CSG cell bar in CSG-Open Femto ABS • Motivation – By definition of CSG-Open Femto ABS [WiMAX requirement], when resources are not being consumed by CSG users, those resources are made available to the service provider’s other users (Non CSG member but authorized AMSs) or roaming users. – Then, when most of its resources are being used by CSG AMS, CSGOpen Femto ABS shall protect non CSG AMS from network entry/HO. – However, usage of resources are quite variable resting upon the number of connected CSG users or traffic etc. – Therefore, we propose CSG cell bar which indicates prevention of network entry for non CSG AMS in a CSG-Open Femto ABS when a certain condition is met. • For example, in CSG-Open femto ABS, – If most of resource are being consumed by CSG users, the CSG-Open femto ABS should broadcast or unicast CSG cell bar bit set to ‘1’ or ‘on’ respectively (means, prevention of NE from non CSG AMS) . Proposal • Option 1 – Broadcast CSG cell bar via SFH Subscriber type Condition Value OSG N/A *Always set to 0 CSG-Closed N/A *If CSG cell bar bit =1, this cell is not allowed for any new initial entry/HO from non CSG AMS. *Always set to 1 CSG-Open CSG cell bar bit is set when most of resources are being used by CSG AMS * If Cell Bar bit =1, this cell is not allowed for non CSG AMSs to any new initial entry/HO Proposal • Option 2 – Unicast CSG cell bar via AAI_RNG-RSP in CSG-Open Femto ABS Femto BS (CSG-Open) AMS (Non-CSG member) Resource Exhausted A-Preamble / SFH Ranging code AAI_RNG-ACK AAI_RNG-REQ AAI_RNG-RSP (CSG cell bar ‘on’) If CSG cell bar set to ‘on’, the AMS shall stop network entry to the CSGOpen Femto ABS. Proposal • Option 3 – Identify the meaning of cell bar in CSG-Open Femto ABS differently – If cell bar bit is set to 1 in CSG-Open Femto ABS, non authorized member AMS should not access network entry and HO to the CSGOpen Femto ABS. Proposed Texts [Insert texts as suggested [in red] below in Page 492 Line51] 15.4.7.2 Femto ABS Access Restrictions AMS shall not attempt to access or initiate handover to a CSG-closed femto ABS, if such an AMS is not included in the Femto ABS CSG, except in case of emergency call or manual Femto BS selection. CSG-Open Femto ABS prevents non CSG AMS from network entry or HO when most of its resources are consumed by CSG AMS. [Option1] If CSG cell bar indication in CSG-Open Femto ABS is set to 1, an AMS which does not belong to the CSG-Open Femto ABS’s CSG shall not attempt network entry or handover while an AMS which belongs to the femto ABS’s CSG is still allowed network entry or handover. [Option2] If non CSG AMS receives an AAI_RNG-RSP including CSG cell bar bit set to ‘on’ during network entry, the non CSG AMS should stop network entry procedure to the CSG-Open Femto ABS. [Option3] CSG-Open Femto ABS prevents non CSG AMS from network entry or HO by setting cell bar set to 1 when most of its resources are consumed by CSG AMS.
