Re: TIA TR-45 LAES Ad Hoc Group
Dear Jim,
The TR-45 Lawfully Authorized Electronic Surveillance (LAES) Ad Hoc Group recently initiated joint project PN4465-RV1 relative to the Communications Assistance for Law Enforcement Act (CALEA) of 1994. In response to
CALEA, a joint T1/TIA standard, J-STD-025, was published in 1997. Subsequently in 2000, Revision A of J-STD-025
was published. To refine the packet mode surveillance solution in the J-STD-025-A standard, the recent joint project
was initiated. For more details on this project, please see the attached LAES Ad Hoc Group scope and charter.
TR-45 is inviting all interested industry and standards fora to participate and provide input to this effort to address the
broader range of systems and technologies. TR-45 welcomes you and all parties with a material interest in packet
mode communications to contribute to this effort and encourages your participation at the next TR-45 LAES Ad Hoc
Group meeting scheduled for October 1-2, 2001 in the Colorado Springs. The agenda showing the meeting details is
attached for your information. Those who wish to receive TR-45 LAES Ad Hoc Group announcements and reports
should subscribe to the e-mail explorer established for the group by sending e-mail to join-laes@tiacomm.org with no
text in the subject or body of the message.
For those interested industry and standards fora that have not been associated
with the development of the J-STD-025 standard or not necessarily aware of
the legal basis for some of the premises of the standard, an overview of the
history of this work effort maybe beneficial. For that reason, a short
presentation on the background of the LAES Ad Hoc Group’s work will be
made available to introduce your group to this work effort at your request.

Scope and Charter for TR-45 LAES Ad Hoc Group
Scope:
The TR-45 LAES Ad Hoc will focus on a revision of the joint standard J-STD-025-A Lawfully Authorized Electronic
Surveillance with the purpose of refining the current packet mode communications requirements for the interface to the
Collection Function, represented as interface “e” in J-STD-025-A, a safe harbor specification. The packet mode
communications surveillance definitions and requirements for stages 1, 2 and 3 are within the scope of the project.
Packet Mode Communication SDOs, groups, and forums which choose to participate in this effort are encouraged to
provide requirements based on packet capture, access IAP details, event triggers & parameters. Participation in the
TR45 LAES Ad Hoc meetings and contributions to the new revision of J-STD-025-A is encouraged. Specifications
produced by these participating SDOs, groups and forums will be referenced for detailed protocol information by the
new revision of J-STD-025-A.
Participation by Packet Mode Communication SDOs, Groups or Forums in this process does not indicate that any
service or technology related to these groups is, or is not, encompassed by the CALEA mandate.
Charter: Produce a revision of J-STD-025-A containing the requirements for support of packet mode
communications surveillance.
