F Page | 3 1.1 Structure of Statement of Requirements 1.1.1 This Statement of Requirement sets out the Commonwealth’s requirements for the Hardware and Associated Services within the relevant Categories. The document is structured as follows: Part 1 - General which describes the structure of this Statement of Requirements. Part 2 - Abbreviations, Acronyms and Definitions which sets out the glossary of technical terms used in this Statement of Requirements. Part 3 – Desktop PC Category which describes the specific Hardware and Associated Services required for all desktop, workstation and thin client computers. Installation Basic installation. Extended installation. Support and floor walking. Decommissioning. 1.1.2 For consistency this structure is replicated in Part E7 – Price Schedule and Part E8 – Technical Information. 1.1.3 An Essential Requirement is a requirement that is designated as “ESSENTIAL” in this – Statement of Requirements. Subject to clause 30 of Part B – Conditions of Tender of this RFT, a Tenderer must satisfy each of the Essential Requirements that are relevant to the Deliverables which the Tenderer is tendering to provide to Finance. A failure to satisfy an Essential Requirement in respect of a Deliverable will, subject to clause 30, result in the exclusion of that Deliverable from consideration. If all the Deliverables of a Tenderer fail to meet an Essential Requirement, the Tenderer will not be eligible to become a Panellist. 1.1.4 Tenderers should offer only one model of each tendered hardware Deliverable (for example, one model of Standard Notebook). The relevant model must meet the Essential Requirements for that Deliverable set out in this Part F - Statement of Requirements and should also meet the Minimum and Basic requirements for that Deliverable set out in this RFT FIN10/AGI001 Part F Page | 5 Part F - Statement of Requirements. Tenderers should note that, for the purposes of this RFT, Finance will only consider one model of each hardware Deliverable per Tenderer. 1.2 1.1.5 Prices for Deliverables in the Desktop PC Category must include all components required to make the PC operational (e.g. mouse, keyboard and cables but excluding the monitor). 1.1.6 Tenderers should note that the Commonwealth has a Volume Sourcing Agreement (VSA) with Microsoft for the purchase of Microsoft software. All Microsoft software purchases, by FMA Act Agencies and some CAC Act bodies, except for Original Equipment Manufacturer operating system licences, are purchased through the VSA. Criteria Definitions 1.2.1 1.3 In this Statement of Requirements each function or capability to be provided by the relevant Hardware, or Associated Service is described as follows: A Minimum requirement is the capability that should be provided or the proposed Deliverable may be assessed non-compliant and not appropriate for use within the relevant Category by Agencies. A Desirable requirement is a capability that is advantageous but is not material to a compliant/non-compliant decision. The degree to which a desirable requirement is met may be material to a selection between two or more compliant Deliverables. A Basic requirement is the capability that is required for the Deliverable to be considered capable of meeting general Agency requirements as set out in the business context. An Optional requirement is a capability that allows the Basic Deliverable to be up or down-graded to meet individual Agency requirements. The degree to which optional requirements are available may be material to a selection between two or more compliant Deliverables depending on individual Agency requirements. Configuration Options are associated with some requirements and describe the scope of any options that are required to configure the system to meet Agency requirements. Service Levels are associated with some requirements and describe the timeliness, throughput or other performance levels required for the Deliverable. Structure of Requirements Statements 1.3.1 The requirements set out in parts 3 to 6 underpin the Product Catalogue. The individual requirements statements are structured as follows: Use case for the Hardware (and Associated Services). Basic Requirements: Hardware requirements and Configuration Options; and/or Associated Services requirements, Configuration Options and Service Levels. Optional Requirements: RFT FIN10/AGI001 Part F Hardware requirements and Configuration Options; and/or Page | 6 1.3.2 1.4 Associated Services requirements, such as warranty provisions, generally apply to all Hardware. Tenderers should note: In order to avoid excessive repetition such requirements are set out in detail in the Associated Services Category and referenced in other requirements statements when they apply. Some Associated Services requirements statements are similarly structured with the basic requirement and a range of variations designed to tailor the basic requirement to meet specific business requirements. Integration of Deliverables 1.4.1 1.5 Associated Services requirements, Configuration Options and Service Levels. Tenderers are to note that the Commonwealth expects that Tenderers will ensure that Hardware components offered to meet the Basic and Optional requirements of a specific Deliverable will work together without limitation. For example, if the Tenderer offers a Power Desktop PC which includes additional memory and upgraded internal storage and graphics then the Commonwealth expects that, subject to any user configuration, all of these components would be properly integrated when the device is delivered to the Agency. Apart from selecting the appropriate mix of components to include in their tendered Deliverables, Tenderers should also set out any assumptions, qualifications or limitations on the combination of components available to Agencies in their response to Part E8 – Technical Information of this RFT. Occupational Health and Safety 1.5.1 Tenderers are to note that the Draft Head Agreement at Part H of this RFT requires Tenderers to comply with all applicable Commonwealth legislation and policies. Tenderers are advised that the Commonwealth expects that all tendered Deliverables will meet all applicable occupational health and safety standards and be fit for use by Agencies. Tenderers are also to note that, in accordance with clause 81.5.2 of Part B of this RFT, tendered Hardware may be tested to determine its compliance with the applicable standards. 1.5.2 Tenderers are to demonstrate their ability to provide Hardware that meets the requirements of Agencies’ disabled staff. It is implemented in the PC's hardware and firmware, and is managed from a remote console. ASF provides robust management features that function while the PC does not have an operating system present. Asset Tag Means a label permanently attached to the Hardware which, generally identifies the Agency which owns (or leases) the Hardware and the unique Agency asset number (in both character and bar-code form) assigned to the Hardware by the for the purpose of tracking the device. BIOS Basic Input / Output System. The primary function of the BIOS is to identify and initiate component hardware (such as hard disk, floppy and optical disk drives). This is to prepare the machine so other software programs stored on various media can load, execute, and assume control of the PC. CMDB Configuration Management Data-Base CPU Central Processing Unit – the main processor of a computer. Desktop PC Category Means computing Hardware and associated software and services conventionally supplied to users at their desk RFT FIN10/AGI001 Part F Page | 9 DDR DDR (double data rate) memory is the next generation SDRAM. Like SDRAM, DDR is synchronous with the system clock. The big difference between DDR and SDRAM memory is that DDR reads data on both the rising and falling edges of the clock signal. SDRAM only carries information on the rising edge of a signal. Basically this allows the DDR module to transfer data twice as fast as SDRAM. For example, instead of a data rate of 133MHz, DDR memory transfers data at 266MHz. DDR modules, like their SDRAM predecessors, are called DIMMs. They use motherboard system designs similar to those used by SDRAM; however, DDR is not backward compatible with SDRAMdesigned motherboards. DDR memory supports both ECC (error correction code, typically used in servers) and non-parity (used on desktops/notebooks.). DHCP Dynamic Host Configuration Protocol is a protocol used by networked devices (clients) to obtain the parameters necessary for operation in an Internet Protocol network. DIMM Dual Inline Memory Module – a 168 pin memory module which allows 64 bit memory access. DisplayPort DisplayPort is a digital display interface standard established by the Video Electronics Standards Association (VESA). DNS The Domain Name System associates various information (including IP addresses) with domain names. DSD Means the Commonwealth’s Defence Signals Directorate and the reference is to the accreditation of security aspects of any cryptographic capability to be used to protect data which if leaked could damage the national interests of Australia. DVD Digital Versatile Disc or Digital Video Disc, is an optical disc storage media format. DVI Digital Video Interface ECC Error Correcting Code EDGE/GPRS Enhanced Data rates for GSM Evolution (EDGE) (also known as Enhanced GPRS (EGPRS)), General Packet Radio Service (GPRS) is a packet oriented mobile data service. The interface is also known by the brand name Fire Wire. GFM Government Furnished Materiel GUID Globally Unique ID sometimes known as UUID (Universally Unique ID). GB Giga Byte – unit of data storage (1 GB = 1024,000,000 bytes). HDD Hard Disk Drive HSPA High-Speed Packet Access Hz, KHz, MHz A measurement of frequency (cycles per second). KHz is 1000Hz, MHz is 1,000,000Hz. ICA Independent Computing Architecture, the architecture that Citrix uses to separate an application's logic from its user interface. With ICA, only keystrokes, mouse clicks, and screen updates pass between the client and server on the network, while all the application’s logic executes on the server. IEEE Institute of Electrical and Electronics Engineers IPsec Internet Protocol Security IPV6 Internet Protocol Version 6 is the next-generation Internet Protocol version designated as the successor to Internet Protocol Version 4. International Means Commonwealth facilities located outside of Australia. Interactive Link Multiple Computer Switch Means a combined keyboard, video and mouse switch, used to conserve desktop space when more than one computer is used. DSD accredited versions of this device are available to prevent data spill when connecting machines of differing security levels. ISO/IEC International Organisation for Standardisation / International Electrotechnical Commission standards. ITSM Australian Government IT Security Manual Kb Kilo-bit – usually as a data rate (Kilo bits per second - Kbps). KB Kilo Byte – unit of data storage (1 KB = 1024 bytes). It may also support connectivity to approved Notebook devices. LCD