Premise: The state budget environment is unstable. Recent Executive Orders require that
campuses (a) file impaction plans one year in advance of implementation (b) include public
forums. CARS planning is to answer this question: What are the conditions at which CI would
consider impaction?
1. Data that will be presented to the committee in January: No-impaction assumption:
Growth at x% per year with straight line projection from 2009-10. Disaggregated by:
 Campus demographics
 Program mix (22 majors sorted 5 ways)
o STEM
o Arts & Humanities
o Social Science
o Business
o Education
 Student level proportion
 In and out of region
2. Impaction occurs when demand exceeds capacity
 allow capacity to control fte
 cap fte on selected programs
 fill one program first then open other programs
