Order of the day, 16 September 2014 6 Speaking time arrangements for a clustered interactive dialogue (“ID”) with special procedures mandate holders 1. The following arrangements have been made for the 27th session on a trial basis. 2. The total duration of each clustered ID will not exceed 4 hours. 3. Each special procedures mandate holder in a cluster will introduce his/her reports within 15 minutes and respond to questions and make concluding remarks within 15 minutes. The total amount of time for two mandate holders is: 1 hour 4. Countries concerned will be given 5 minutes each as in the past. In case there are 6 countries concerned, the total amount of time is: 30 minutes 5. The total amount of time for NGOs remains unchanged: 30 minutes 6. As soon as the list of speakers is available following the electronic registration, the secretariat will calculate the estimated time needed to complete the clustered ID with the mandate holders. 7. Should the total duration of a given ID be estimated to last less than 4 hours, the speaking time limits will remain 5 minutes for Members (and groups) and 3 minutes for Observers. However, if it is estimated to be more than 4 hours, the speaking time limits will be reduced to 3 minutes for Members (and groups) and 2 minutes for Observers. Should this measure be deemed insufficient to ensure that the total duration not exceed 4 hours, the speaking time limit will be further reduced to 2 minutes for Members (and groups) and 2 minutes for Observers or the total time may be divided equally among all with a minimum of 1.5 minute per speaker.
