IEEE 802.21 meeting minutes from FMCA Interoperability Event teleconference
To record the minutes of the IEEE 802.21 FMCA Interoperability Event teleconference, following the
discussions held during the March 2009 meeting in Vancouver.

The meeting was called to order by Juan Carlos Zuniga at 11:05.

FMCA Use Cases presentation
Gidon Reid presented document 21-09/61r0.
This document was presented as a collection of use cases contributed from members of the Fixed Mobile Convergence Alliance
(FMCA). The use cases are shared with the IEEE 802.21 WG for discussion and to help them develop an appropriate document (e.g.,
test specifications) that can be used by participants of an FMCA Interoperability Event. It is expected that the event will be open to
FMCA members, IEEE members and other invited parties.

Discussion on Swisscom and BT use cases:
 JCZ: When the network directs a handover, is an active command implied or can the passive information services (IS) be
used?
 GR: Information Services are an option to indicate the mobile where to handover
 Guang Lu: Is network selection performed at power up?
 GR: The scenario can be considered as an ongoing session or as a power up situation
 Lou Taff: For IS to be used, the operator would need to know the location of all APs and hotspots
 GR: Yes. In this case we consider that the IS report only includes hotspots owned by the operator as options to handover
Discussion on NEC1 use case:
 JCZ: Is this a CS call or a PS call?
 Frank Zdarsky: This is a VoIP call
 Yoshihiro Ohba: There is an assumption of a HO per application
 JCZ: Are there any MIP assumptions
 FZ: No assumptions are made regarding MIP. If there are any PMIP extensions solutions to support this scenario they would
also be very interesting
Discussion on NEC2 use case:
 LT: Is there an assumption that the mobile knows about the backhaul situation?
 FZ: It would be interesting if MIH could provide some info about the network capacity
 Junghoon Jee: Is there an assumption about the type of traffic?
 FZ: The assumption is that there is a PoA with more backhaul capacity, but not limited to any type of RAN technology
 JJ: Is there a new session started on the new technology or an ongoing session handed over to the new technology
 FZ: Handover of ongoing session
 LT: It is not realistic to expect that the mobile takes into account backhaul problems when taking the HO decision, as this is
an operator’s problem
 Alice Cheng: The network can tell the device to handover based on the network situation
 FZ: MIH can be used to provide the information to the mobile
 JCZ: Decision can be made in the network. Provided that the information is available in the network, the MIH server can
signal the mobile to HO and the end result would be the same
No discussion on Deutsche Telekom and Korea Telecom use cases
Discussion on Globe Telecom use case:
 AC: Is this a session continuity
 GR: In all use cases the whole scenario is provided by the operator, but we need to abstract the part that MIH can do to solve
the problem
 Vivek Gupta: For this to work there are other implications, like integration of the two networks
 GR: We have demonstrated that MIH can provide for handovers without any 3G RAN support
 VG: If there are no assumptions about any real requirement to integrate the two networks then this should be stressed in the
use cases.

IEEE protocol detail test cases document
Alice Cheng presented document 21-09/50r1.
This document was presented as a set of test cases that can be performed for MIH. It is not expected that a one-to-one mapping will
exist between these test cases and the FMCA use cases (presented earlier on), but rather that a series of one or many test cases may be
required in order to fulfill an FMCA use case. Also, some higher layer support might be needed (e.g. Mobile IP or some other mobility
protocol).
Discussion on MIH test cases:
 FZ: For the network handover case, is there any assumption about the reservation protocol?
 VG: There are no means in MIH to perform resource reservation
 FZ: There are means to pass QoS information

VG: This is high level information only
AC: There is no actual resource reservation by MIH, but information can be passed with MIH to the specific access
technology to perform the resource reservation
Interoperabilty plugfest event timeline and logistics
Gidon Reid presented document 21-09/55r1.
This document was presented as an update from the FMCA MIH session in Berlin, March 2009, where the MIH plugfest event
timeline was discussed.
Discussion on FMCA timeline:
 GR: There have been some updates since this slide was made. The latest proposed dates for the plugfest are during the week
of 5-9 October 2009, and the location is likely to be at ETSI’s facilities in Sophia Antipolis, France. The outcome of the
plugfest would be a public White Paper produced by the FMCA
 JJ: Is the intention of the FMCA to consider all use cases for the interoperability event?
 GR: The FMCA MIH SIG would consider all use cases, and for the Interop event it will be up to the participants what they
test/show
 JCZ: Are there any inputs required from the 802.21 WG, if so when?
 GR: A test specification would be needed
 Pete Challand: There will be an FMCA PRS meeting at the end of June and these scheduling details and logistics will then be
discussed
 GL: Are there any assumptions about the applications that will be run, the type of radio access networks available, etc?
 JCZ: Any information about the testbed that becomes available in June or before would be useful for people planning to
participate in this event
 GR: We will forward whatever details we know as soon as we can
 Subir Das: Does FMCA require a specification for each of the use cases separately?
 GR: No, a single document can suffice
 GR: The current plan is to distribute the information about the interoperability event to candidate participants in July 2009

CLOSING REMARKS
Juan Carlos Zuniga mentioned that due to lack of time the discussion about the IEEE Conference on Product Certification and
Conformity Assessment will take place during the oncoming IEEE 802.21 WG meeting in Montreal, together with a follow-up of the
FMCA interoperability event discussions.
