Student Travel Manual
The opportunity for our students to travel and compete or perform as representatives of our
school district and community is a privilege strongly supported by the Socorro Independent
School District. Our expectation is that students and staff will behave responsibly and
represent the district in a positive manner at all times. In order to clearly define those
expectations and responsibilities, members of Socorro ISD have created this manual.
In accordance with the district’s Student Code of Conduct and TEC 37.002, a student who
violates any section of the law and/or code of conduct will receive appropriate disciplinary
action. This includes violations which take place on the school campus, within 300 feet of
school property, or while attending a school-sponsored or related activity off of school
property. Disciplinary action may include, but not limited to, student removal from campus
and placement in the appropriate disciplinary alternative setting and/or removal from the
program. Disciplinary consequences are listed in the Student Code of Conduct. Please note
that school district personnel may search bags, suitcases, and rooms before and during trips.
Students who violate the code during a trip will be kept under close supervision.
The purpose of this manual is to provide students, parents, and staff with information and forms
to ensure that all trips serve the purpose they were intended. When a situation occurs, these
procedures are in place to address the incident per district policy.

Travel Policies and Expectations
Students are representatives of the Socorro Independent School District and the campus that they attend. As
student representatives they are expected to adhere to the student code of conduct at all times. The following
packet will help provide information for the parents and students about the expectations while traveling with a
Socorro ISD activity.
The following forms are attached and need to be completed and turned in to the sponsor prior to traveling to
the activity:






Parent Permission Form: This contains vital student information as well as Parental or Guardian
information. This form needs to be completely filled out so that the sponsor will have contact
information in case of an emergency.
Itinerary: This is an information sheet for the parents. This sheet will tell each parent about the travel
time, destination, and competition. It will also have contact numbers (coaches and hotel) for the parents
to call in case they need to get in touch with their child.
Student Expectations: This is a list of responsibilities that each student is expected to follow. SISD
students are traveling for competition and are expected to hold to the high standards accordingly.
Sponsor Expectations: This is a list of the expectations for the sponsor on the trip.
Medical Parent Permission Form: Student travelers shall complete and have on file the medical form.
Sponsors shall retain a copy with them at all times during travel.
Sign off sheet: This sheet needs to be signed and returned to the coach/sponsor. This is verification
that the parent and student has read and understands all policies in this packet.

Student Expectations and Conduct
The following are expected behavior of all SISD competitors:
1. Smoking, drinking, or any other drugs are strictly prohibited. Violations of any of these may result in
dismissal from the organization and Level III or IV disciplinary actions upon returning to campus.
2. Inappropriate behavior between students will not be tolerated. Male students will not be allowed in
female student’s rooms (or vise versa). Student relationships are not a part of the trip and should be
refrained from at all times. Holding hands, kissing, and other inappropriate behavior will be handled
through the code of conduct rules.
3. Male and female students will sit separate on all bus trips. Coaches/sponsors will be responsible for
seating arrangements on the charter buses. Coaches/sponsors should position themselves throughout the
bus to insure this procedure is followed. (Ex. One coach/sponsor in back, one in middle, and one in
front of bus)
4. Weapons are strictly prohibited to include but not exclusive to: fireworks, clubs, chains, razors, chemical
dispensers, knives of any size, Lasers, or any object capable of serious bodily injury. Toy guns, knives
or any other implements used in fine arts performances must be appropriately labeled.
5. Assault, hazing, bullying and/or taunting behavior are strictly prohibited. Intentionally, knowingly, or
recklessly causing bodily injury to another person, intentionally or knowingly threatening another with
imminent bodily injury, or causing physical contact with another whether in good nature or not will be
dealt with immediately by the coach/sponsor and are strictly forbidden.
6. Harassment: Students must not engage in harassment behaviors motivated by race, color, religion,
national origin or disability. Sexual Harassment is unwanted and unwelcome verbal or physical conduct
of sexual nature directed toward another student or district employee is prohibited.
7. Students shall not participate in any activity illegal activities. (i.e. shoplifting, removing items from
hotel rooms)
8. Students should refrain from unwanted horseplay.
9. Students are not allowed at water parks, swimming pools, or beaches.
10. Room Policies:
 Each room may be entered at any time by appropriate sponsor. (Male sponsors to male rooms,
female sponsors to female rooms)
 Rooms are not to be trashed. Take care of the facility.
 If you break something, report it to the sponsor immediately.
 Phone calls or movies are not allowed since charges are applicable.
 It is not permissible for a male student to be in a female’s student’s room or a female student to
be in a male’s room without the presence of coach or sponsor.

