III. Justification This residency module is based upon the precepts of M. Scott Norton who contends in his text, Human Resources Administration for Educational Leaders (2008), that every school leader is, to one degree or another, a human resources administrator. Further, this module is designed to address the concept that human resources administration is a shared responsibility between district and local school leaders, with the focus of human resource management becoming divergent into two directions: toward the local school where emphasis must be placed on increased student academic achievement within a school, and toward the district level, where the emphasis is on increased academic performance in all schools. Recognizing the importance of practice in skill and content acquisition, activities have been developed to afford the candidate a gateway to experience real world human resource administration at either the local or district level.
