Announcements
- New Assistant Principal at MRHS, Ms. Stephanie Westlowski
- Mr. Eirich has taken a position at FSU and will be leaving Westmar Middle School as Principal
- There are two new student rentals on Bowery Street this fall
- Students are starting to move back—football begins this week
- FCC in the news on Thursday, August 13th Cumberland Times-News article, “Frostburg Coalition receives DFC
Report.”
- Frostburg Police Department is experiencing staffing issues for officers.
- Chief Douty is celebrating his 39th Homecoming this October.
- FSU Police is hiring officers
- Bowery and Center Streets have had blacktop patching and new bike lanes.
- The house fire in early August at a student rental property was a total loss. At least 2 of the 3 residents are FSU
students.
II.
National Coalition Academy: DFC Required Products
1.) New Mission and Vision
Vision: We seek to reduce youth (ages 12-17) use and access to alcohol and marijuana and decrease the
incidence of binge drinking and marijuana use among young adults (ages 18-25) by empowering proactive
and supportive behavior by the Frostburg, Maryland community.
Mission: Our mission is to decrease youth and young adult harms and increase the awareness of those
harms associated with alcohol and marijuana use within the Frostburg, Maryland Community.
2.) New Long-term Objectives
Alcohol:
Decrease the 30-day use rate of alcohol among Mountain Ridge High School students by 20% as
measured by The Real Deal in the Spring of 2019 and decrease the 30-day binge drinking rate among
Frostburg State University students by 20% as measured by the CORE Survey in Spring 2019.
Baseline: MRHS 35% (avg. 2012-2015, The Real Deal) | FSU 43.5% (2009, CORE)
GOAL: MRHS 28% | FSU 34.8%
Marijuana:
Decrease the 30-day use rate of marijuana among Mountain Ridge High School students
by 20% as measured by The Real Deal in the Spring of 2019 and decrease the annual use
rate among Frostburg State University students by 20% as measured by the Core survey
in Spring 2019.
Baseline: MRHS 30% (Avg. 2014-2015, The Real Deal) | FSU 25% (2012, CORE)
GOAL: MRHS 24% |FSU 20%
**Westmar Middle School and Mt. Savage Middle School 30-day marijuana use data will be captured this year via The Real Deal.

**Jesse recommended modifying the survey instrument in the objectives from The Real Deal to the Youth
Risk Behavior Survey (YRBS) due to validity concerns.
3.) Short-term Goals
DFC Goal One: Increase Community Collaboration
- Objective 1: By September 2016, increase community awareness of harms associated with youth
substance abuse among 12-18 year olds in Frostburg, Maryland by an additional 10% as measured by a
community awareness assessment.
- Objective 2: By September 2016, increase community awareness of the consequences of hosting
underage alcohol parties among youth ages 12-18 by an additional 10% as measured by a community
awareness assessment.
DFC Goal Two: Reduce Youth Substance Abuse
- Objective 1: By fall 2016, decrease the 30-day alcohol consumption rate among 12-18 year olds by 10%
as measured by The Real Deal program.
- Objective 2: By September 2016, increase the number of staff at alcohol establishments that are TIPS
Trained by 10% as measured by the Cooperating Alcohol Agreement.
- Objective 3: By fall 2016, decrease the 30-day marijuana usage rate among 12-18 year olds by 10% as
measured by The Real Deal program.

- Workgroup 6/26/2015—Workgroup members attended a meeting to plan strategies for the upcoming academic
year. Here are some highlights of the meeting.

◦ Very Small implementation budget for FY 2016.
◦ Two full-time staff committed to doing the work.
◦ Many strategies are implemented with little to no funding.
o Updates
◦ Community Awareness Assessment has been updated.
◦ CAA Renewals beginning in August.
◦ TIPS Training for Safe Ride Drivers.
◦ The university TIPS program has been added to the Strategic plan.
◦ Recommendation to partner with the BURG students to offer the Bacchus Maneuver training
with the TIPS program.
◦ Add PWH pledge cards to the Strategic Plan.
◦ bWell substance free housing at FSU.
◦ Develop an educational brochure on marijuana usage.
◦ Identify other events in addition to athletic events to engage different and more parents.
◦ GIS Mapping System as a hot spot map to share with potential renters.
◦ AlcoholEdu for middle schools—too expensive. Jeff discussed utilizing another program, “ECheck-up” as an option to replace AlcoholEdu. This option will be explored further.
◦ City Property Manager Meeting each January.
o Other thoughts
◦ It is sometimes difficult to manage subgroups when you are working with several and they all
meet at the same time during the coalition meetings.
◦ How do we reach more parents? Can we utilize the real life examples to shape our own
messaging campaigns? Jesse shared two events that occurred in the community regarding teen
alcohol use. Julie Miller discussed the possibility of putting flyers in liquor stores for inside of
bags about supplying alcohol to minors. The parent mailer to middle and high school parents
was discussed. Mr. Morgan agreed to provide FCC with a mailing list of parents as well as school
messenger via email. Our MSPF funders created a video about parental hosting that will be
posted to our website.
Messaging Subcommittee 7/14/2015—this subcommittee met to plan all upcoming media campaigns for the
academic year. Here are some highlights of the meeting.
o Move-in Materials for student renters
◦ Brochures for “Off Campus Living”. Don Gaster requested a few more for his tenants.
◦ The FCC staff will seek support/partnership with additional property managers.
◦ Two existing opportunities: City’s January property manager meeting and the Off-Campus
Housing Fair in February.
◦ The off-campus housing website is an underused, valuable tool that needs some promotion.
o High School and Middle School Campaigns

◦ High and Middle Schools will display the same campaigns
Tentative schedule:
First middle and high school campaign of the year!
Mr. Morgan announced that the SADD group does a Red
Ribbon Week promotion and could potentially partner
with their advisor Ms. Martin for the campaign.
o
FSU Campaigns
◦ Each campaign produced will be branded, “Reality Check”
◦ The committee discussed the possibility of implementing a “Double Fines” campaign during selected
high-risk peak drinking periods for college students. Although it would need prior approval from the
University Administration, ideal selected dates to enforce double fines of University Sanctions for
alcohol violations include Homecoming at FSU, Halloween, Shamrock Shuffle, and Unrecognized
“Greek” Week.
◦ Other ideas for FSU campaigns include:
• Driving under the influence of marijuana
• Toxins in marijuana
• Why not give it up now?
• Do you trust this guy? (Your drug dealer)

Parent Mailer
◦ Members like the idea of a postcard campaign for parents of middle and high school students that
provided helpful tips about marijuana use. Community Anti-Drug Coalitions of America (CADCA) has a
parent toolkit that utilizes a “toolbox” themed series of six postcards. The members decided this was a
great resource to use for our schools. Here is an example of the postcards.
o
Radio Ads
◦ Ads run from August 17 – September 13 on Q.94 FM
◦ Don Gaster recorded a new ad about responsible tenant behavior. This ad will be played in rotation
with 3 other ads from spring. Listen for them!
CAA Partner Campaigns
◦ This year, each business that signs our Cooperating Alcohol Agreement will receive TIPS Training
posters to display in their backrooms that are filled with helpful hints and tips for employees that
sell and serve alcohol. Here are some examples.

◦ The first of two billboards for the academic year has been selected for November 30-December 27.
◦ The billboard location has been identified on Rt. 40, westbound, below McDonalds.
◦ The messaging subcommittee is open to ideas for a topic/design of the billboard.
