20/09/05CGMT office vide letter no. WLF/TECH SCHOLARSHIP/2004-2005/6 dated
15-09-05 and in continuation to letter of 18-09-05 circulated guidelines/instructions for
award of departmental scholarship for technical/non technical education to the children
of BSNL employee during the year 2004/05.
20/09/05 CGMT vide letter no R&E/R8/JAO/RLG/PB/II dated 15-09-05 circulated the
BSNL letter no 4-50/2004/SEA BSNL dated 12 Aug,05 asked applications regarding
internal competition examination for recruitment as per BSNL JAO recruitment rules.
12/09/05 The Circle Office vide letter number STAFF/E6/JTO/CGL/9699/18 dated 1808-09 circulated the circle gradation list for the JTO's having recruitment year 19961999. The JTO's to check up the same at head of SSA Office. Concerned JTO may report
if their is any discrepancy up to 30-09-05 to circle office and copy to circle secretary for
follow up 12-09-05. The Circle Executive Committee meet at Ludhiana on 10-09-05. The
same was represented by all District (SSA's) except Pathankot and RTPC. The decision
taken after deliberations were:(1) Agenda to be given to circle office decided.
(2) Circle Conference would be held attentively by first four nights of NOV 05. SSA's to
go for delegation and clearance of Circle funds up to OCT 05. Delegation fees decided as
Rs 200 per delegate and Rs 500 as SSA fund.
(3) Regarding on going protest : Matter under consideration and will be conveyed in due
course.
07/09/05 The CGMT Punjab vide letter number STAFF/IF/E1/JAG/0405/7 dated 0209-05 promoted STS officers of accounts and finance service to JAG for a period of 89
days. Smt Charu Narang DGM (F), CMTS Chandigarh, Sh. Sandeep Sandhu DGM
(F) Amritsar, Sh Deepak Kumar DGM (F) Ludhiana have been benefited with effect
from 29-08-05.
05/09/05 The response to today's protest at Circle Office, head of SSA office was very
much encouraging. We are to further intensify it to get the demands accepted. Next round
of protest will held on 15-09-05 during lunch hour at Circle Office Chandigarh followed
by Dharna at Circle Office on 16-09-05. From 19-09-05 onward work according to rule
and non cooperation with the administration at all levels will start indefinitely.
05/09/05 (1) The emergent Circle Executive Committee (CEC) meeting will be held on
10-09-05 at 1100 hours at MATARANI building Ludhiana. The new agenda to be
submitted to circle office will be finalized the holding of circle conference will be
decided along with the outcome of informal meeting held with CGM on 01-09-05. The
ongoing united forum protest will also be discussed. All circle office bearers, district
secretary, and branch secretary will attend the meeting. The organizing secretary north is
requested to attend the emergent CEC meeting.
(2) The AIBSNLEA had an informal meeting with CGMT on 01-09-05. The same was
attended by Organizing Secretary, President, District Secretary Chandigarh and
Circle Secretary Punjab. The deliberation in the meeting will be a part of emergent
CEC.
05/09/05 The executives of AIBSNLEA and SNEA will stage protest during lunch hours
at CGM office and head of SSA office in Punjab to press the management to agree to the
demands circulated on 17-08-05. All executives are requested to take part in the
protest.
02/09/05 The Circle Secretary Punjab attended a general body meeting of moga branch in
ferozpur SSA. The elections were also conducted in the presence of District Secretary at
president ferozpur. Sh Paramjit Singh was elected as president and Sh Jaswinder Singh as
branch secretary of moga. The district secretary estimated that branch formations in other
parts of ferozpur will be completed with in a week time.

