Dear Sir / Madam, The Institute of Electrical and Electronics Engineers (IEEE) 802.22 Standards Working Group (WG) on Wireless Regional Area Networks (WRANs) (www.ieee802.22/22) would like to take this opportunity to congratulate you on the tremendous progress that India has made in the last decade, bringing state of the art communications technologies to the Indian people. The IEEE-802 Local Area Network (LAN) and Metropolitan Area Network (MAN) Standards Committee (LMSC) of the IEEE Standards Association (“IEEE-SA”) has produced many successful standards that have brought a wide variety of communications technologies to the people all over the world. IEEE-802 coordinates with other national and international standards groups, including the International Telecommunications Union (ITU) and the Internation Standards Organization (ISO). IEEE 802 is developing a number of standards to support licensed exept usage in 470-698 MHz band. This letter from the IEEE 802.22 Working Group is an endorsement for the proposal submitted by TICET, IIT Bombay towards the ongoing NFAP revision / review process in India for the 470 – 698 MHz band. The 802.22 Working Group is developing standards for wireless broadband communication systems operation in TV bands worldwide. These standards are expected to enable a new wave of lowcost and innovative broadband communication technologies to come to market that will benefit its users and the industry alike. The 802.22 Draft Standard incorporates innovations such as Dynamic Spectrum Access (DSA) and Cognitive Radio (CR) technologies that have the potential to enable very efficient utilization of the precious spectrum resource. The Draft Standard uses transmission parameters that have been optimized for this frequency range to provide reliable broadband access to regional and rural areas. Considering that India has a significant rural population, this standard could benefit the Indian people tremendously. Many countries all over the world are likely to allow license-exempt broadband access in these bands. For example, in United States, the Federal Communications Commission issued its Second Memorandum, Opinion and Order, (Final Rules) for this spectrum in September, 2010. The final rules, as they stand, make the unused spectrum in the TV bands available for license-exempt (known as ‘unlicensed’ in the United States) broadband wireless devices. During the last 5 years, the IEEE 802.22 Working Group through IEEE 802.18 Radio Regulatory Technical Advisory Group (RR-TAG) has been actively working with the FCC and other regulators [1-5] to create a standard for world-wide Submission page 2 Apurva Mody, BAE Systems February 2011 doc.: IEEE 802.22-07/0370r105 deployment in the TV bands to provide broadband access to the masses. In addition, IEEE 802.22 Working Group has also been interacting with the ITU Working Party 5A that is currently doing its preliminary research into deployment of the DSA and CR technologies to allow spectrum sharing for efficient usage of the spectrum.
