BED Energy Efficiency Highlights
Large Commercial Services
 EVT Energy Saving Tools / Training at BED – Jake arranged two training sessions at BED
for several of EVT’s excel-based energy savings calculation tools. These included: Lighting
Power Density Savings Tool, Lighting Renovation Savings Tool, Air Compressor Upgrade
Savings Tool, and Refrigeration Upgrade Savings Tool. BED will continue to coordinate our
project efforts with EVT to ensure both of our savings and database processes remain
consistent.
 EVT Power Monitoring Training – Jake arranged for EVT to visit BED’s Energy Services to
familiarize us with their DENT Power Monitoring / Data Collection equipment. This
instrument has been determined to be acceptable for forward capacity market data collection
use. It also may be an advantage for BED to utilize the same type of equipment as EVT so
that our equipment resources can be jointly shared from time to time, as might be necessary
by the M&V Program.
 Commercial New Construction Core Performance Guide Critique – Jake arranged a meeting
at BED with CX Associates, who are a local building commissioning agent. The subject was
their concern about specific wording within the guide; we discussed in detail the
measurement criteria associated with various energy saving measures.
 Downloaded data from “HOBO” data logger in an Edmunds Elementary School classroom to
monitor light level and power consumption before and after a test “light harvesting system”.
This was a three week interval since school was closed for a week break. The next download
will be at the end of March.
 Ron is working with UVM on a large variety of retrofit projects that include:
 UVM, Ira Allen Chapel - Continue to work with the customer on this outdoor lighting
replacement project where BED has offered a financial incentive. This project is expected to
be completed this summer.
 UVM, Patrick Gymnasium - Continue to work with the customer on this indoor lighting
replacement project where BED is expected to offer a financial incentive. This project is
expected to be completed this summer.
 UVM, Rowell Lecture Halls 103 & 111 - Continue to work with the customer on energy
efficiency measures in the area of high performance lighting fixtures. BED has offered a
financial incentive. This project is complete and BED is waiting for customer to provide
incremental cost and proof of purchase documentation.
 UVM, Austin-Marsh-Tupper - Continue to work with the customer on energy efficiency
measures in areas such as occupancy sensors, occupancy driven heat recovery ventilation
control strategies, new T5 lighting, hardwired compact fluorescent fixtures and premium
efficiency motors. BED is expected to offer a financial incentive. This project is complete
and BED is waiting for customer to provide incremental cost and proof of purchase
documentation.
 UVM, Harris-Millis Residence Hall - Continue to work with the customer on energy
efficiency measures in the area of occupancy driven heat recovery ventilation control
strategies and premium efficiency motors. BED has offered a financial incentive. This project
is expected to complete in the coming months.













UVM, Angell Lecture Halls B109 & B112 - Continue to work with the customer on energy
efficiency measures in the areas of high performance lighting fixtures, demand control
ventilation and premium efficiency motors. BED has offered a financial incentive. This
project is complete and BED is waiting for customer to provide incremental cost and proof of
purchase documentation.
UVM, 12 Colchester Avenue - Continue to work with the customer on energy efficiency
measures in the area of lighting power density reduction. BED has offered a financial
incentive. This project is complete and BED is waiting for customer to provide incremental
cost and proof of purchase documentation.
UVM, Southwick Music Building - Continue to work with the customer on energy efficiency
measures in the area of demand control ventilation and premium efficiency motors. BED has
not offered a financial incentive yet and is waiting for customer to provide design drawings
and sequence of operation. This project is expected to be complete this summer.
UVM, Converse Hall - Continue to work with the customer on energy efficiency measures in
the area of lighting power density reduction. BED has offered a financial incentive. This
project is complete and BED is waiting for customer to provide incremental cost and proof of
purchase documentation.
UVM, Morrill Hall - Continue to work with the customer on energy efficiency measures in
the area of lighting power density reduction. BED has offered a financial incentive. This
project is complete and BED is waiting for customer to provide incremental cost and proof of
purchase documentation.
UVM, Fleming Museum - Continue to work with the customer on energy efficiency
measures in the areas of demand control ventilation and premium efficiency motors. BED
has offered a financial incentive. This project is complete and BED is waiting for customer to
provide incremental cost and proof of purchase documentation.
UVM, Terrill Hall - Continue to work with the customer on energy efficiency measures in
the area of lighting power density. The project is currently in the design process and is
expected to be complete this summer.
UVM, 34 South Williams Street - Continue to work with the customer on energy efficiency
measures in the area of lighting power density. The project is expected to be complete by the
end of the month. BED has offered a financial incentive.
UVM, PFG Parking Garage - Continue to work with the customer on energy efficiency
measures in the area of occupant driven lighting controls. The project is expected to be
complete by the end of the month. BED has offered a financial incentive.





