An 802.22 Liaison Report to 802.18 for the November 2007 Plenary Session is provided.

We continue to attempt to reach the Letter Ballot phase for the standard. As the week nears an end, it
appears as though we will not successfully reach the Letter Ballot phase. However, we continue to
progress and we have had some significant breakthroughs at this session.
Two of the significant accomplishments include agreements and approval of the following:
1. We have approved a theoretical figure that represents the system architecture, including the
MAC plane, the PHY plane, the data plane, the control plane, and the service access points
between these planes and the exterior planes. We now have a firm understanding of the flow of
data as it passes/crosses the various planes. We have since been working rapidly to develop the
necessary MAC messages and the SAP primitives.
2. We have approved the set of possible channel categories in the system. This agreement has
allowed us to continue in the development of the channel state transition diagram that will
specify how a channel will transition from one state to another.
Unlike the past several sessions, we have not broken out into various sub-groups. Instead we have
attended the meetings in this session as an entire Working Group, with the exception of 802.22.1. The
remainder of our time has been spent reviewing the document and approving sections piece-wise.
802.22.1, meanwhile, has come out of a second round of Letter Ballot. It appears as though the ballot
has failed by a narrow margin. 802.22.1 has been meeting in parallel to the main group in order to
address and hopefully resolve the comments provided.
