Introduction
• In current D4 page 207 line 21:
– The AMS shall not perform HO to a cell with Cell
Bar bit=1 in its S-SFH.
– The “Cell Bar” bit, when set, indicates that an
AMS should not perform network entry or re-entry
to this cell.
Motivate
– In page 207 line 28 states that
• The AAI-HO_CMD message should not include an ABS
with cell bar information =1.
– In page 294 line 48 states that
• If the AMS reads cell_bar=1 in SFH, this means this cell
does not allow access of new AMS and the AMS shall select
a different cell to restart network entry procedure.
– In page 317 line 30 states that
• If the preferred ABS has Cell Bar bit=1 in its S-SFH, the
AMS should re-select other ABS for network re-entry.
– In page 450 line 47 states that
• If Cell Bar bit = 1, this cell is not allowed for network entry
or re-entry
Problem Statement
• To clean up the texts in the current D4.
• The AMS shall not perform HO, network entry
or re-entry to a cell with Cell Bar bit=1 in its
S-SFH.
Proposed Text
[Modify the following text in section 16.2.6.3.2 “HO
decision and initiation”]
• The AMS shall not perform HO, network entry or reentry to a cell with Cell Bar bit=1 in its S-SFH. The
“Cell Bar” bit, when set, indicates that an AMS
should not perform network entry or re-entry to this
cell.
