,'m appearing before the state board today because there are several emergencies that have surfaced
in Newark. The state has controlled the district for over 15 years. DOE has failed to monitor and/or
correct any of the problems that were the reasons for the take-over in the first place. The state board has
failed to hold anyone accountable for the continued waste and decline in services to the children of
Newark. I am asking for a full investigation into the practices that are being used in Newark.
The condition of the Special Education Department has caused me to file several complaints with
the state and federal departments of education. The problem is that the state is in control of Newark and
in filing a complaint ,'m talking to the entity that created the problem. The state can't police itself. Of
course, now you would like to return Newark to local control because you realize the mess you have
created and the money you have misspent. In the beginning there were about 27 managers and
the state took control and put over 400 people to cover those same positions. Then every year including
this year DOE hires all these consultants who don't know the education field at all to tell us what we
need to do better. To date not one of the plans or programs have improved the education of the children
of Newark. We have a special needs schoo', AVC, Dr. Janey is trying to close. The 300 students of AVC
will be lost if they are forced into the regular high schools. The current plan Dr. Janey has hired a
firm to redo the students IEP's to fit the schools he wants to sent them to. The school shut-down plan does
not include any input from the parents, students or staff. NClB requires that all stakeholders have the
right to be included in the process. The children of AVC have many medical needs, Some students don't
have all there limbs, some have medical bags that have to be checked during the day and other crisises
that may arise. Special handling of these students is needed at all times. I'm requesting that you board
members come to AVC and see the special school and the career shops we have that enhance the lives of
our children. Parents took time to select the best environment for there students and safety is a very
serious concern as Dr. Janey tries to force our children from this building.
Newark has ended almost all of our out-of-district placements because of money. The district still
fails to educate these students. The services the children were receiving at the out-of-district school aren't
even being given to the students now. The state is violating the special ed. law by not following the
students IEP. Students that are to have personal aides don't have them; students in need of speech,
physical and occupational therapy are getting the recommended amount of sessions they need. The
district also returned the out-of-district students to the regular Pre k to 12 program. The special needs
child went back into these schools and the student nor the teacher have any support systems. The needs
of the students aren't being addressed and there education is suffering gravely because DOE allows these
infractions to go on. DOE allowed our autistic children to come back in-district and we had

no autistic certified teachers. Would you allow this to happen to your child? We have improved the
program this year but look at the harm you did by allowing these students to go without services for the
last 5 years.
Lastly, today I want to know what the board has done with the stimulus dollars that have
come into the state and into Newark. Newark received 25 Million in Title I funds 200 Million in
equalization aide and at least another 150 Million in other areas. ( See attached) The state board has
allowed over 6,000 lay-off notices to be sent out in Newark and there is no reason. When will you get rid
of all the consultants that aren't improving education? When will you stop paying bonus checks to the Dr.
Janey who hasn't improved anything in Newark except his friends are making money off the backs of our
children. I have a lot more to give you but let's start with this and see if you can finally help the students

This morning the Newark Public Schools H.R. Dept. held a Principals Meeting. At this meeting
the following information was distributed; A) all 1,332 civil service employees will receive a
"General Notice of Layoff or Demotion" effective June 30, 2010, B) all 2,800 non-instructional
staff are to receive the same notice forty five days before the layoff (May 1 t\) C) the NPS is
eliminating 262 non-instructional positions, and D) all non-tenured staff are to receive a hand
delivered notice from their principal, prior to May 15th, which they are to sign off on as
received, as they would a pay stub.
Please know that we are currently reviewing this information for legal accuracy. There is no
need to panic, we will issue a more composed and detailed response to this action shortly. Feel
free to call the union at any time with your questions or concerns.
