Introduction This proposal provides clarification of functions of Service Flow and Connection Management (SFCM) block and Radio Resource Management (RRM) block in SDD. In the current 802.16m SDD draft, RRM block is defined, and it performs admission control, load control, and interference control. However, all functions in RRM block can be covered by other functional blocks. For example, admission control and load control can be handled by SFCM block during connection setup, and interference control can be performed by PHY Control block. Therefore, we propose to remove RRM block, and to refine the description of SFCM block for the protocol structure. 1 IEEE C802.16m-08/446r1 2. Proposed Text for SDD Replace the description of Service Flow and Connection Management block (page 24, line 34 through line 36) as follows: Service Flow and Connection Management block manages service flow creation/update/deletion, and allocates connection identifiers (CIDs) during initialization/handover/service flow creation procedures. This block also performs admission control and load control during connection setup. Service Flow and Connection Management block interacts with convergence sublayer to classify MAC Service Data Unit (MSDU) from upper layer, and mapsto map MSDU onto a particular transport connection.
