III. Justification This module is an overview of resource management focusing on school finance and budgeting, emphasizing the responsibilities of principals and others at the building and district level, and examining the issues of finance and budgeting integrated with instructional issues and considerations of teaching and learning. The module examines the basic conceptual issues in school finance including the sources of funding for local schools; the basis of fiscal federalism; and different conceptions of equity. It also includes the major programs of federal and state funding and introduces budgets, the budgeting process, and the variances from state to state and district to district.
