INTRODUCTION
This program describes the responsibilities, requirements, and procedures which have
been established to protect people and property from the hazards of fire at San Diego State
University. The City of San Diego has primary responsibility for responding to and
combating fires that break out at SDSU. The University's program, therefore, places
primary emphasis on prevention and life safety activities. The major elements of the
program include:

Reviewing all new construction and renovation projects for compliance with fire and life
safety codes, and obtaining the approval of the State Fire Marshall as required

Performing inspections of buildings and property for fire and life safety hazards

Maintaining a "Pre-Fire Plan" which readily identifies the important fire-related
information for each major building

Maintaining fire detection and suppression systems (installed systems as well as
portable fire extinguishers) in a state of operational readiness

Training of faculty and staff in fire and life safety procedures, including proper use of fire
extinguishers and proper storage of combustibles and flammables
II.
PROGRAM ELEMENTS
A.
Inspections
Fire and life safety inspections of University facilities and grounds shall be conducted as
part of the inspection process as specified in the SDSU Injury and Illness Prevention
Program.
B.
Responsibilities
1.
Environmental Health & Safety (EH&S) is responsible for:
Participating in the inspection process
Reporting concerns or observations regarding fire detection and suppression system
maintenance to Facilities Services
Participating in coordination of emergency preparedness training
Coordinating training on the use of fire extinguishers, in conjunction with Facilities
Services
Participating in Title 19 inspections conducted by the State Fire Marshal

Facilities Services is responsible for:
Ensuring that fire extinguishers and fixed fire suppression systems are visually
inspected on a monthly basis, and that fire extinguishers are serviced annually
Ensuring that smoke detectors, pull stations, bells, strobes, and sprinkler systems
are visually inspected three times per year, and are tested annually
Coordinating training on the use of fire extinguishers, in conjunction with EH&S
Submitting plans and work orders to Facilities Planning, Design and Construction for
review and approval
Reviewing all drawings for conformance to SDSU's Campus Planning Design
Standards and Construction Guidelines
3.
Facilities Planning, Design and Construction is responsible for:
Acting as liaison with the State Fire Marshal and Office of the State Architect
Reviewing construction documents prepared by Facilities Services, University
Auxiliaries, and architects for State Fire Marshal and Office of the State Architect
compliance
Preparing transmittal letters to the State Fire Marshal for review of construction
documents
Coordinating and obtaining San Diego City Fire Department approvals for fire truck
access and fire department connections for new buildings and major renovations
Coordinating utility connections and expediting fees with city and regional agencies
as required by the contract documents
4.
The Associate Vice President of Operations is responsible for:
Providing architect’s stamp for in-house or Facilities Services construction
documents as required by the state for projects
5.
Auxiliaries are responsible for:
Preparing and submitting all plans for proposed modification of University structures
to Facilities Planning, Design and Construction and Facilities Services for review,
approval and issuance of a building permit
Obtaining architect or engineer-stamped drawings for proposed projects prior to
University review

Individual departments are responsible for:
Participating in fire drills within their facilities, in accordance with direction from
University Police and EH&S
Ensuring employees are familiar with the University’s Emergency Plan available on
the Emergency Preparedness web site
Ensuring employees receive safety training as required by the nature of their job
tasks
