Appointment of Assistant Proctor Resolved that Daniela Carboni, Language and Linguistics, be appointed as Assistant Proctor for the period 1 August 2007 to 31 July 2008. 206/07 Re-appointment of Director of the Centre for Film Studies Reported the Vice-Chancellor’s action on behalf of the Senate to approve the reappointment of Dr Karin Littau as Director of the Centre for Film Studies for the period 1 August 2007 to 31 July 2008. 2 207/07 Title of Pro-Vice-Chancellor Noted The rationale for changing the title of the Pro-Vice-Chancellor (Research and Business Development) to Pro-Vice-Chancellor (Research and Enterprise) was explained. ‘Business Development’ no longer properly reflected third stream activity and ‘Enterprise’ had been adopted as the generic term for this area of work across the higher education (HE) sector. The change therefore reflected general practice and understanding in HE third stream activity. 208/07 MATTERS ARISING None 209/07 VICE CHANCELLOR’S STATEMENT Noted The Vice-Chancellor reported on the following issues: 210/07 Applications and Admissions Almost all pre-clearing undergraduate applications had now been received; there was an increase in home/EU applications of 7% and an increase in overseas applications of 14%, compared with the same time last year. Firm acceptances were also up by 5% and 27% from home/EU and overseas applicants respectively compared with a year ago. These figures were better than the national trend and compensated for the University’s loss of market share in 2005, which had not been recovered in 2006. The improvement in overseas student recruitment was particularly encouraging; however, this was largely dependent on two departments, AFM and Economics, and there was a limit to the extent and pace at which those departments could expand. An increase in overseas student recruitment to all departments was needed. 211/07 The situation in relation to postgraduate recruitment was more difficult to interpret. Although PGT recruitment had been disappointing to date, firm acceptances were 15% and 12% up for PGT and PGR students respectively compared with a year ago. Overall there remained cause for concern. As for undergraduate recruitment, there was marked variation across subject disciplines, with a growth in offers concentrated in Psychology, Economics, Entrepreneurship and Business, and the International Academy Foundation courses, largely reflecting new initiatives in the curriculum. The continued sharp decline in recruitment to Computing and Electronic Systems, which reflected national trends, was a matter of acute concern. An implementation plan was in place to take forward the recommendations emerging from the recent review of home/EU postgraduate recruitment led by Professor Temple; however, the impact of any consequent changes would not be felt until October 2008. 212/07 Department of Industry, Universities and Science A new Government department, the Department of Industry, Universities and Science (DIUS), had been created recently out of parts of the former Department for Education and Skills (DfES) and the Department of Trade and Industry (DTI). DIUS would have responsibility for higher education, including the research councils and the science infrastructure, and 3 213/07 university relations with the business sector. It would also take the lead on the skills agenda, including post-19 further education (FE), lifelong learning and adult skills. A separate ministry had been established with responsibility for all pre-19 education, including in FE colleges. On balance this change was likely to benefit the HE sector, which would now have its own minister in cabinet and its own Government budget, and would no longer have to compete alongside FE. The dual support system for research was likely to be protected by bringing together responsibility for funding the research councils and research infrastructure with the funding of research through QR based on the RAE. The establishment of DIUS signalled an increase in the priority being given to HE by the Government. However, the title of the new department suggested a Treasury-driven view of universities as the engine rooms of a knowledgebased advanced service industry. The Government was expected, through the Funding Council, to continue and progressively strengthen its emphasis on the economic role of universities. These priorities, to produce employable graduates, to meet the needs of regional economic regeneration, and to provide professional skills and services to employers, were unlikely to change if a Conservative Government were elected, although such a Government might give lower priority to widening participation. The University would need to increase its efforts to persuade the Government, parents and students that higher education was about more than providing training, and that the distinctions made in terms of usefulness between different subjects were unhelpful. Nevertheless, the University needed to set plans and policies in the context of the current Government agenda. 214/07 FINANCE REPORT Forecast Outturn 2006/07, Budget 2007/08 and Financial Forecasts to 2010/11 (S/07/41) Received An oral analysis from the Director of Finance of the University’s current financial position and financial forecasts to 2010/11. Noted 215/07 In spite of a healthy surplus in 2006/07 and projected annual surpluses throughout the period to 2010/11, the University’s financial position was deteriorating, principally as a consequence of annual staff pay inflation. The University’s financial position in 2006/07 had benefited considerably from one-off income generated by the disposal of the Avon Way student residences. In the medium-term only modest annual surpluses were forecast in spite of the increased income from tuition fees and savings resulting from the staff cost reduction exercise. Surpluses were projected as a result of the development of the new campus in Southend, but further investment would be needed in staff and infrastructure in Southend in order to maintain growth. 