Abstract
The Normative References section does not follow the IEEE Standards Style Manual.
This contribution proposes changes that would make the section compliant.

Introduction
The IEEE Standards Style Manual (http://standards.ieee.org/guides/style/) contains specific
instructions regarding the formatting and placement of the Normative References Section inside
standard amendments such as 802.16m. This contribution proposes changes to make the section
compliant with the Manual.

On page 3, line 3, insert the following paragraph:
