BED’s April 2007 Report

BED Energy Efficiency Highlights
Large Commercial services
 BED Energy Services hosted a learning session with VGS Energy Services technical staff to
review DOE’s new energy modeling software, eQuest. It was quite informative in showing
the strong and weak points of this software, which is freeware and was developed with public
monies. We are also looking at a Trane product called System Analyzer.
 Staff attended an all-day Pneumatic & DDC (direct digital control) Controls Workshop in
Montpelier hosted by Vermont State Buildings.
 ASHRAE – Attended monthly ASHRAE chapter meeting where a walking tour of the IBM –
Essex chillers, high temperature boilers, and central control room. This is truly a city within
the Village of Essex Jct., with a Peak Demand Load on par with the entire city of Burlington.
Also, congratulations to Ron Lafountain of BED who was elected for the treasurer’s position
and a seat on the Board of Governors Committee.
 AFE – Attended a monthly AFE chapter meeting where a formal presentation of a relatively
new frictionless compressor technology was presented.
 Champlain College – Continue to work with this customer to implement the chiller plant
piping rearrangement project which will limit operation of primary chilled water pump to
only hours when the chiller operating. BED has offered a financial incentive for this project.
We also continue to work with this customer to retrofit a liquid pressure amplification system
to an existing chiller. These projects will be completed later this spring.
 Hinds Building – Continue to work with the project team to develop the conceptual
efficiency and conservation features of this block development project. A ground source heat
pump (GSHP) system has been considered but most likely will not be incorporated due to
uncertainty of the geology at the project sight.
 UVM – various projects – Met with customer to go over outstanding information for over 40
projects throughout the campus where efficiency rebates may be available from BED.
Continue to work with customer to finalize these rebates. Several projects have been
completed and many are in progress and expected to be completed this year.
 UVM – PFG (Sports Complex) - A walk through lighting survey was conducted of the eight
racquetball courts and two squash courts for the proposed energy efficient lighting upgrade at
the request of UVM Physical Plant department. A complete fixture replacement
design/retrofit and cost benefit analysis will follow.
 Fletcher Allen Health Care – Air Handler Cleaning Savings – At the request of Facilities,
assisted them in determining the potential electrical savings gained by cleaning the McClure
air handlers. Based on drive speed reduction in (3) 125hp fans, annual savings were
estimated at over $50,000.
o FAHC (UHC Campus) – The lighting retrofit for replacing existing T8 ballast and lamps to
“super” T8 ballast and lamps of Phase II is now complete. The phase included a total of 479
fluorescent fixtures to be retrofitted. An inspection of the work was completed and the rebate
amount was processed for payment.
 City Market – They are still pursuing their planned energy savings measures. During the first
week or so of May, they hope to be installing an innovative GE Lexan glass-coating product
which is said to completely eliminate the need for door and frame heaters in their reach-in
coolers and freezers. The trial installation is planned on 7 doors, to see how the system
performs.








Burlington Free Press – Building control system upgrade: Attended a second audit with
VGS. The purpose is to determine potential gas savings gained by upgrading their pneumatic
temperature control system to a modern DDC system. Some duct temperature data may need
to be gathered to help determine potential savings, and thus sell the project to their corporate
headquarters.
Burlington High School - Kilawatt / Hallam Contract - Attended a meeting between Hallam
and the Burlington School District involving status updates on action items for BHS
efficiency improvements.
Rhino Foods – Delivered an audit report to the customer after a walk through. They have
determined that they are interested in moving ahead with some improvements; the first focus
being a compressed air system upgrade.
Mater Christi – Attended a meeting at the school with VGS, involving replacement of one of
their electric gym heaters, which has just failed. They are looking into the possibility of
replacing it with a natural gas fired unit. Also did an analysis of electrical savings to replace
their gym lighting (400W metal halide) with T5 high bays. The lighting levels in the gym are
marginal now, at best. We will be completing a general audit of their two buildings, in
conjunction with VGS, at the end of April.
Wyndham / Hilton Renovation – We have been working with the HVAC contractor to gather
sufficient paperwork and background to complete the rebate process related to several energy
savings measures that were implemented. The mechanical portions of the project have been
installed, and are up and running. We are also working with the local project manager on
finalizing their lighting plans to ensure compliance with the VT Energy Efficiency Code.
Some last minute changes will be required in their design.
Lake Champlain Chocolates – 750 Pine St. – We are working with the owner and contractors
as they address some cooling issues in their production area. Some changes must be made to
ensure adequate cooling of the area, so that the product quality is not compromised. A
meeting is scheduled on-site at the end of April.
Fortieth Burlington LLC – The BED rebate agreement for the proposed installation of several
occupancy motion sensors to control all the lighting through most of the Building #21 was
signed. The project is presently in-progress. The three electric heat duct coils serving 9,000
square feet of office space proposed to be removed with steam heat coils piped from the main
boiler is now in-progress. A BED rebate agreement for this EEM was singed and is
scheduled to be completed in two weeks.
General Dynamics – the electric re-heat coil from the air to air heat pump was removed and
replaced by piping steam to a fan coil to heat an office area of the General Dynamics 4th
floor. In addition, this three-ton air to air heat pump was replaced with a high efficient twoton Carrier rooftop a/c unit to cool the same space. The project was inspected and the rebate
was processed for payment.
Smaller Commercial Services
 Visited the Champlain College Carriage House mechanical room with VGS staff to assess
the location as a beta demonstration site for a”FreeWatt Climate Systems micro CHP”. This
micro CHP is the type inspected last month in MA by BED and VGS.
 St Josephs Parish – Met with this customer to review various lighting energy efficiency
measures that would reduce their annual electric cost. Several 100- 500-watt incandescent
lamps are currently installed in the church that could be replaced with energy efficient lamps.





A test run is expected to be completed in the next few months which will help this customer
to decide which proposed energy efficiency measure works best for operating cost reduction
and aesthetics.
Select Design - BED monitored their air compressor system for one week in preparation for
possible upgrade of two 10hp compressors to one 20hp variable drive compressor. We have
supplied them with an estimated savings and rebate if they choose to upgrade the system,
including the addition of a new air receiver.
Adriana’s Restaurant – A meeting with the owner and P.F. Bailey Associates was conducted
to take a look at the existing 50-ton chiller. A BED rebate agreement was prepared and
signed by both parties for the installation of the new high efficient 50-ton A/C chiller as a
retrofit EEM. The rebate has been processed for payment.
First Unitarian Society – Installed the Ideal meter to the elevator for four days and the main
supply service electrical panel as part of demand study analysis to try and help them control
or limit their demand usage which has been increasing over the past year. The results of the
tests were e-mailed to the facility manager along with suggestions on how to reduce their
kW.
Worked with Everyday Bookstore to find reason for high electrical consumption. Found
large A/C unit on due to misadjusted thermostat. Store was being heated and cooled
simultaneously.
Worked with Metering to arrange for meter pulse output connection for Draker Solar Design
load monitoring system at 22 North Street.
New Construction/Equipment Replacement Services
 Lund Family Center Expansion – Assisted the center in getting support from VGS to visit
and evaluate the building's envelope. The idea is to target any wall / roof areas that could
benefit from additional sealing / insulating before the open portions of the envelope are
buttoned up. Jeremy King, of VGS, did an excellent job of pinpointing problem areas and
explaining the best actions to take.
 Dealer.COM – Attended one of the initial meetings with the design and construction team for
444 Pine St. North. Had a chance to summarize BED's responsibilities with energy code
compliance, and the role we play in supplying rebates for energy savings measures. We also
emphasized the importance of commissioning to ensure the building systems work properly,
and interact smoothly as a whole.
 Westlake Marriott Hospitality –The final inspection was completed and a BED rebate
agreement was signed by both parties. The rebate was processed for payment.
 Merrill Lynch – A Vermont Energy Guideline code compliance review was completed and a
DPW approval memo was e-mailed to all city building inspectors and the project manager of
the fit-up new construction project. The proposed lighting design has been analyzed for
possible energy savings that exceed beyond the Vermont Energy Guideline compliance
codes.
 Hope Lodge – Continue to work with this customer on this LEED-NC project. This project is
currently under construction and is expected to be completed this summer.
 Continued to work with the project team for the 31-unit co-housing project located at 166
East Ave. Construction has begun and insulation work is almost completed. The presheetrock inspection found that the insulation and air sealing work is being well done.




354 Manhattan Dr 15-units by Rouille Construction. Final inspections will be completed in
early may 2007
72 Cherry Street BHA Transitional Housing – Construction is well underway. Insulation and
air sealing work was completed by CVWS.
Completed the final inspection of new homes at 167 and 168 Venus Ave and 21 Crowley
Street.
The following projects remain in the Planning & Zoning approval process and we have been
in contact with each regarding energy code compliance and BED\VGS efficiency services:
South Cove Road 8-lot subdivision; 25 unit building at 181-187 St Paul Street; 1162 North
Ave 5-units; 237 North Ave 25 units and 40 seat café; 207 Riverside 2-units, Ice’s 50 unit
project at 114 College Street, 8 units at 361 Pearl Street, 12 units 131 Battery St. Cornell, 7
units at 168 Pine St. and 20 units at 88 King St.
Efficient Retail Products
 Advised 5 walk-in customers on compact fluorescent lamp applications.
 Clothes Washers rebates for 2007 – 21
 Screw-in CFL rebates for 2007 –4,735
 Compact fluorescent Hardwired fixture rebates (including floor and table lamps) for 2007 46
 Residential screw-in CFL’s leased through Smartlight for 2007 – 41
 Commercial screw-in CFL’s leased through Smartlight for 2007 –278
 ENERGY STAR and CEE Tier 1 incentives for refrigerators, window AC units and
dehumidifiers will begin over the next few months.
Existing Residential Buildings
 Since Jan 1, 2007, 2 electric space heat conversions have been completed.
 Since Jan 1, 2007, 18 electric hot water conversions have been completed.
 Since Jan 1, 2007, 4 high efficiency\ECM motor ENERGY STAR furnaces have been
installed.
 Since Jan 1, 2007, 0 ENERGY STAR Central AC systems have been installed.
 Since Jan 1, 2007, CVWS has submitted invoices for 9 completed projects
 BED continues to promote the LISF program to customers to increase participation.
 Working with five customers that are planning to switch to gas domestic hot water systems.
 Multi-Family Apartments Program – Administrator worked with Finance to create a new
project number for the program and worked with ES staff distributing bulbs to the first of
many landlord requests.
 Completed high consumption cases for 15 customers. Found various loads such as electric
space heaters, dehumidifiers in damp places or freezers in unheated spaces.
 BED and EVT now offer $100 toward replacing electric clothes dryers with natural gas units.
Also, new incentives for replacing older existing refrigerators with ENERGY STAR units
($150 for rental apartments and $100 for owner occupied).
 Champlain Valley Weatherization Service has completed 25 low-income weatherization
projects so far in 2007 and has requested billing history data on 18 additional accounts. We
processed 15 completions this month.
Communications & Public Relations
 Burlington Business Association – Staff attended the Annual BBA dinner at the Wyndham.
 BED hosted the Vermont Council on World Affairs group. Staff presentations were given on
power supply and energy efficiency services along with tours of the wind turbine and McNeil
Plant.
Load Response Program
 BED / ISO New England Demand Response Program – EnerNOC, our partner in delivering
the ISO NE Demand Response Program to our customers, is now actively obtaining signed
contracts from our major electrical users (FAHC, UVM, Verizon, 128 Lakeside Avenue
properties and DPW Water Division). After setting up appointment with these major players,
BED’s Commercial Energy Services Engineer spent three days this month traveling with
EnerNOC to the customers to outline the program and explain its direct benefits to them.
BED's support has made EnerNOC's efforts much more effective, and we have had a very
good response. We are now focusing on the Tier 2 customers, the effort being to line up
another series of customer visits sometime early in May. The goal is to have 5 MW under
contract by June 15th in time for the beginning of BED’s peak season.
