Pilot Joint Learning Study Integrity in Public Procurement in Morocco Elodie Beth, Administrator OECD Public Governance and Territorial Development Directorate What is a Joint Learning Study An in-depth assessment of in a country aiming at : – Highlighting the achievements, good practices and progress made – Identifying the strengths and weaknesses, opportunities and challenges – Providing proposals for action to decision makers Initiated to respond to a government request – A pilot project with Morocco Focused on a timely and critical issue for the government – Reforming public procurement as part of the wider efforts to enhance integrity in the public service 2 Public procurement, a major risk area 3 What is a Joint Learning Study n n n n Objective review : Assessment and proposals for action are provided to Morocco by “peers”, government officials with practical experience in public procurement, with the support of the OECD Secretariat.
