Pre-establish IP connections
to potential handover target
networks.
Use the current connection to
save battery and RF
resources.
A pre-established IP
connection will be activated
if a handover to that network
actually happens and a subIP layer connection is set up.
Shortens handover delay.
When the mobile moves out
of a coverage, the preestablished IP connection to
that network will be
removed.
