SUPERCOMPUTER EDUCATION AND RESEARCH CENTER Indian Institute of Science, Bangalore 560 012 Ref: Tender for procurement of 2 x 120 KVA UPS – Pre bid clarifications Based on the interactions had in the prebid meeting, the following clarifications are provided. Technical : 1. The total solutions required from the bidders include : I. UPS systems II. Input panel III. Output Panel IV. Battery Panel V. Any other cables/accessories to ensure the above are appropriately integrated. The power supply required for input panel on the input side and the distribution of power required on the output side will be the responsibility of SERC. The input and output panel may be combined as a single panel 2. Input phase sequence correction is not required. 3. The rectifier sub-system has to meet the started performance requirements and confirm to the standards specified in the tender. IGBT is mandatory. 4. Isolation transformer is required and needs to be integrated with the UPS system. In the event it is separate independent unit connected to the UPS to provide the required isolation, the bidder has to provide technical justification for the same meeting the stated requirements and correspondingly submit the offer for the same as a separate line item in the price bid. 5. For the power panel, cables and accessories (if any), it is necessary to provide technical details clearly and pricing in the commercial bid as separate individual line items mentioning the rate, quantity and the total price. 6. The bidder may optionally quote for the battery requirements. The bidders who choose to quote have to provide the details for either the individual battery banks or the common one or both of the SMF type with 2V or 12V options. The bidder can also quote multiple options. 7. The bidder has to install the supplied equipments a the designated location and commission the same with required tools and man power before handing over to SERC. SERC will connect the system to the load and will accept the same as successful installation and commissioning after the same works satisfactorily for 30 days. 8. The vendor should be in a position to monitor the parameter and values and calculate the performance metrics of the UPS systems, using appropriate inbuilt software, whenever requested doing normal situations or required under faculty conditions. However, no BMS or equivalent is required for this solution. Commercial : 1. For all imported items, the prices should be on FOB shipment basis. If this is not possible for any reasons Cif cost can be quoted (Cif Bangalore). If delivery is offered from “bonded warehouse”, it will be considered as cif offer. If bonded wearehouse is outside Bangalore the approximately cost of transportation upto IISc., Bangalore needs be indicated. If shipment is made on cif/bonded ware house basis, insurance needs to be covered on “warehouse to warehouse” basis, i.e., from origin point to IISc. In FOB shipment, IISc. will take care of transportation and insurance through our freight forwarders and insurance company respectively. 2. IISc. will take care of customs clearance. 3. IISc. is exempted from central excise duty under notification CE 10/1997. Hence this component need not be included in the offer. 4. No EMD is required for this tender. 5. If necessary, SERC would under take pre selection visits and expenses are borne by SERC. 6. With regard to delivery schedule, after the Firm purchase order, for onboard exworks, usually four weeks / for on-site arrival, six to eight weeks are permissible. 7. Warranty Conditions : For all the hardware items the validity is for period of 3 years from the commissioning. For the batteries, if they are supplied, the validity is for a period 12 months. 8. Post Warranty AMC : The bidder should indicate a comprehensive AMC cost as a percentage of equipment prices for a two year period on yearly basis.