Discipline and Notice of Consequences
The purpose of this section is to ensure that there is equity and consistency in the manner that discipline is
handled and the consequences that are assigned to all students regardless of their talent, position or value to the
team.
Students who commit a Level II (“Requiring Limited” Administrative Action) offense will:
1. Be put on probation and be warned in writing concerning consequences if problem(s) is/are not
corrected;
2. Parent/guardian will be notified and given copy of warning; and
3. A student who is on probation and commits another Level II offense will be suspended from
participating in a UIL contest* pending completion of a participation expectations contract that will
define specific obligations and consequences signed by parent/guardian, student and head
coach/director.
A student who commits a Level III (“Requiring Serious” Administrative Action) or IV (“Requiring Major” Administrative
Action) offense will:
1. Be suspended from the team until he or she has successfully completed Disciplinary Alternative
Education Placement (DAEP);
2. Be suspended from participating in a UIL contest* pending a parent/guardian conference with
campus administration and the head coach/director upon return to the campus; and
3. Be suspended from participating in a UIL contest* pending completion of a participation expectations
contract that will define specific obligations and consequences signed by parent/guardian, student and
head coach/director.
*A UIL Contest is defined as any regular season or post season game or event and is hereby expanded to include any extracurricular activity.

Sections from the SISD Student Code of Conduct
The following information is directly taken from the current edition of the Socorro ISD Student Code of Conduct. All
coaches, directors, and sponsors should familiarize themselves with the entire document as stated in the student
handbook. The information cited below pertains to student travel situations and defines Level Ill and IV Consequences
and Offenses.
II. Jurisdiction and Authority
School rules and the authority of the district to administer discipline apply whenever the interest of the school is
involved on or off school grounds in conjunction with or independent of classes or school-sponsored activities.
B. School Personnel/Authority
1. The district has disciplinary authority over a student:
a) During the regular school day and while the student is going to and from school on district
transportation;
b) While the student is in attendance at any school related activity, regardless of time or location;
c) For any school-related misconduct, regardless of time or location;
d) When retaliation against a school employee or volunteer occurs or is threatened, regardless of time or
location;
e) When criminal mischief is committed on or off school property or at a school-related event;
f) For certain offenses committed within 300 feet of school property as measured from any point on the
school’s real property boundary line;
g) For certain offenses committed while on school property or while attending a school-related activity of
another district in Texas;
h) When the student commits a felony, as provided by Education Code 37.006 or 37.0081; and
i) When the student is required to register as a sex offender.
The district has the right to search a vehicle driven to school by a student and parked on school property whenever
there is reasonable cause to believe it contains articles or materials prohibited by the district.
D. Expectations for Student Conduct
1.
School Clubs/Organizations
a) Students shall not become members or promise to become members of any organization (fraternity,
sorority, secret society, tagging crew, or gang) composed wholly or in part of students of public schools,
which seeks to perpetuate itself by taking in additional members from the students enrolled in such
schools on the basis of the decision of its membership rather than upon the free choice of any student in
the school who is qualified under the rules of the school to fill the special aims of the organization.
b) Students shall have prior approval from the principal or designee for any type of "initiation rites" of a
school club or organization.
c) No student shall engage in any form of hazing, nor shall any student encourage or assist any other person
in hazing.
a. Students are responsible for whatever is contained in desks, lockers, or other property (athletic bags,
etc.) issued to them by the school.
b. . . . .If a school official has a reasonable basis to suspect that a search of this property (non-district
owned vehicles and personal items) may disclose evidence that a student has violated or is violating
either the law or rules of the school, the official may institute a search.
c. Personal searches of students are authorized under specific guidelines.

III. Specific Categories and Consequences of Offenses
G. Level Three (3) Offenses “Requiring Serious” Administrative Action (TEC Sec.37.002
& 37.006)
A student shall be removed from class and placed in the appropriate Socorro ISD disciplinary alternative
education program (TEC 37.008) for the following offenses which occur within 300 feet of school property or
while attending a school sponsored or school related activity on or off school property (District Policy FOAB).