216/07 In the light of past experience, the University’s budget was based on conservative assumptions about student number growth. Where considerable growth in student numbers was anticipated, e.g. in overseas student recruitment to AFM and Economics, additional investment in staffing would be required to maintain acceptable staff/student ratios. It was not, however, straightforward to reduce staff costs further in areas of contraction. 217/07 4 Increases in forecast income of 15-20% from student residences, conferences and catering largely reflected the fact that residences were relatively new and maintenance costs were low during a period of growth in rental income. The University’s healthy cash flow position reflected the favourable position in respect of a number of capital projects where cash grants had been received in advance of scheduled expenditure on works. 218/07 REPORT OF THE ACADEMIC STAFFING COMMITTEE: (a) Working Party on Academic Career Paths (S/07/42) Noted The Working Party on Academic Career Paths had been established as a joint working party of Academic Staffing Committee (ASC) and Professorships Committee to consider fundamental changes occurring in the nature of academic staff roles in the University. The Working Party report, which attempted to take a broad view of issues that had been dealt with ad hoc to date, raised three fundamental questions about academic staff posts in the University: 219/07 i. the types of academic post that should be available; ii. the career prospects within each type of post; iii. the nature of career transition opportunities to allow structured moves between different types of post. The report would require widespread consultation and discussion, which would take place during 2007/08. At this stage the Senate was being asked to consider and approve three recommendations for implementation in October 2007, relating to: 220/07 i. the acceptance of professional practice for consideration as part of decision-making on permanency and promotion; ii. the arrangements by which ASC considered different types of staff for permanency and promotion; iii. the arrangements for determining the maximum number of promotions available to ASC and Professorships Committee each year and the means by which they should be allocated. Concern was expressed about the competitive system for allocating promotions on an annual basis. It was acknowledged that Budget SubCommittee, taking advice from ASC, responded to particular ‘promotion blockages’ when allocating the number of promotions available; also that ASC had latitude to vire between the number of promotions allocated to T + R staff and T staff. However, members of the Senate spoke in favour of a system whereby academic staff who had reached or crossed the threshold for promotion were be rewarded accordingly, regardless of the number in a particular year. The difficulties for staff in this situation who were not promoted might be exacerbated by the introduction of professional practice as a new criterion. 221/07 It was acknowledged that a shortage of Senior Lectureships in particular could serve to demotivate staff and potentially to lead to their accepting posts elsewhere. However, there was general agreement that this matter should be considered in further detail during the consultation period in 2007/08. At this stage, the Senate was simply being asked to approve the continuation of the mechanism for allocating promotions that had been in place for some time. 222/07 5 Resolved The Director of East 15 Acting School spoke in favour of the recognition of professional practice as an academic career path. Currently all staff at East 15 were on Teaching Fellow contracts, although many were involved in the development of professional practice and in research. The importance of recognising such activities and the time required for their development by the award of research leave was highlighted. 223/07 Questions were asked about the scope of the consultation process on the Working Party report, in particular about whether the current decisionmaking structure for determining permanency and promotions could also be reviewed. ASC and Professorships Committee would determine the nature of the consultation process. However, there would be opportunity for new and different ideas to be proposed during the consultation period. 224/07 i. that, where appropriate, professional practice should be incorporated into decisions relating to permanency and promotion for those with Teaching and/or Research contracts ii. that the Academic Staffing Committee should continue to consider the different types of staff separately when assessing applications for permanency and promotion iii. that Budget Sub-Committee should continue for one year or pending further review to determine the maximum number of promotions that can be offered by the Academic Staffing Committee and the maximum number that can be offered by Professorships Committee each year and these will then be allocated between the different types of post depending on the relevant numbers and the scoring on different dimensions 225/07 226/07 227/07 VOTE OF THANKS Noted In his capacity as Chair of the Senate Agenda Group, Professor Jules Pretty spoke on behalf of the Senate to thank the Vice-Chancellor for his expert chairing of the Senate during his term of office. Staff and student members had valued Professor Sir Ivor Crewe’s approachable and inclusive style and his ability to balance the values of scholarship with his support for much innovation, growth and diversification at the University and in its partnerships across the region.
