PROCEDURES FOR PERSONNEL DECISIONS: REAPPOINTMENT, CONTINUING APPOINTMENT AND PROMOTION FOR ADJUNCT FACULTY MEMBERS (ARTICLE 32) Timetables as set out in Article 32 of the Collective Agreement between QUFA and the University respecting Reappointment, Continuing Appointment and Promotion. Reappointment, Continuing Appointment and Promotion procedures shall be in accordance with the principles of Article 24 (see 32.2.1). In the cases of Members in Term Adjunct appointments, applications for Continuing Adjunct and Promotion to the rank of Adjunct Associate Professor shall proceed together (see 32.2.3.2). In these processes, time is of the essence. Accordingly, careful planning should be done to ensure that the timelines are met. Please note that these decisions are grievable, and that all the processes leading to decisions on Reappointment, Continuing Appointment and Promotion should reflect and adhere to both the spirit and the letter of the Collective Agreement. Deadline Item Item Complete Reappointments January 1st 32.1.3.1 The Unit Head shall inform all Term Adjunct faculty Members eligible for reappointment pursuant to Article 32.1.2 in writing of their eligibility to be considered for reappointment, no later than January 1 of their final or third year of appointment. At that time the Unit Head shall also advise the Member that she/he may submit relevant material for consideration by the Renewal/Tenure/Promotion Committee, including student evaluations, course outlines, material from colleagues or other referees, and materials relevant to the issue of the courses or services within the Unit that the Member is demonstrably qualified to teach or provide (in addition to those courses and services for which the Member had been appointed in the Unit in the past). February 1st 32.1.3.2 By February 1, a Member notified under Article 32.1.3.1, must indicate to the Unit Head in writing that he/she will consider a new term of appointment, and submit any materials pursuant to Article 32.1.3.1 that he/she wishes considered by the Renewal/Tenure/Promotion Committee. Office of the University Advisor on Equity Page 1 PROCEDURES FOR PERSONNEL DECISIONS: REAPPOINTMENT, CONTINUING APPOINTMENT AND PROMOTION FOR ADJUNCT FACULTY MEMBERS (ARTICLE 32) 32.1.3.3 As soon as practicable after February 1, the Unit Head shall (a) inform the Renewal/Tenure/Promotion Committee, as defined in Article 30.2, of the Member's application for reappointment; (b) make available to the Renewal/Tenure/Promotion Committee the Member's Official File (including Annual Reports and teaching evaluations); and (c) make available to the Renewal/Tenure/Promotion Committee the Member’s materials submitted pursuant to Article 32.1.3.1. 24.2.1 Persons chosen to serve on Appointments Committees for Faculty, Librarian or Archivist positions, or on Personnel (Renewal/ Reappointment, Tenure/Continuing Appointment and Promotion) Committees, may only carry out such functions after successfully completing a familiarization and training workshop which shall cover the principles, objectives, recent history, best practices, and rules and institutional expectations with respect to employment equity. 24.2.2 Persons with [Employment Equity Representative] responsibility will require training in excess of that foreseen in 24.2.1 unless waved by the parties. March 15th 32.1.3.5 If the Renewal/Tenure/Promotion Committee is satisfied that the Member has a record of good teaching and satisfactory performance of assigned duties, the Committee shall recommend reappointment to the Unit Head and indicate to the Unit Head by March 15 the courses and services the Member is demonstrably qualified to offer in the Unit. Office of the University Advisor on Equity Page 2 PROCEDURES FOR PERSONNEL DECISIONS: REAPPOINTMENT, CONTINUING APPOINTMENT AND PROMOTION FOR ADJUNCT FACULTY MEMBERS (ARTICLE 32) May 1st 32.1.3.8 In the case of a positive recommendation from the Committee and the Unit Head (if applicable), the Dean shall reappoint the Member as soon as possible and no later than May 1. The appointment letter shall state the terms of the reappointment, specifying the length of appointment in accordance with Article 32.1.2.1 or Article 32.1.2.2 and the duties for the first year of the appointment, and it shall give an indication of expected duties for subsequent years, if applicable. 32.1.3.9 In the case of a negative recommendation, the Dean shall inform the Member in writing of the decision, with reasons, as soon as possible and no later than May 1. Office of the University Advisor on Equity Page 3 PROCEDURES FOR PERSONNEL DECISIONS: REAPPOINTMENT, CONTINUING APPOINTMENT AND PROMOTION FOR ADJUNCT FACULTY MEMBERS (ARTICLE 32) Continuing Appointments May 1st 32.4.1 By May 1 all Members eligible for a Continuing Adjunct appointment shall be informed in writing of their eligibility by the Unit Head. The Unit Head shall also notify all Members of the Unit of Promotion deadlines for the coming year. If the Unit Head uses email to notify the Member, it shall be followed up by a letter. In addition, the Unit Head must continue to follow up his/her communications if he/she fails to receive a response from the Member concerning his/her application. 32.4.2 By May 1 a notice shall be placed in the Queen’s Gazette by the Office of the Vice-Principal (Academic) announcing a September 1 deadline for applications for Continuing appointment or Promotion and referring to the procedures in Article 30. May 15th 32.4.2 By May 15 the Unit Head shall provide written notification of this announcement to all Members within the Unit. July 1st 32.4.3 By July 1 the Member must notify the Unit Head of her/his intention to apply for Continuing Adjunct appointment and/or Promotion. 32.5.1 Members applying for Continuing Adjunct appointments and/or Promotion shall be governed by the provisions of Article 30.8 through 30.15.7 (as applicable).
