This amendment defines mechanisms that enable the optimization of handovers
between IEEE 802.21 supported technologies and downlink-only broadcast (DOB)
technologies, and may facilitate handovers between DOB technologies.

5.4 Purpose of Proposed Standard:
The purpose of this standard is to improve user experience by developing mechanisms
that facilitate handovers between IEEE 802.21 supported technologies and DOB
technologies. These mechanisms may also be used for handovers between DOB
technologies.
5.5 Need for the Project:
Downlink-only broadcast technologies such as DVB, DMB and MediaFLO are
becoming more widespread in use. There is a need to support optimized handovers
between these broadcast technologies and other wireless technologies that are
supported by IEEE 802.21. Currently, there is no standard which specifies such
handovers.
IEEE 802.21 defines mechanisms that enable handovers across various technologies
such as IEEE 802 and 3GPP/3GPP2. These mechanisms can also be used for
handovers with DOB technologies. However, this requires enhancements to IEEE
802.21.
The enhancements may include:
 Extensions of IEEE 802.21 primitives and protocol to facilitate handovers
between IEEE 802.21 supported technologies and DOB technologies.
 Definition of Media dependent SAP(s) and corresponding mapping of MIH
link layer primitives for DOB technologies.
5.6 Stakeholders for the Standard: Semiconductor manufacturers, consumer
electronic device manufacturers, operators and service providers delivering
entertainment content to mobile users.

CRITERIA FOR STANDARDS DEVELOPMENT (FIVE CRITERIA)
Broad Market Potential
A standards project authorized by IEEE 802 shall have a broad market potential.
Specifically, it shall have the potential for:
a) Broad sets of applicability.
There is a strong trend towards convergence between telecommunication and
broadcast sectors. The notion of hybrid networks emerged as a result of this
convergence, enabling the penetration of existing capabilities of both sectors
in an optimized manner to offer a large spectrum of multimedia services.
Such services include both time-critical and non-time-critical services, from
file downloads to high quality audio/video streams. Even considering only
mobile TV as a service, the need for seamless handover for such services
becomes evident.
Considering the coverage problems of downlink-only broadcast technologies
such as DVB in Europe, the cell-size problems of IEEE technologies and
bandwidth problems of cellular broadcast technologies, this amendment will
improve the user experience during handovers between IEEE 802.21
supported technologies and other DOB technologies such as DVB, DMB and
MediaFLO.
b) Multiple vendors and numerous users.
The possibility of making enhanced handovers to and from DOB
technologies has a fundamental impact on the business models for offering
multimedia services, affecting market players from manufacturers to mobile
service operators and broadcasters. Therefore, the number of vendors being
affected by this amendment includes the manufacturers of IEEE 802.21
supported technologies and DOB technologies. Market development in this
area also shows that new mobile devices are more and more equipped with
DVB, DMB, MediaFLO, IEEE and 3GPP/3GPP2 technologies
simultaneously. Considering this, manufacturers and the mobile service
operators will be the first candidates who will profit from the existence of
this amendment. Also broadcasters and content providers will be able to
extend their services where DOB technologies may have coverage problems.
c) Balanced costs (LAN versus attached stations).
The implementation of this amendment will incur only minor incremental
cost to the baseline IEEE 802.21 standard, while it will help increase revenue
by improving users’ experience.
Compatibility
IEEE 802 defines a family of standards. All standards shall be in conformance with the
IEEE 802.1 Architecture, Management and Interworking documents as follows: 802.
Overview and Architecture, 802.1D, 802.1Q and parts of 802.1f. If any variances in
conformance emerge, they shall be thoroughly disclosed and reviewed with 802.
Each standard in the IEEE 802 family of standards shall include a definition of managed
objects which are compatible with systems management standards.
1. The proposed project will be IEEE 802.21 compatible.
2. Managed objects will be defined consistent with existing policies and practices
for IEEE 802.1.
Distinct Identity
Each IEEE 802 standard shall have a distinct identity. To achieve this, each authorized
project shall be:
a) Substantially different from other IEEE 802 standards.
This amendment will facilitate handovers between DOB technologies and
IEEE 802.21 technologies. No other IEEE 802 standard addresses this
specific requirement.
b) One unique solution per problem (not two solutions to a problem).
There is no other proposed solution for optimizing inter-technology
handovers with DOB technologies. No other IEEE standard covers this topic.
c) Easy for the document reader to select the relevant specification.
The project will produce an amendment to the IEEE 802.21 specification.
The enhancements to MIH services specified in this amendment will be
clearly distinguishable.
Technical Feasibility
For a project to be authorized, it shall be able to show its technical feasibility. At a
minimum, the proposed project shall show:
a) Demonstrated system feasibility.
b) Proven technology, reasonable testing.
c) Confidence in reliability
Based upon the results of projects evaluating inter-technology handovers between
DOB technologies and IEEE 802.21 supported technologies, and scientific material
available on this topic, it is clear that these vertical handovers are feasible.
In addition, studies also have shown that, compared to pure DOB devices, MIH
services substantially enhance user experience of broadcast services, since they can
provide valuable enablers for optimized handovers between IEEE 802.21 supported
technologies and DOB technologies. As an example, the DAIDALOS R&D project of
the sixth framework of the European Union successfully demonstrated such benefits
emerging as a result of the extensions in IEEE 802.21 for supporting DVB
handovers.
Economic Feasibility
For a project to be authorized, it shall be able to show economic feasibility (so far as can
reasonably be estimated), for its intended applications. At a minimum, the proposed
project shall show:
a) Known cost factors, reliable data.
b) Reasonable cost for performance.
c) Consideration of installation costs.
The functionality that would be described in this amendment represents a marginal
increment to the baseline implementation of IEEE 802.21 and does not represent an
originating cost.
