports the
employees who provide the services.
The chart below shows the distribution of expenditure by fund.
Taxes account for 47 percent of the total Village revenue budget. Those
taxes include property tax, sales tax, income tax, telecom tax, utility use
tax, motor fuel tax, prepared food and beverage tax and the real estate
transfer tax.
The property tax levy in 2016 will increase by 3.29 percent over the
current year. The purpose of the property tax levy is to help fund public
safety operations (police and fire) through the corporate portion of the
levy, pay employer obligated pension contributions through the pension
levies, and principal and interest on its outstanding debt through the
debt service levy. The Village’s portion represents about 11 percent of
the entire property tax bill.

Community Development
In 2015, the Village of Buffalo Grove Community Development Department issued more than 2,500 commercial
and residential building permits. These permits represent a total project valuation of more than $40,000,000
invested into the Buffalo Grove community. In addition to building permit activity, the following major projects
were approved in 2015:
Sky Fitness- 1501 Busch Parkway
Sky Fitness, a private fitness and recreational facility located at 1501 Busch Parkway is
adding 19,050 square feet to their facility. The multi-story expansion will house upscale
amenities such as a basketball court, swimming pool, and open exercise area. The
addition will be in line with architectural features and aesthetics of the existing facility,
and represents a significant investment to the property, business and surrounding area.
Chevy Chase Business Park – Lot 21
Hamilton Partners is building the next and final phase of the Chevy Chase Business
Park at 1050 Johnson Drive. This phase includes the development of a new multi-tenant,
one-story 66,526 square foot warehouse and office facility. The facility complements the
rest of the Chevy Chase Business Park and contributes to the strong industrial and flex
development base in the Village.
Easton Station Townhomes
David Weekley Homes is developing a 15-unit townhome project at 23020 Easton
Avenue. Construction of the townhomes is expected to begin in 2016.
Flex (Flextronics)
Flex (formerly known as Flextronics) is a premier, multinational firm that focuses on
design, manufacturing, distribution, and aftermarket services for various products
including, but not limited to computer equipment, electronics, molding, and plastics.
The company has over 100 sites in 30 countries around the world and recently opened
a new facility at 700-800 Corporate Grove Drive. Representatives state they are in the
process of investing over $100 million in their Buffalo Grove facilities and have hired
300 employees. The opening of Flex helps to fortify Buffalo Grove’s position as a key
center for advanced manufacturing in the region. The firm was awarded Lake County’s
Manufacturer of the Year by The Alliance for Industry and Manufacturing.

The Buffalo Grove Park District is again providing winter indoor walking to the
community at no charge, thanks to generous donations from Culver’s of Buffalo Grove.
Monday thru Friday from 8 - 9 am the Buffalo Grove Golf and Sports Center is open for people to walk
for exercise.
Walk The Dome will run until April 1 and pick up again next November. The Buffalo Grove Golf and
Sports Center is located at 801 McHenry Road in Buffalo Grove. For more information, call the Buffalo
