ISSUES SIGNIFYING POSSIBLE HIGH-RISK AGREEMENTS
1. Subject Matter
Regardless of value, an agreement with subject matter engaging any of the following issues may signify possible high risk to the University:
(1) Any confidential University data, specifically including student-related issues (note that networked software licenses or databases may also potentially be included in this category);
(2) Consulting contracts as defined by Texas Government Code §§2254.021-.040;
(3) Health and safety issues;
(4) Advertising and promotional agreements in which the contractor may publicly use
UTSA’s name, logos, or marks;
(5) Advertising and promotional agreements under which advertising or promotions will be placed, or conducted, on UTSA’s Campus;
(6)
Software licenses involving remote access or use of UTSA’s network;
(7) Real property, including space leases;

(8) Financial Services;
(9) Issues related to copyright or publication rights;
(10) Insurance services and policies; or
(11) Contracts with foreign countries or agencies thereof..
Contractual Value
Agreements with a value exceeding $100,000 (Note that it is the value of the agreement rather than the cost that is the determining factor).
3. Special Procedure Contracts
Agreements requiring UT System review, including but not limited to the Office of General
Counsel.
