The award may be presented annually to an IEEE-SA individual member (who is also
an IEEE member) who has made extraordinary contributions to the international
goals of the IEEE-SA.

3. State succinctly why this individual should be so honored. (It is suggested
that this summary should be written after the nomination is prepared).
For driving the process to enable globalization of the market for the IEEE 802
standards that use radio.
4. Proposed citation (no more than 25 words). Please give as much information as
is possible for each of the criteria listed under points 5-8 for the "IEEE-SA
International Award." The nomination will be judged on the information you
provide along with the supporting statements by the references.
Carl was a driving force in reaching international harmonization of the 5 GHz
radio spectrum necessary for the IEEE 802 standards specifying the use of that
band.
5. Describe the standards related contributions, other than participation on
standards writing committees, that the nominee has made to advance the
international goals of the IEEE-SA.
Chairman of IEEE 802.18, the Radio Regulatory Technical Advisory Group
Active and contributing participant in the Regulatory Subcommittee of the Wi-Fi
Alliance
Co-Chair of the Legislative Task group within the Regulatory Subcommittee of the
Wi-Fi Alliance
Representing those organizations in International groups, such as the ITU-R
Joint Rapporteurs Group 8A-9B and CITEL PCC II, as well as in various US groups.
Lobbying on behalf of the above organization to government organizations (such
as FCC and others) and legislative bodies.
6. Describe how these standards related contributions have precipitate changes
in the global marketplace, and the significance of those changes.
Radio devices built according to the IEEE 802 standards addressing the 5 GHz
band can only be used in countries having regulations in place permitting those
devices to operate. The Regulations were in place in many, but not all,
countries in Europe, US and Canada, Japan and Australia. However, the
regulations differed in power limitations, frequency bands and operational
requirements.
The International Telecommunications Union - Radio Sector (ITU-R) had an agenda
item in place calling for global harmonization and extension of the frequency
bands. However, the agenda item was controversial, specifically, the US position
was to oppose the result.
Having the agenda item approved, the rules will be adopted in virtually all
countries around the world. Manufacturers can build devices that do not need to
be adaptable to differing rules and frequency bands. The marketplace will grow
significantly and the users will have more frequencies and can roam throughout
the world
7. Describe how the nominee's initiatives, directly or indirectly, have served
to enhance the acceptance of IEEE Standards internationally.
Carl drafted numerous responses to Notices from the Federal Communications
Commission (FCC), obtained endorsement from IEEE 802.18 and IEEE 802 Executive
Committee and filed the approved papers according to the rules.
In addition, Carl represented the groups in international groups and negotiated
with the National Telecommunication and Information Administration (NTIA). On
January 31, 2003, an agreement was reached that permitted to US to support the
global harmonization of the 5 GHz regulations.