Burlington Town Center – Ron continue to work with customer on energy efficiency
measures in the area of lighting and HVAC systems. A VFD energy efficiency measure was
recommended with a payback of less than a year when the BED rebate offer is considered.
This project is expected to be completed this year. Also working with this customer to
identify motors where synchronous belt drive systems will generate energy savings over
traditional v-belt drive systems. This project has been put on hold until the weather is warmer
in order to accommodate the installation.
Property of Fortieth Burlington LLC – Pat continued working on analyzing the energy
savings for removing some electric radiant and duct coil heaters. In addition, continued
assisting on removing portable plug-in electric heaters throughout the entire facility. There
are an estimated 70-100 of these units presently being used. Projects are still ongoing.
UVM / BED Rate Change History – At the customer’s request, supplied UVM with BED’s
rate change history from 1981 to the present. Jake also provided consumption history on the
Billings building, where some upgrading of the facility is in progress.
Fletcher Allen Health Care – Parking garage lighting upgrade: still evaluating parking garage
fluorescent lighting fixtures – no decision made yet.
City Market / Refrigeration Rack Monitoring – At the request of the Customer and the
Commissioning Agent, BED initiated monitoring & data collection on both of their
refrigeration racks. Monitoring has been going on for up to 3 weeks, and the equipment will
be removed and data downloaded by the end of March. This data will serve as a baseline for
the measuring of Energy Saving Measure performance that will be implemented over the
next few months.
Smaller Commercial Services
 The Shopping Bag, Inc – Continue to work with this customer to implement energy
efficiency measures such as improved lighting and consolidation of small coolers into a
single walk-in cooler with outdoor economizer.
 City of Burlington, Contois Auditorium – Continue to work with this customer on the
replacement of 40 and 60-watt incandescent lamps in chandeliers with energy efficient cold
cathode compact fluorescent lamps. Some dimming control hurdles still remain, however the
city has received a proposal to remedy the problem. An energy efficient lamp has been
selected. The dimming system will need to be replaced before it can operate properly.
 City of Burlington, City Hall – Continue to work with this customer to improve the
efficiency and operational aspect of existing HVAC equipment through improved building
control features such as remote access and instant trouble alarm notification.
 City of Burlington, Fletcher Free Library – Continue to work with this customer to improve
the efficiency of existing HVAC equipment through occupancy based ventilation control
strategies and remote access.
 City of Burlington, Fire station #1 & #2 – Continue to work with this customer to on energy
efficiency measures in the area of lighting power density and lighting controls.
 O’Neil, Kellner and Green – Working with this customer in area of lighting power density
and lighting controls for their new space on St Paul Street. This project expected to be
complete in the next few months.
 Sadie Katz – Performed a complete energy audit of this customers College Street restaurant.
Substantial energy savings opportunities presented themselves during the walkthrough. This
customer has big plans to renovate and expand the location in several phases over the coming








months. A financial incentive package was presented to the customer and the work is
expected to be completed over the coming months.
VFW – An energy cost benefit savings analysis was completed for several lighting
improvement measures. The VFW plans to pursue all the recommended BED lighting
measures that were proposed. Project is ongoing.
First Unitarian Society –A walk through inspection of a lighting upgrade was conducted for
the installation of several screw-in CFL lamps in the sanctuary as recommended by BED. A
rebate for the CFL lamps as well as a new commercial refrigerator was processed.
Burlington Emergency Shelter – A walk through energy audit was conducted as requested by
the director. There were several lighting upgrade energy efficiency measures BED
recommended them to pursue. A cost benefit energy savings analysis was completed and a
letter reporting the results of the analysis and BED rebate offers were mailed to the director.
G.S. Blodgett Company – The Phase I prescriptive lighting measures were completed. There
was a final inspection of the measures and the BED rebate was processed for payment. Phase
II lighting measures are in-progress.
Mater Christi / Space Heating Fuel Switch – Completed the paperwork and data base entry
for this project. A check will be released shortly for about $8,000 for electrical energy
savings associated with this project.
Burlington School District – (1) Edmunds School day-light harvesting project – Classroom
lighting monitoring has been completed for 2 week duration, in order to make a
determination of baseline lighting usage before any upgrades. Approximately 40 KWH per
week for a single classroom has been measured. Baseline monitoring is now being done in a
second classroom. (2) Have processed a number of additional lighting upgrade rebates for
various school locations around the city.
EVT Office Expansion – Have completed rebate and savings calculations for this 7,000 sq’
expansion of EVT’s offices and conference rooms. Some final rebate calculations need to be
made before completing the paperwork and entering the project data into the database.
Gardeners Supply / Energy and Demand Reduction – Working with Kilawatt and the
customer to assist in providing consumption & demand data for their facility. Also
introduced them to the new BED website feature which allows customers to view their own
billing information in a 3 year history format.
New Construction/Equipment Replacement Services
 UVM, Marsh Life Sciences addition - Continue to work with the customer on energy
efficiency measures in the area of premium efficiency motors. This project is complete and
BED waiting for customer to provide proof of purchase documentation.
 Lund Family Center – Completed the rebate process for this project; all rebate forms are
signed. The rebate check will be mailed shortly.
 King St Housing – Construction of this building has begun. We are evaluating the bid
documentation. The lighting power density for this commercial building is about 40% less
than code, which is very good performance. Additional information involving equipment
submittals will be required before analysis can be done concerning the mechanical system
efficiency.
 Champlain Colleges presented, to the Technical Review Committee, their initial plan to build
a 20,000 square foot administration and welcome center on S. Willard Street.