Engaging in conduct punishable as a felony.
Engaging in conduct that contains the offense of assault under Penal Code 222.01.
Selling, giving or delivering to another person, possessing or using, or being under the influence of the
following:
a. Marijuana or a controlled substance (Chapter 481)
b. A dangerous drug (Chapter 483)
4. Selling, giving, in possession of, using, or delivering to another person an alcoholic beverage.
7. Engaging in conduct that contains elements of public lewdness.
Students who are placed in a Disciplinary Alternative Education Program are prohibited from attending or participating
in school-sponsored or school-related extracurricular and non-curricular activities during the period of placement.
1. The maximum length of time for state required DAEP placement at Level 3 is 18 weeks for secondary students.
2. The maximum length of time for discretionary DAEP placement at Level 3 is 9 weeks for secondary students.
V. Discipline Under 504
A student in a Section 504 program is subject to the district’s Student Code of Conduct unless otherwise stated in the
Accommodation Plan (AP). A student’s AP may include a behavior management plan, which outlines disciplinary
options to be used in addition to or instead of certain parts of the district code.
VI. Discipline of Special Education (Disabled) Students
The district publishes the Special Education; Parents and Students Rights booklet. This booklet contains information
concerning students with disabilities, including information relating to discipline.
Consequences and Team Rules
All coaches and sponsors are required to have a parent/ student notice of disciplinary consequences that is to be signed
by parent /legal guardian and student to be kept on file prior to participation in an event or contest.
The notice will be program specific and will include exactly what the consequences will be for students who commit
serious offenses to include, but not be limited to, Level III offenses as per the SISD Student Code of Conduct. The
objective is to ensure that there is equity and consistency in the manner that discipline is handled and the consequences
that are assigned to all athletes/fine arts students regardless of their talent, position, or value to the team.

Coach/Director/Sponsor Expectations
1. Plan, organize, and set schedule for activity.
2. Distribute travel package to all parents and participants.
3. Collect all parent permission slips prior to start of the activity.
4. Communicate all expectations clearly to all participants.
5. Conduct supervision on trips. Gender specific sponsors needed for all students.
6. Develop room assignments and monitor each student room.
7. Develop and monitor seating arrangements on buses.
8. Ensure student expectations are followed.
9. Contact appropriate district officials of any discipline violation or problem that may occur on a trip.
10. Contact parent immediately if needed.
11. Turn in food receipts, hotel receipts, gas receipts and other documentation within two business days
after the conclusion of each trip.
12. Give a copy of the itinerary to appropriate school administration and departments.
13. Follow Code of Ethics as stated in Employee Handbook.

Room Development Guidelines
. The following guidelines were used when developing student rooming list:
1. A district employee has secured overnight lodging for students at appropriate, vendor approved
hotels/motels.
2. Rooming lists are based on no more than four students per room.
3. Coaches/directors/sponsors have placed students equitably in rooms based on gender. When possible,
student preference was considered. Block of rooms will be equally distributed among students attending
should the need arise.
4. Once rooming lists have been distributed, parent input will be considered and appropriate changes will
be made when possible.
5. No single student rooms will be allowed unless there is only one student of the gender on the trip.
6. Parents may request an additional room with double room occupancy but the requesting parent will
incur the cost of the room.
7. Parents will be notified, in writing, of any room changes concerning their child.

The principal, superintendent/ designee, or board of education reserves the right to cancel the activity. Should cancelation be based on insufficient
participation or funds, the school district cannot guarantee reimbursement. It is strongly recommended that you personally review any tour
company’s or commercial carrier’s contract, including its stated refund policies, BEFORE your child signs up or pays for the trip. Socorro
Independent School District cannot be responsible for reimbursement to parents or students of money submitted as advance payment (i.e. shows,

Investigation Procedures and Consequences Based on the Student Code of Conduct
Coaches, athletic trainers, directors, sponsors and district employee chaperones have specific responsibilities when
supervising students on district approved trips. Some basic information has been included on the Parent Permission
Form. The content presented herein addresses specific investigation procedures and forms that the district employee
should use when an incident occurs. There is also information about the Student Code of Conduct and a requirement for
coaches/sponsors to acknowledge specific consequences for those students in their programs who commit a Level Ill or
IV offense.
Investigation Procedures
Use Administrative Services Report Form
1. Steps 2-8 shall be completed within two hours of when coach and/or sponsor become aware of the incident.
2. Start writing a specific timeline of events as soon as you become aware of an incident or problem.
3. Report problem or incident to a campus or department administrator or lead staff member on the trip.
4. Report the problem or incident immediately to campus principal (Cell # _____________) and to Athletic Director
(Cell # __________________) or Fine Arts Director (Cell # __________________), or Academic Coordinator
(Cell # __________________), or CTE Facilitator (Cell # __________________).

7. If there is an injury to a student by an adult, notify Child Protective Services (CPS) within 24 hours of incident
8. Divide the involved students among coaches and trip administrators and begin interviewing each student
individually. Have each individual complete the witness information form. In every instance student safety must
be ensured and each student must be treated humanely and respectfully. Use incident report: Witness Information

9. Contact parents immediately and reassure them of the condition of their child.
10. Do not promise confidentiality or anonymity under any circumstances.
11. Refer public information requests by the media, parents, or any other person to Daniel Escobar, Director of Public
Relations.
12. Complete the incident report within 24 hours following the incident and give packet copies to the campus
administration and the departmental supervisor on the next business day.
13. Incident report copies will be given to appropriate superintendent’s cabinet member by respective campus and
departmental administrators immediately upon receipt.