JAO/ PB/ XI/ 14 dated 16-8-05 made 18 local officiating arrangements in the cadre of
JAO for 179 days. We congratulate them all.
27/08/05 The CGMT Punjab vide letter dated 27-08-05 invited Circle Secretary for
discussion on the agenda submitted in JUNE 2005.
The Circle Secretary along with President, Organizing Secretary and District
Secretary of Chandigarh would take part on 01-09-05 at Chandigarh
24/08/05 CGMT Punjab issued a circular WLS/Technical scholarship 2004/2005 dated
18-08-05 for award for departmental scholarship for technical/non-technical education to
the children BSNL employees during the year 2004/2005. The last date for receipt of
application form is 20-10-05.
23/08/05 United Forum of executive comprised of AIBSNLEA and SNEA has a
meeting with Director HRD Sh. Narnjan Singh at Chandigarh Circle Office. Among
other issues promotion policy, grant of perks, holding DPC for executives against unfilled
post, non responsive circle administration, look after JAG, migration of customers
towards other private operations along with promotional avenues in Civil engineer,
Electrical engineer PS cadre were discussed.
The Director assured that with in one month promotion policy, perks, holding DPC,
clarification in JAG, delegation of power to CGM to create JTO/SDE post would be
decided. He also intimated that uniform transfer policy for all disciples and WLL/GSM
policy for executive is under active consideration and will be made public shortly.
The associations were represented by Sh. Amarjit Singh (Circle Secretary) and Sh.
Walia (President Of SNEA), AIBSNLEA was represented by AK Khanna and
Kamlesh Dhadwal (Distt Secretary Chd.). There is no change in our protest to be hold

22/08/05 Sh. Rajinder Kumar (DEP Ludhiana) lost his Wife on 22.08.05. May her
Soul Rest In Peace.
18/08/05 AIBSNLEA took an initiative, followed by a joint meeting of SNEA with
CGMT on 03-08-05. The case for giving irregular promotions from ADET's to DET
was taken up. Although CGMT assured examination and corrective action, yet he
showed stubborn attitude accordingly case decision was taken up with Director (HRD)
who through Sr. DDG got the orders released by Circle office setting aside vide letter
STAFF/GG3/OFFG/65/II dated 18-08-05.
17/08/05 AIBSNLEA along with SNEA under the banner of United Form of executive
served a notice to the CGMT Punjab regarding unresolved issues discussed with him
27-06-05.
Demands: delay in planning and reviving plans, posts not included for value added
services, internet etc for local officiating not filling all vacant posts for SDE and DE
officiating, distribution towards promoted officers and awarding promotions of ADET
illegally, WLL/Cellular to be given to all, not interesting enquiry against security agency
etc. and no plan to check revenue loss in the Circle. There would be protest during lunch
hour on 05-09-05 before CGMT/GMT Offices details being dispatched to District

session of Haryana Circle at Hissar. It was largely attended conference and open session.

06/08/05 The Circle Secretary attended a general body meeting of ferozpur SSA. It was
a big gathering as JTO's/SDO's in large numbers joined our association. We
WELCOME them.
03/08/05 The Circle Secretary and District Secretary meet CGMT and protested
against the move of the Punjab circle to give officiating arrangement as STS to ADET,
which is volatize of rules. The ruling in this connection was also made over. Also
protested the move of head of circle to issue orders to give look after arrangements to
ADET.The CGMT assured to look into the matter and action accordingly.
02/08/05 (1). The date of absorption in BSNL for GRP A has been again extended to
31-08-05.
2. The CGMT Punjab released orders for promotion on local officiating basis and
transfer/posting in the cadre of TES GRP B from JTO.
The Affected Persons being:-(1) Sh. SUKHBIR SINGH from JALANDHAR to RAJPURA.
(2) Sh.HARISH CHANDRA, Sh.RANJEEV KUMAR, Sh.CM CHOPRA,
Sh.RAMAN TREHAN, Sh. TEJINDER SINGH have been retained at JALANDHAR
where as Sh. HARJOT SINGH retained at PATIALA and Sh. GURDEV SINGH at
CIRCLE OFFICE. Sh YASHPAL SINGH got LUDHIANA from JALANDHAR.
These orders are affective from 01-08-05 or the date of assumption of charge.
29/07/05 Retention of CDA pay scale by the absorbed executive till their promotion or
superanniuation which ever is earlier. This benefit is not allowed to the executive
promoted from "GRP C" cadres.
(A) This case has since been taken up at CSQ level and matter is under process.
(B) The CWC was attended was attended by the CIRCLE SECRETARY only at
BHOPAL for 25-07-05 and 26-07-05. The same was in a grand manner.
22/07/05 Efforts are being made to convey the feelings of the member at Bhopal.
22/07/05 The circle office has called the options from the 28 eligible JTOs for
consideration for posting in the SSAs as the officiating SDEs. The letter has been