Liquid Crystal Display Lightweight Notebook See clause 4.3 of this Statement of Requirements Lightweight Ruggedised Notebook See clause 4.5 of this Statement of Requirements MAC Short for Media Access Control address, a hardware address that uniquely identifies each node of a network. In IEEE 802 networks, the Data Link Control (DLC) layer of the OSI Reference Model is divided into two sub-layers: the Logical Link Control (LLC) layer and the Media Access Control (MAC) layer. The MAC layer interfaces directly with the network medium. Consequently, each different type of network medium requires a different MAC layer. Mb Mega-bit – usually as a data rate (1,000,000 bits per second - Mbps). MB Mega Byte – unit of data storage (1 MB = 1024,000 bytes). MSI-D Flat Display Mounting Interface Metropolitan Means Commonwealth facilities located within 150km of the GPO for all Australian capital cities. Mobile PC Category Means computing Hardware and associated software and services conventionally carried by users for use while travelling or at multiple locations. Monitor Category Means computer display Hardware and associated software and services conventionally supplied to users for use with Desktop PCs or Mobile PCs. Motherboard Main circuit board in a computer case, housing the CPU, Memory and interfaces to other units. Netbook Netbooks offer highly portable computing and typically run Windows XP, Windows 7 or Linux operating systems rather than more resourceintensive operating systems. See clause 4.2 of this Statement of Requirements. NIC Network Interface Card Notebook A portable Input/Display device, which may operate LAN connected, disconnected or connected via an approved secure dialup link. OEM Original Equipment Manufacturer RFT FIN10/AGI001 Part F Page | 12 OH&S Occupational Health and Safety PC Personal Computer. PCI Peripheral Component Interconnect - a standard for connecting peripherals to a personal computer, designed by Intel and released around Autumn 1993. PCI is used in Intel based systems as well as some DEC Alpha and PowerPC systems, and Sun systems. Power Desktop PC See clause 3.2 of this Statement of Requirements. PS/2 Standard for keyboard and mouse connector, utilizing mini-DIN connector. Derived by IBM. PSK Pre Shared Key, a method to set encryption keys. PSM Australian Government Protective Security Manual PXE Pre-boot Execution Environment – a mechanism, inbuilt into a network interface, to allow automatic boot to a network device. In particular, this allows booting to a Microsoft RIS server allowing automatic desktop installation processes. QoS Quality of Service RAM Random Access Memory is a type of computer data storage. It takes the form of integrated circuits that allow the stored data to be accessed in any order. RAM is mostly associated with volatile types of memory (such as DRAM memory modules), where the information is lost after the power is switched off RDP Remote Desktop Protocol - Protocol used to connect to a Terminal Associated Services session when Citrix is not in use. Regional Means Commonwealth facilities outside of the Metropolitan area located in regional Australian cities including, for example, Orange, Wangaratta, Mackay, Geraldton, Whyalla, Alice Springs and Launceston. Remote Wake Up Is an Ethernet computer networking standard that allows a computer to be turned on or woken up by a network message. Also known as Wake-On-LAN (WOL). RPM Revolutions Per Minute. Rural Means Commonwealth facilities located outside of the Metropolitan and Regional areas which may be remote and/or have poor or limited infrastructure services. SC ‘Square Connector’ for single-mode and multimode fiber-optic cables SD/MMC Secure Digital (SD) is a non-volatile memory card format developed by Panasonic, SanDisk, and Toshiba for use in portable devices. MultiMediaCard (MMC) is a flash memory card standard developed Siemens AG and SanDisk. SNMP Simple Network Management Protocol; a standard for gathering statistical data about network traffic and the behaviour of network components; SNMP uses management information bases (MIBs), which define what information is available from any manageable network device SSD Solid State Disk drive ST The ST connector is a keyed bayonet connector and is used for both multimode and single-mode fibre-optic cables. VAC Volts of alternating current VDI Virtual Desktop Infrastructure - new method of supplying desktop service using a mixture of virtualisation technologies. VESA Video Electronics Standards Association VGA Video Graphics Array refers specifically to the display hardware first introduced with the IBM PS/2 line of computers, but through its widespread adoption has also come to mean either an analog computer display standard, the 15-pin D-subminiature VGA connector. VLAN Virtual LAN Windows Logo A hardware certification program, from Microsoft, to certify software and hardware products as suitable for use with other Microsoft products (e.g. Operating Systems). WOL Wake On LAN – allows a signal sent to a network interface to power a desktop to allow management or upgrade. Also known as Remote Wake Up. Workstation See clause 3.3 of this Statement of Requirements WPA / WPA2 Wi-Fi Protected Access / Wi-Fi Protected Access version 2 WSXGA Widescreen Super eXtended Graphics Array RFT FIN10/AGI001 Part F Page | 15 PART 3 – DESKTOP PC CATEGORY RFT FIN10/AGI001 Part F Page | 16 3.1 Standard Desktop PC Business Context Statement of Requirements Reference 3.1.1 Item Use Case Requirements Minimum Day-to-day computing