Abstract:
Discussion on IEEE 802.16m SDD ToC for Inter RAT Handover
Purpose:
To discuss and adopt inclusion of inter RAT handover in the 802.16m SDD to improve user experience of 802.16m mobile devices.

Motivation for Inter-RAT Handover
• 802.16m Requirements
– IEEE 16m shall provide support for handover with other
RATs. However, an IEEE 802.16m MS is not required to be
multi-mode.
– IEEE 802.16m shall provide service continuity during
handover for both inter-RAT and intra-RAT handover.
– IEEE 802.16m should support IEEE 802.21 MIH services.
– IEEE 16m shall support inter working functionality to
allow efficient handover to other radio access technologies.

Current 16e Reference Features
• 802.16e Mobility
– Not required to support inter RAT handover.
• Supports handovers within 802.16 homogeneous networks.
• Does not capture use cases when an MS moves within different
system environments.
– IEEE 802.21 MIH services may be used for inter RAT
discovery and selection.
• Limitation of having the MIH Function in an MS and a BS side.
• WiMAX NWG
– Provides the inter working architectures with 3GPP and
3GPP2 system at a network level.
Consideration for Inter RAT handover
• 16m BS shall provide inter RAT topology information.
– Inter RAT Type, Physical parameters, etc.
• 16m MS shall be able to transfer radio capabilities
– Single, multi radio, etc.
• Inter RAT cell selection
– Scanning configuration shall be differentiated depending on an MS’s
radio capabilities.
• Handover process
– Handover preparation shall be allowed to support service continuity.
• IEEE 802.21 MIH services should be used for inter RAT
discovery and selection.
• Security shall be considered based on each RAT to allow inter
RAT handover.
