The Impaction Question Premise: The state budget environment is unstable. Recent Executive Orders require that campuses (a) file impaction plans one year in advance of implementation (b) include public forums. CARS planning is to answer this question: What are the conditions at which CI would consider impaction? 1. Data that will be presented to the committee in January: No-impaction assumption: Growth at x% per year with straight line projection from 2009-10. Disaggregated by: Campus demographics Program mix (22 majors sorted 5 ways) o STEM o Arts & Humanities o Social Science o Business o Education Student level proportion In and out of region 2. Impaction occurs when demand exceeds capacity allow capacity to control fte cap fte on selected programs fill one program first then open other programs Conditions Program (UDT’s) Level (FTF) Out-of-region applicant pool exceeds 20% of normal N/A FTF/UDT out of balance Other strategies FTF or UDT apps yield exceeds 20% of normal Ratio of apps to available spaces exceeds historical growth Anticipating growth mode – programs will manage using “other strategies” Schedule of classes Across the board cuts “Braking” strategies (deadlines) We are required to reduce FTE Lower the capacity of larger programs to maintain control of smaller programs