Continued working with the project team on the 35-unit condo development at 183 St. Paul
Street.
The following projects remain in the Planning & Zoning approval process and we have been
in contact with each regarding energy code compliance and BED\VGS efficiency services:
1162 North Ave 5-units; 237 North Ave 25 units and 40 seat café; 207 Riverside 2-units,
ICV’s 50 unit project at 114 College Street, 8 units at 361 Pearl Street, 12 units 131 Battery
St. Cornell, 7 units at 160 Pine St. and 20 units at 88 King St.
Efficient Retail Products
 Advised 4 walk-in customers on smartlight and fluorescent torchiere lamp applications.
 ENERGY STAR Clothes Washers rebates for 2008 – 46
 ENERGY STAR Screw-in CFL rebates for 2008 – 14,399. Customer participation during
this quarter has been very strong due to the convenience of the buy down program.
 ENERGY STAR Compact fluorescent Hardwired fixture rebates (including floor and table
lamps) for 2008 - 19
 ENERGY STAR Residential screw-in CFL’s leased through Smartlight for 2008 – 20
 ENERGY STAR Commercial screw-in CFL’s leased through Smartlight for 2008 – 81
 ENERGY STAR Refrigerators for 2008 – 33
 ENERGY STAR and CEE Tier 1 incentives for window AC units and dehumidifiers will
begin again May 1.
Existing Residential Buildings
 Since Jan 1, 2008, 2 electric space heat conversions have been completed.
 Since Jan 1, 2008, 14 electric hot water conversions have been completed. Currently
working with five additional customers.
 Since Jan 1, 2008, 3 high efficiency\ECM motor ENERGY STAR furnaces have been
installed.
 Since Jan 1, 2008, 0 ENERGY STAR Central AC systems have been installed.
 Since Jan 1, 2008, 2 electric to natural gas clothes dryer replacements have been completed.
 Processed four CVWS low-income project completions.
 General high consumption audits with follow-up visits for 22 customers.
 Continued working with JUMP (Joint Urban Ministry Program) on providing CFL’s and
efficiency information to low-income families that they are assisting. The goal is to
familiarize families using JUMP with the benefits of energy efficiency and help them to
enroll in the CVWS program when possible.
Communications & Public Relations
 WARMTH Program - we now have 151 customers donating a total of $982.50 on a monthly
basis via their electric bill.
 ES staff members attended the CPR & Blood borne Pathogen recertification course.
 The Performance Measures Report was distributed to the voters on Town Meeting Day. It is
also posted on line.
 We have been doing public outreach so that people know about the Integrated Resource Plan
process and can comment if they wish.




Still working on the big event at City Market around Green Up Day to promote CFL’s and
other efficient products.
We are working with the Mayor’s Office and Legacy to kick off neighborhood Eco-Teams to
get residents of Burlington to be aware of their carbon footprint and figure out ways to
reduce it.
Under the leadership of Legacy and the Mayor’s office, we will be working to set up a
calculator that will show Burlington’s citywide carbon emissions, and this will be updated on
a regular basis. It will be housed either at Legacy or Planning.
AFE Meeting – ES staff members attended the monthly meeting at the Holiday Inn in South
Burlington. An interesting presentation was made by “Building Energy”, a company which
is opening a new facility in Williston, specializing in energy efficient building shells, and
wind, solar and other renewable energy sources.
Load Response Program
 American Red Cross – Have been in contact with the Northeast Facilities Manager for the
Red Cross in Dedham, MA. They have been approached by a Demand Response provider
and may be interested in enrolling all of their Northeast Facilities into ISO DR programs.
The areas include New England, New York and Pennsylvania. This would also include the
Red Cross facility on 32 N. Prospect St. in Burlington. This facility has already been
identified by BED as a good candidate for the 30 minute Demand Response Program. Dialog
will continue.
 EVT Brown Bag / EnerNOC – Attended a presentation at EVT by EnerNOC which outlined
this company’s services in relation to the implementation of the Demand Response programs
within the US.
