Political Campaigning and Elections During Early and Regular Voting
When can I vote on campus?
If you are a registered voter in Bexar County, you can vote early at UTSA. Early voting starts Monday
October 20, 2014 and ends Friday October 31, 2014. Please note the UTSA polling site is NOT OPEN ON
ELECTION DAY. You can vote early on:
Monday, Oct. 20 – Friday, Oct. 24 8:00am - 6:00pm
Saturday, Oct. 25
8:00am - 8:00pm
Sunday, Oct. 26
12:00pm - 6:00pm
Monday, Oct. 27 – Friday, Oct. 31 8:00am - 8:00pm
Where on campus do I go to vote early?
The polling site is located in the Bexar Room on the first floor in the HEB University Center South (UC
1.102) on the 1604 Main Campus. Voters may park in the UC III Lot (Spaces Are Marked).

How can I campaign during the elections that are held on campus?
Electioneering means to advocate or campaign in any way for the support or defeat of a particular
candidate for political office, or of a proposition or other issue on a ballot in an election. This includes
the distribution or posting of campaign poster, literature and/or flyers.
The UTSA campus is a limited public forum and all those who engage in electioneering activities on
behalf of a candidate or ballot proposition are expected to abide by the following guidelines:




Electioneering activities may only occur during the times a polling place is open and only in the
designated area on the East Convocation Center Lawn adjacent to the HEB University Center. No
person is allowed to electioneer within the 100ft exclusion zone prescribed by law. No person is
allowed to electioneer inside or directly in front of the entrance to a campus building.
Threats to passersby, intimidation, impeding or blocking the flow of pedestrian or vehicular traffic,
committing acts leading to unsafe and/or unhealthy conditions, and posting or affixing signs or
materials on walls, windows, grounds, planters, doors, trees, sidewalks, benches, poles, fixtures, or
any other equipment or surface, except where specifically authorized, or violations of time, place,
and manner restrictions are strictly prohibited and will result in cessation of electioneering
activities by appropriate UTSA authorities.
Electioneering should be conducted in a manner that complements UTSA’s educational mission
and does not interfere with normal operations. Any activities that incite or induce illegal conduct,
cause destruction of UTSA property or personal property of others, and/or disrupt UTSA
operations are prohibited at all times.

Can I post/distribute campaign materials on campus?
Campaign posters and flyers may be distributed or posted on campus by an individual UTSA student, faculty,
or staff person or UTSA registered organizations in accordance with the time, place and manner restrictions
above as well as the University’s Solicitation Policy as stated in HOP 9.10 http://utsa.edu/hop/chapter9/910.html. However, no staff, faculty, or student employee may engage in electioneering during paid time
working for UTSA, nor may any UTSA resources, equipment, supplies or services be used for electioneering.
Additionally, no registered student, faculty, or staff organization that receives State funds from any source may
engage in electioneering.
Where can I post signs?
Signs may be posted and remain in the East Convocation Center Lawn adjacent to the HEB University
Center from October 18, 2014 through October 31, 2014. If a posting will be made inside a building and
that building has additional guidelines, then those guidelines must also be abided. In accordance with HOP
9.37 (http://utsa.edu/hop/chapter9/9-37.html):
• Signs may not interfere with traffic, restrict access to University facilities, damage property, or create
safety concerns.
• No sign may be posted on top of another properly posted sign.
• Signs in poor condition may be removed by UTSA staff.
• UTSA staff may also remove any sign that violates any of the rules or laws of the state of Texas.
No signs may be staked in the ground, except for in the designated area in the East Convocation
Center Lawn. Signs that are staked in the ground may not be higher than 3 feet from the ground
and may not exceed 14 inches in depth.
