Sub: Officiating in the grade of SDE (Telecom.) – Reg.

It is proposed to fill up the vacancies in the post of SDE
(Telecom.) by local officiating to the extent of requirement and in accordance
with the guidelines contained in BSNL Corporate Office letter No. 19-27/2002
dated 15.4.2004. Accordingly, options are hereby called for from among the
JTOs of Tamilnadu Circle whose year of recruitment is 1998 or earlier with the
following conditions. ( ST officers of 1999 Y.O.R.who have completed 3 years of
service may also opt) . Details of vacancies available in the SSAs/Units are
given in the Annexure.
1 Heads of SSA/Units may collect 3 options of stations from each JTO in
the order of priority. The officiating postings will be decided as per the 3
options, as far as practicable and in case of non-availability of any of the
options, he/she is likely to be posted to any other station.
2. Officiating posting to stations other than the present headquarters will
be done by transferring the JTOs in the same cadre to the new station and
then giving the officiating promotion in that station. JTOs who undergo
such transfers to the new station will have to stay in the new station at
least for 2 years before seeking any transfer.
3. JTOs while giving options should clearly indicate whether they would
like to be considered for posting to any station other than the options
given by them or they would like to be skipped. In case no option is
given, administration will have the discretion to either transfer or retain
the officer as per administrative requirement and this will be binding on
the officer.

---2--4. The consideration, as far as practical, will be on seniority-cum-fitness
basis. However, for specific administrative requirements, discretion will lie
with the administration.

Consolidated
options may be sent to this office by the SSA
Administration strictly in the following MS Excel format as “JTO
optionXXX.xls” through Intranet to the folder
“circleoffice/staff” on
or before 05/11/2005.

6. Options received direct will not be considered at any cost.
7. JTOs who had earlier opted to skip may also exercise their options, if
desired.
8. JTOs who have declined promotion, either regular or officiating, during
the last I year are not eligible to opt now.
9. A hard copy of the consolidated options may also be despatched to this
office for record.
SSA/Unit Heads are requested to kindly adhere to the above
schedule so as to enable this office to finalise the officiating promotion
at the earliest.
