POSITION SUMMARY
Responsible for the overall management of the Fairmont Regional Airport. Monitors
everyday operations, plans, directs and coordinates activities concerned with
construction, maintenance, customer service and all operations of airport.
POSITION AUTHORITY
Works under general supervision. May use personal discretion while in charge of
specific assigned duties and responsibilities.
RELATIONSHIPS

SUPERVISES
Maintenance personnel as required, college intern, summer part-time.

All Public Works employees.
OUTSIDE CONTACTS
Develops public understanding of operations and activities of the Airport.
a. Answers public questions and requests for materials and information.
b. Follows up on citizen complaints in areas pertaining to the airport.
c. Maintains good relations with contractors working on airport projects.
d. Provides meet and greet services to visitors to the community through the
airport
RESPONSIBILITIES
Maintains and operates all facets of the airport in an efficient manner which meets all
aviation regulatory requirements.

Monitors daily activities at airport and ensures compliance with State and
Federal guidelines.
b.
Performs daily inspections of facilities.
c.
Coordinates maintenance and snow removal personnel as necessary.
d.
Coordinate ramp service

Meet, greet customers and address customer needs and concerns

Maintain fueling system, billing and revenue collection in cooperation with
the City Finance Department.
Work to develop public/private partnership for fuel services.
Coordinates work dealing with requests or complaints from aviation companies located at
airport, hangar tenants, land lease agents, flying public and regulatory inspectors and
formulates operating rules and policies.
a. Writes and enforces airport operating rules and standards.
b. Checks for compliance with established airport minimum standards for all
operations.
Acts as a staff liaison to the Fairmont Airport Advisory Board (FAAB) and coordinates with
other city departments, keeping the City Engineer and City Council fully informed of all
matters covering the operation of the airport.

Participates in all FAAB meetings.
b.
Attends and makes recommendations to City Council as necessary.
Supervises the construction of State-aid and Federal-aid airport improvements projects.
Confers with consultants, engineering staff and contractors.
a.
Participates in project design and planning.
b.
Makes application to State and Federal agencies for project grant funds and
ensures compliance with all assurances thereof.
c.
Prepares change orders and supplemental agreements as necessary.
d.
Formulates procedures for the use in event of aircraft accidents, fires, or
other emergencies.
e.
Supervises annual airport emergency exercise.
f.
Reviews emergency plan with all airport tenants.
g.
Coordinates with local responders, Federal Aviation Administration (FAA)
and National Transportation Safety Board (NTSB).
Develops work schedules, and projects for the maintenance and upgrade of the airport
facilities and prepares the five year capital improvement and operations budget for the
airport.
a.
Reviews reports of expenditures, proposals for improvements to facilities to
prepare annual budget.
b.
Coordinates capital budget with State and Federal agencies for grant
assistance.
Directs studies on noise abatement resulting from complaints of excessive noise from low
flying aircraft or other operations.
a.
Records any public noise complaints.
b.
Investigates violations of aerial or ground traffic regulations.

Oversees the collection of revenues from airport users. Responsible for hangar rentals
and other lease agreements with periodic inspection of all leased premises to ensure
compliance.

Writes and renews lease agreements as necessary.

Checks for code and lease compliance.

Market hangar space

Identify additional hangar and aviation related building needs
Responsible for advertising and marketing of the airport and its field systems to the
aviation public and coordinating special events authorized to be held at the airport.
Coordinate and assist in establishing a flight school, and other training opportunities.
Represents airport before civic or other organizational groups, courts, boards, and
commissions.
EMPLOYMENT STANDARDS
EDUCATION AND EXPERIENCE
Minimum of a Bachelor’s degree in Aviation Management or Aviation Administration and
two years of experience in airport management/operation or similar areas of equivalent
work or ten years Airport Management as equivalent. Licensed airport pilot a plus, but
not required.
NECESSARY KNOWLEDGE, SKILLS AND ABILITIES, TOOLS AND EQUIPMENT
USED
Employee must be capable of operating miscellaneous tools and equipment relative to
this position which shall include but may not be limited to: Office equipment, aviation
communication equipment, computers, copy machines, fax machines, small
maintenance equipment, shovels, mowers, snow plows, airport aviation equipment for
moving planes. Motorized vehicles and equipment, including dump truck, snow plow,
snow blower, generators, common hand and power tools, shovels, wrenches, detection
devices, mobile radio, and phone.
PHYSICAL DEMANDS
The physical demands described here are representative of those that must be met by an
employee to successfully perform the essential functions of this job. Reasonable

While performing the duties of this job, the employee is regularly required to use hands to
finger, handle, feel or operate objects, tools, or controls and reach with hands and arms.
The employee frequently is required to stand and talk or hear. The employee is
occasionally required to walk; sit; climb or balance; stoop, kneel, crouch, or crawl; and
taste or smell.

The employee must frequently lift and/or move up to 50 pounds and occasionally lift
and/or move up to 100 pounds. Specific vision abilities required by this job include close
vision, distance vision, color vision, peripheral vision, depth perception and the ability to
adjust focus.
WORK HOURS AND ENVIRONMENT
Hours may vary, based on airport operations and needs, but generally 45 hours per week.
This is an exempt position and does not accrue overtime.
Office environment and regularly working in outside weather conditions that may be
inclement and at times other than normal working hours. The employee occasionally
works near moving mechanical parts and in high, precarious places and is occasionally
exposed to wet and/or humid conditions, fumes or airborne particles and vibration. The
noise level in the work environment is frequently loud. While inspecting different
projects, the employee must be able to stand for long periods of time and to walk from site
to site and at times required to sit, stoop, kneel, crouch, talk and hear.
In compliance with the Americans With Disabilities Act the following represents the
Physical and environmental Demands: This position requires an equal amount of time
spent standing, walking, and sitting, lifting, pushing, pulling or carrying objects weighing
up to twenty-five (25) pounds is sometimes required, with a maximum of seventy-five (75)
pounds infrequently required. Climbing, stooping, kneeling, crouching, crawling,
twisting, and bending are sometimes required. Repetitive movements of the hands are
sometimes required. Audio, Visual, and Verbal functions are essential functions to
performing this position. The majority of the work day is spent indoors.