functionality will be provided by this Hardware and it is expected that this will represent suitable capability for the vast majority of Commonwealth Personnel. The following use cases comprise a non exhaustive list of day-to-day computing functionality required: word processing; spreadsheet operation; simple desktop database operations; web browsing; electronic messaging; terminal emulation; desktop publishing; and basic graphics and multimedia work. The Hardware may be deployed for use in a variety of environmental conditions both in Australia and overseas. Tenderers should not assume that Hardware supplied to Commonwealth Agencies will be used in Metropolitan areas only. RFT FIN10/AGI001 Part F Page | 17 Basic Hardware Requirements Statement of Requirements Reference 3.1.2 Item Case Requirements Chassis Minimum Small form factor case with one 3 1/2 inch exposed drive bay. 3.1.3 Tamper Evident Minimum Chassis is to support Agency installation of a tamper evident seal. 3.1.4 Power Minimum 230/240 VAC 50 Hz power supply with capacity to support operation of the device at full load including a full complement of optional Hardware. Power cord supplied. The use of piggyback plugs is not permitted. Desirable 100/240 VAC 50-60Hz power supply suitable for use outside of Australia with capacity to support operation of the device at full load including a full complement of optional Hardware suitable for use outside of Australia. Minimum Cooling is to be suitable to support operation of the device at full load including a full complement of optional Hardware. Minimum Low noise emission cooling systems suitable for use in an office environment. Case Entry Minimum Tool-less case entry with alert back to central console for opened cases. Configuration Stability Minimum Components are part of the current Intel Stable Image Platform or equivalent program 3.1.5 Cooling 3.1.6 3.1.7 RFT FIN10/AGI001 Part F Motherboard Page | 18 Configuration Options It is Desirable that the alert back to central console is able to be disabled in BIOS. Basic Hardware Requirements Statement of Requirements Reference Item 3.1.8 BIOS Requirements Minimum Ability to save BIOS settings to external media and perform replication of those BIOS settings. Desirable Remote query and configuration of BIOS settings, including boot order. 3.1.9 BIOS Documentation Minimum A guide providing a description/explanation of each function/feature within the BIOS. 3.1.10 Hypervisor Minimum Support for Citrix and VMware client hypervisor technology or similar virtualisation technology. 3.1.11 Security Minimum It is ESSENTIAL that the device include the following security features: Configuration Options Removable media write/boot control; and Setup password (via BIOS). Desirable Individual port control. 3.1.12 Non-volatile Memory Minimum Repository for storing Agency Asset Tag, system serial number, model and manufacturer. 3.1.13 PXE Minimum Support for PXE and configurable boot order including PXE. Minimum Configuration for Agency PCs to support automatic PXE based rebuilds require the boot order to be changed within the BIOS of the machine. The default boot order is as follows: 3.1.14 Boot Order 1. Embedded hypervisor RFT FIN10/AGI001 Part F Page | 19 Default BIOS boot order is to be agreed with the relevant Agency. If present it is ESSENTIAL that Wake On LAN is able to be disabled in BIOS. Basic Hardware Requirements Statement of Requirements Reference Item Requirements 2. Wake On LAN (network boot) The requirement is for any boot order to be achievable. Serially selectable boot sequences are not acceptable. If the configuration of the PXE card (fibre NIC) is separate to the boot order, the PXE boot options need to be enabled in the computer BIOS. 3.1.15 GUID Minimum A machine based GUID is required to be supplied and stored in the system BIOS. The Contractor is also required to provide the Agency and Finance with the report set out at 6.2.2 - Reporting below. 3.1.16 RFT FIN10/AGI001 Part F Processor Capability Minimum Commonwealth Agencies are likely to transition to Windows 7 and will be looking to ensure the devices purchased will function adequately in this environment. Contractors are required to plan the production, imaging and configuration, packing, shipping and delivery of all Hardware to meet a “just in time” ordering process. Timeline Minimum Each Order will identify the delivery location(s), contact details, and delivery timeframes. Service Levels Contractors are required to deliver the Hardware to the delivery location as per the following requirements: Quantities < 500 – within 15 Business Days; and Quantities > 501 – within 30 Business Days or as specified by Finance in the quotation process. Tenderers are to note that the Commonwealth expects that the time allowance for large quantities will permit them to use sea freight with a consequent reduction in price to the Commonwealth. Tenderers are also to note that any discounts and/or surcharges related to the transport of Deliverables should be included in Part E 7 – Pricing Schedule of their response to this RFT. 6.3.3 Shipping Minimum Contractors are required to satisfy the following shipping requirements: a delivery schedule is required to be provided to the relevant Agency; Hardware is to be packed in appropriate packaging materials in order to ensure that Hardware is not damaged in transit or RFT FIN10/AGI001 Part F Page | 226 The delivery schedule is required to be provided to the relevant Agency within three business days of receipt of an Order.
