IEEE 802.16m CTC Data block sizes

Introduction
In IEEE 802.16m System Description Document [1], the FEC block sizes are FFS and they should be resolved
for each coding scheme. In this contribution, we propose CTC data block sizes which are based on the current
SDD text.

Proposed IEEE 802.16m CTC Data block sizes
In Table 2, there are 141 IEEE 802.16m CTC data block sizes which are defined and regularly increased by
using pre-determined block size resolution in Table 1, and they include all the legacy data block sizes. Also, for
the tail-biting encoding structure of CTC, the data block sizes which are multiple of 7 have been removed after
increasing them with the block size resolution. In addition, the block size resolution has been defined for the
limitation on the padding overhead while increasing data block sizes as shown in [2].
