Agreement on Operating Expenses Filing Instructions for Establishing Operating Expenses For accounting and billing purposes both the Center and the firm will follow an academic/fiscal year of August 1 to May 31 or the academic calendar that corresponds closest to these dates. 1. Prior to the start of operations, the newly formed practice firm will complete the Agreement on Operating Expenses form online.
